This process is being assisted with finance and support from IFIs and the WBIF. The support is helping the second stage of an existing programme: water supply and sewage disposal in medium-sized Serbian towns. This programme focuses on achieving long-term reductions in water losses, investments in water production and processing, as well as investments in the expansion of existing networks. Funds in excess of EUR 39 million will be used for investments in seven Serbian medium- sized cities and towns’ water supply and sanitation systems; these are Kraljevo, Loznica, Pancevo, Sabac, Smederevo, Sombor, and Vrsac. The programme’s selected cities, towns, and municipalities, through their respective water utilities, act as project implementation units (PIU). These PIUs are responsible for the planning and implementation of the investments. They are supported by an implementation consultant who help with planning, tendering and construction supervision. They are also supported by a consultant for technical assistance to strengthen their internal administration and commercial performance. Both consultants assist the utilities in installing management information systems (MIS), updating tariff adjustment plans, developing human resources training needs analysis in billing and collection as well as leak detection, improving public relations with customers, detecting leaks through training leakage teams and following up leak detection surveys as well as developing preventive operation and maintenance plans.

Apart from monitoring international financial institutions’ activities in Serbia, CEKOR is working on issues in the areas of transport, waste, biodiversity, genetically modified organisms (GMO) and making the city of Subotica sustainable. CEKOR is a member of CEE Bankwatch Network. Coalition for Sustainable Mining, Serbia (Koalicija za održivo rudarstvo u Srbiji – KORS) is an organisation that promotes the application of the strictest social and environmental standards for mining and mineral use in Serbia. CEE Bankwatch Network is the largest network of grassroots, environmental and human rights groups in central and eastern Europe. It monitors public finance institutions that are responsible for hundreds of billions of investments across the globe. Together with local communities and other NGOs Bankwatch works to expose their influence and provide a counterbalance to their unchecked power. About ICT and the mining-related work of CEE Bankwatch Network CEE Bankwatch Network has been monitoring mining projects in Europe and abroad for years. Bankwatch cooperates with the Make ICT Fair consortium, which seeks to reform the information and communication technology (ICT) manufacture and minerals supply chains and to improve the lives of workers and those impacted along different stages of the ICT supply chain. Our long-term cooperation with groups monitoring the impact of mining on people and environment as well as with communities directly affected by mines or smelters strengthens our conviction that the many negative impacts of mining must finally come under the proper scrutiny.

    TOGETHER AGAINST COVID Together Against COVID is a one-year, $1,000,000 project that aims to provide an efficient response to the challenges of the COVID-19 pandemic in Serbia in the area of health, social and environmental protection. It encompasses support for the Serbian Ministry of Health; the National Public Health Institute “Dr Milan Jovanović Batut”; and the Ministry of Labor, Employment, Veteran and Social Affairs. ACTIVITIES IN SERBIA 1. Procuring ambulances for primary, secondary and tertiary health centers to help patients throughout the country safely reach medical facilities and receive life-saving assistance. 2. Equipping a communications hub at the Public Health Institute “Dr Milan Jovanović Batut” in Belgrade and regional and local public health institutes to coordinate COVID-19 immunization and response, as well as future public health emergencies. 3. Procuring communications equipment for public centers for the elderly to enable them to stay in touch and communicate safely with their families during and following the pandemic. 4. Procuring basic waste management equipment to safely dispose of medical waste resulting from the massive vaccination process and ensure that the impact of COVID-19 on the environment in Serbia is minimized. RESULTS • 11 ambulances procured for health care institutions in Serbia: Ljig, Merošina, the general hospital in Jagodina (2), Veliko Gradište, the General Hospital in Loznica, Bogatić, Kraljevo, Vranje, Svrljig, and the Special Hospital for Nonspecific Lung Diseases in Sokobanja. • Public Health Institute (PHI) Batut premises in Belgrade refurbished to host the Communications Hub. • ICT equipment (tablets and TV sets) procured for 36 public centers for the elderly.

    POTENTIALS AND LIMITATIONS OF SPA TOURISM IN SERBIA Jelena Basaric1; Sasa Milijic2; Abstract Spa tourism has a long-standing tradition and represents an important tourist attraction in Serbia. There is a large number of mineral, thermal and thermal mineral springs in Serbian spas. Although spa tourism primarily focuses on health/balneal and climate therapy and wellness, it also has a special role in promoting culture, nature, leisure and recreation, numerous events and the like. In prospect, spa tourism may play a key role in the economic development of Serbia and may also serve as an incentive for development of local communities. Over the past several decades, the development opportunities in the tourist sector are given priority; hence, the increasing number of local communities and regions are working towards development and improvement of their tourist destinations. Tradition, natural healing properties and health factors, rich cultural and historical heritage, domestic and international demand, and excellent geographical position are representative of spa tourism development potentials, whereas major limitations refer to the lack of a clear spa development strategy, poor infrastructure, legislative shortcomings etc. Another issue is the lack of planning documents on management, organisation, protection, and the use of spas and spa settlements.
