STUDIES AND RESEARCH DOI: 10.2478/v10141-011-0004-x Be a Sedentary Confucian Gentlemen: The Construction of Anti-Physical Culture by Chinese Dynasts Using Confucianism and the Civil Service Examination Junwei Yu National Taiwan College of Physical Education, Taiwan ABSTRACT Although there has been a growing body of research that explores Chinese masculinities within imperial China, the connection between masculinity and physical culture has been neglected. In this article, the author argues that Chinese emperors used Confucianism and the civil service examination ( keju ) to rule the country, and at the same time, created a social group of sedentary gentlemen whose studiousness and bookishness were worshiped by the public. In particular, the political institution of keju played a crucial role in disciplining the body. Behavior that did not conform to the Confucian standards which stressed civility and education were considered barbaric. As a result, a wen -version of masculinity was constructed. In other words, an anti- physical culture that strengthened the gross contempt towards those who chose to engage in physical labor. KEYWORDS China, confucianism, gentleman, physical culture, civil service examination Current Western ideals of how men should behave have dominated the standard setting discourse against which other forms of masculinity are measured and evaluated. Set against the ‘macho’ stereotype circulating in the West, images of Chinese men do not conform to this type of masculinity, and the same associations of manliness do not exist. Yet pre-modern Chinese have nonetheless sought to define the normative ideal of male behavior, as this article will demonstrate. Therefore, masculinity is never a monolithic concept. -

The Chinese Civil Service Examination’s Impact on Confucian Gender Roles By Albert Oliver Bragg Submitted in partial fulfilment of the requirements for Graduation summa cum laude University of Louisville May 2015 Bragg 2 Introduction The Chinese Civil Service Examination was an institution that lasted virtually uninterrupted for roughly thirteen-hundred years, beginning during the late Sui Dynasty in 587 C.E. and ending in 1904 shortly before the collapse of the Qing Dynasty1. While the structure and number of examinations varied widely from dynasty to dynasty, the fundamental content of the examinations was to test one’s knowledge of the Confucian classics: The Analects, The Book of Mencius, The Book of Changes, The Book of Documents, The Book of Poetry, The Book of Rites, and the Tso Chuan. -

This hundred-volume compilation pulled together all organizational stipulations for government personnel, as well as the institutional regulations and codes for administrative procedure and activity. It incorporated rules pertaining to political and administrative actors, including the emperor, and outlined the organization and operations of every office and political station of the Qing state. These compiled regulations were, for all intents and purposes, the administrative law of the Qing Dynasty.1 This was the Da Qing huidian, and it laid the ∗ The idea for this article developed in a conversation with my dissertation advisor, Mark Elliott, whose advice and comments on numerous drafts have been invaluable. Determinants and Consequences of Bureaucrat Effectiveness: Evidence from the Indian Administrative Service∗ Marianne Bertrand, Robin Burgess, Arunish Chawla and Guo Xu† October 21, 2015 Abstract Do bureaucrats matter? This paper studies high ranking bureaucrats in India to examine what determines their effectiveness and whether effective- ness affects state-level outcomes. Combining rich administrative data from the Indian Administrative Service (IAS) with a unique stakeholder survey on the effectiveness of IAS officers, we (i) document correlates of individual bureaucrat effectiveness, (ii) identify the extent to which rigid seniority-based promotion and exit rules affect effectiveness, and (iii) quantify the impact of this rigidity on state-level performance. Our empirical strategy exploits variation in cohort sizes and age at entry induced by the rule-based assignment of IAS officers across states as a source of differential promotion incentives. Redevelopment of historic city centers that characterized this change has been rampant and resulted in the loss of significant historic resources. Despite these losses, substantial historic neighborhoods survive and even thrive with some degree of integrity. This dissertation identifies the multiple social, political, and economic factors that contribute to the protection and preservation of these neighborhoods by examining neighborhoods in the cities of Beijing and Pingyao as case studies. One focus of the study is capturing the perspective of residential communities on the value of their neighborhoods and their capacity and willingness to become involved in preservation decision-making. The findings indicate the presence of a complex interplay of public and private interests overlaid by changing policy and economic limitations that are creating new opportunities for public involvement. Although the Pingyao case study represents a largely intact historic city that is also a World Heritage Site, the local ii focus on tourism has disenfranchised residents in order to focus on the perceived needs of tourists. -

In spite of the Various works on Chang Chien, which testify to the significance of his role in modern China, Chang Chien’s examina- tion life is still not well-researched. The purposes of this paper are firstly, to analyze Chang Chien’s examination life systematically and clearly in the hope that it may become a useful reference for researchers on modern China, and secondly, to stimulate scholars for further research. This paper depends more on basic source materials rather than second-hand data. Among various source materials, Chang Chien’s Diary, The Nine Records of Chang Chien and The Complete Work of Chang Chien are the most important. Chang Chien’s examination life has close connection with the Im- perial China’s Civil Service examination and the establishment of New Education system of China in the late Ch’ing Period. Chang Chien’s examination life can be divided into three periods: 1) The period to Siu-ts’ai diploma (licentiate). 2) The period to Chu-jen diploma (a successful candidate for provincial examination). -

James JACOB, Huiyuan YE Minority Language Issues in Chinese Higher Education: Policy Reforms and Practice among the Korean and Mongol Ethnic Groups Abstract The purpose of this study is to compare Korean and Mongol minorities in the People’s Republic of China in terms of their native language preservation and educational experiences at the higher education level, and to investigate differences and similarities between Korean and Mongol minorities’ language issues. Content area experts on Chinese minority education from China, South Korea, and the United States were interviewed for this study. Findings include suggestions for helping to formulate government educational policies regarding issues related to language in Chinese minority education at the higher education level. This information is helpful to better understand and educate others in school and home settings where Chinese ethnic minority students reside. The advancement of Chinese minority education knowledge related to higher education will significantly strengthen and empower individuals, families, and communities throughout the People’s Republic of China. Nepotism and meritocracy Anders Sundell QoG Working Paper Series 2014:16 December 2014 ISSN 1653-8919 ABSTRACT Despite the crucial importance of a well-functioning and impartial public administration for growth and well-being, we know little of how such bureaucracies can be created, and why elites allow them to be. One reason for this dearth of studies is that there are few to none quantitative measures of historical bureaucratic development. This paper analyzes the surnames of civil servants in the Swe- dish central public administration over 200 years to track nepotism in recruitment. A decline in nepotism is registered during the 19th century. The nobility however continued to thrive in the ad- ministration even after reform, due to disproportionate access to education. Paradoxically, birth was thus an important predictor of success in a system that generally was considered meritocratic. IMPLEMENTATION OF MERITOCRACY IN THE PUBLIC SECTOR OF KAZAKHSTAN by Nargis Saginova A Thesis Submitted in Partial Fulfilment of the Requirements for the Degree of Master of Public Administration at NAZARBAYEV UNIVERSITY GRADUATE SCHOOL OF PUBIC POLICY ʼ ASTANA 2017 ABSTRACT Kazakhstan's ultimate goal for the next 20 years is to become one of the most economically successful top 30 countries in the world. In order to get onto that list, the President of the country, on a regular basis, sets goals that should be achieved by politicians, businessmen, scholars, students and others. One of the latest goals was the introduction of 5 reforms in 2015 that included a huge transformation of the civil service. The reform was aimed at creating a professional and effective civil service free from corruption, nepotism, and tribalism, with bright leaders who will guide the country towards success and prosperity. Thus, political stability will gradually result in economic success. The focus of the civil service reform was the implementation of principles of meritocracy. Meritocracy guarantees that access to the civil service will be equally given to everyone interested in working for the government and who has the proper qualifications. Promotion should be based on their merits ignoring things like subjectivism, nepotism, corruption etc. On the basis of the reforms, the government has introduced new law ‘On civil service’. Thus the main objective of this thesis paper is to investigate whether the principle of meritocracy has been introduced and implemented in the civil service of Kazakhstan. Using the example of the Ministry of Foreign Affairs of Kazakhstan I have researched whether the results of this process have been successful or not.
