38.2b: Executive Team Progress Report & Action Plan

This paper reports on progress of the Executive Team over the first quarter of the reporting year and to gain approval for a work plan for the second and third quarters of 2015/16.

1. 3. Work Programme 2015/16 – Progress Update The 2015/16 work programme for the Partnership’s Executive Team was agreed in the Business Plan. The tables below detail the project work that comprises the work programme and provides an overview of progress. More detailed explanation on progress is given in the paragraphs below the tables. Table 1 outlines the agreed Strategic project work; Table 2 outlines the agreed Geographic project work.

3.1.1. Green Network Indicators for Community Plans The Partnership has used North Lanarkshire’s new open space audit data to produce a draft opportunities mapping output based on the new methodology developed for the Clydeplan MIR. This will be used to inform the forthcoming Local Development Plan. The data preparation undertaken for this work will now be used to produce the SOA Indicator for North Lanarkshire. 2 38.2b Progress Report 270815.doc

3.1.2. Greenspace and Health Opportunities The basis of the project is to identify correlations between communities displaying health statistics indicative of low activity levels and underperforming Green Network components or areas where there is an open space and/or access deficit. In the Autumn the team will write a brief describing the analysis required and to which the team will work. On completion of the analysis the team will write short reports for each authority describing the findings and suggesting potential actions.

3.1.3. Climate Change Adaptation: CRC Partnership Development

The Partnership is a member of the steering group who commissioned Collingwood Environmental Planning and EKOS to scope and prepare proposals for a Climate Ready Clyde Partnership (CRCP). The CRCP would be a focus for the development of a regional climate change adaptation strategy. The consultants have delivered their ‘Proposed Final Business Case for the CRC Partnership’ and this has been signed off by the Steering Group.

The Steering Group has agreed ‘next steps’ in pursuit of establishing the CRCP.  A meeting with Scottish Government will be held in August to explore how they may assist in the formation of the CRCP.

 The Steering Group will look to garner support for the concept of the CRCP through the coming months.

 An EU Life bid will be submitted next summer for resources to support the formation of the Partnership and a regional CRC strategy. 3.1.4. Climate Change Adaptation: Greenspace and Climate Change Analysis

Following a meeting with SEPA in February the project brief was amended to reflect their suggestions and the use of new data being generated by them.

The data has now been received but we are unable to share it with third parties until SEPA has finalised licensing agreements. This is taking far longer than anticipated and we are unable to proceed until the licenses are in place. Latest estimates are that this may be another 6 weeks to 2 months and the project is effectively on hold until then.

Upon receipt of the licensing agreement from SEPA the team will commission the GIS analysis. On completion of the analysis the team will write short reports for each authority describing the findings and suggesting potential actions.

3.1.5. CSGN Strategic Project Work

The approach to the study is still being refined. Several of the components of the CSGN have had the resources available for their delivery described. The outputs from this initial work have been presented to CSGNT staff for their comments and suggestions which will help shape the completion of the study.

3.1.6. The GCV Green Network ‘Big Picture’: a blue print for delivery

A proposed approach to developing the ‘Blueprint’ is being tested through project work to assist East Dunbartonshire Council in the preparation of an authority wide Green Network Strategy.

The Partnership has assisted East Dunbartonshire with a consultation event for a range of internal and external partners to help inform the Strategy’s development. Additionally, the Partnership has produced an urban opportunities mapping output for East Dunbartonshire based on the new methodology developed for the Clydeplan MIR and using newly available data. Work is progressing on data gathering and preparation and the development of a methodology for a rural opportunities mapping output.

Both components of this work will be extremely useful in identifying key Green Network assets which may form the framework of the Blueprint.

3.2.1. Green Network Action Plans for Strategic Delivery Areas Work is underway on the development of Action Plans for the four Stratgic Delivery Areas. The team and CSGNT officers have visited all identified sites in each SDA and carried out desk-based research to gather as much background information about each site as possible.

Meetings have been held with officers in Glasgow City, Inverclyde and West Dunbartonshire Council to agree a development process tailored to the requirements of each local authority. A meeting with Renfrewshire Council is pending.

Discussions have already generated ideas for projects which address and deliver a range of green network outcomes and actions agreed for taking forward the delivery of Action Plans by the end of March 2016.

CSGNT is also providing additional project development support by assisting local authorities with the production of woodland management plans and costings for potential WIAT sites. Community engagement is currently being supported by TCVs Natural Networks placement based with CSGNT. This placement will end in January, but the GCVGNP will be the recipients of a similar dedicated TCV Natural Networks trainee starting in January 2016 for a one-year placement.

A presentation on progress will be given at the Board meeting followed by visits to SDA sites in Clydebank and Yoker/Whiteinch.

3.2.2. Integrating Green Infrastructure into masterplans for Community Growth Areas The team has been working to establish working relationships with developers of some major residential developments in the GCV. The intention is to work closely with the developer’s design

team to assist them to meet GN/GI policies and to more fully understand the issues they face when considering GI as part of their business case.

A GI team will be convened to assist in this work and will involve a landscape architect from SNH and a water engineer from Scottish Water.

3.2.3. Gartloch Gartcosh Green Network: Seven Lochs Wetland Park A steering group bringing together GCVGNP, GCC DRS and GCC LES has been formed to oversee the Greater Easterhouse GI feasibility study. This group will report to a new GCC working group for Greater Easterhouse to be led by DRS. An invitation to tender was issued in July, and 4 tenders were received. These were reviewed by the steering group and ERZ Ltd have been appointed as the lead consultant. An inception meeting will be held w/c 24th Aug. Key milestones for the feasibility study are;  draft programme of IGI operations – end Sept  stakeholder workshop - Oct  final proposal to SNH GI programme – end Nov  final 5-year programme of IGI operations – end Dec NLC approved in principle planning applications for 3 sites within the Gartloch Gartcosh CGA in July. We have contacted developers to look into opportunities to work in partnership with them as these sites move forward to detailed planning permission. The first meeting with developers is scheduled for early Sept.

4.1.1. GN Indicators for Community Plans

The preparatory work involved getting the open space data into a format which can be used for development of the indicators has been far more time consuming than originally anticipated. This work has been taken as far as it can without further input from the local authorities, however, the data is of a suffiently good quality to allow the production of draft Indicators and supporting Reports for East Renfrewshire and South Lanarkshire. These have been delivered to the local authorities with further work on the underlying data being completed in the next quarter to allow production of the final outputs.

4.1.2. GN and Climate Change Adaptation As explained in 3.1.4 above, commissioning of the analysis is dependant on the licensing of new data from SEPA. Delay in getting the relevant licenses has meant that the work originally planned for last year has now rolled over into this year and the analysis for all eight authorities will be delivered as a complete package in the next two quarters.

4.2.1. Gartloch Gartcosh Green Network

The target date for the second-round application has been pushed back to December 2015. This is to allow more time to complete detailed project plans for the Seven Lochs Landscape Conservation Action Plan (LCAP), and to better align the HLF application to applications for match funding, including the SNH GI programme.

GCC have agreed to host the Seven Lochs staff team, and we are working with GCC HR to match the proposed staff team roles to their role profiles. This will allow us to finalise costs and employment arrangements for the staff team.

A full draft of the LCAP will be finalised at the end of August. Stage C design development is completed for the Drumpellier and Hogganfield gateways. Consultation with key stakeholders is underway, and stage D plans and costs will be completed in September. Design development for Provan Hall / Auchinlea Park is now underway, with stakeholder consultation planned for Sept / October. Contractors have been appointed to develop a business plan for Provan Hall Trust to underpin their role in the future management of Provan Hall / Auchinlea Park as a heritage and green network asset, and a key gateway to the Seven Lochs Wetland park.

5.1. East Dunbartonshire Council Green Network Strategy The team are working with EDC on preparation of an authority wide Green Network Strategy. The process to date has involved two stakeholder workshops the purpose of which was to identfy key GN assets at regional, EDC wide and local scales. Gaps in the network were also identified.

The team has now delivered an urban opportunities mapping output based on new data which will be used to inform the Strategy’s development. However, given a significant proportion of East Dunbartonshire is rural in nature it is critical to understand how networks function in these areas. A rural opportunities mapping methodology is therefore being developed to fill this knowledge gap. Data identification and collation is well underway and the framework of a methodology in place.

The process of identifying GN assets will also inform the way in which “blueprint” for the GCV Green Network is developed over the coming months.

5.2. Opportunities for Forest Enterprise Scotland on V&DL in GCV The team has carried out analysis for FES which looks for correlations between VDL register sites which fell within the woodland habitat creation “hotspots” identified by SNH from the IHN model

and secondly with areas within the lowest 15% SIMD and which had poor access to open space. A last step brought these two strands together to identify correlations and highlighted 41 VDL sites which have the potential to deliver on both the habitat and social benefit strands. The output identifying VDL sites in target areas with the potential for woodland creation has been delivered.

5.3. Revision of GCV Forest & Woodland Strategy The consultants have now delivered the finalised Strategy which takes account of comments received during the consultation phase. A launch event will be organised and run in the Autumn.

5.4. Promote Woodland Creation and Urban Woodland Management opportunities

In discussion with FCS, the team will prepare a project brief for the work in the autumn with a view to starting in November/December.
