Chairman’s Welcome Welcoming address by Chairperson Mrs Jenny Kox. The City of Busselton Mayor Grant Henley welcomed all members to the City of Busselton and hoped their enjoyed their stay and have a successful AAA meeting. The Mayor spoke briefly about the Airport Development Project construction which was underway and that the City was very much looking forward to the expended future operations and the opportunities that it would bring to the South West region. 2. AAA Update Mr David Tansey, AAA Regional Airports Manager provided a power point presentation which is available on the AAA website. The following points were discussed: 1 • AAA pre‐Budget submission to the Commonwealth Budget 2017/18 for regional airport funding. • MOS Review – Good consultation to date, Industry will have the opportunity to review and respond from end of the April 2017. 3. AAA National Chairman Update Mr Guy Thompson, AAA National Chairman provided members with an update on the following; AAA Member Services: • Survey performed three years ago identified key areas of interest to members of which one was online training. • AAA have worked to provide a number of online training courses for which registrations have been low; • Recommend members to review online training available as courses are high quality and discounted for members • Members to review online training courses available and provide feedback if they do not cover areas needed by airports • Stakeholder Survey • Completed by industry stakeholders (AAA non‐members) as well • Survey indicated that stakeholders have a high level of respect for AAA • External industry stakeholders using AAA as source of information on aviation industry • MOS Review • Aerodromes requested to review MOS Review and provide feedback • Practice Notes • Lighting and Pavements practice notes are a good reference for any level airport • Practice notes provide useful background information for ARO’s and operations staff Question: Are the online training courses generic training or can airport operators use these for specific training needs? Training courses are generic and intended to provide refresher training. Question: How do ARO competencies get tested as face to face training is required? Online training courses are offered as refresher training; provides enhancement in skills, and not meant as a replacement for full ARO training. 4. OTS Update Mr Stephen Weber Compliance Director for WA and NT Transport Security Operations provided a presentation. 5. CASA update Mr Mark Bucksey provided an update on CASA (WA) activities including the following information: • Kirsten Sandford introduced as new Aerodrome inspector for WA; • Another new Aerodrome inspector to start soon, WA back to three Aerodrome inspectors; 2 • MOS Review – end of April NPRM sent out, to be followed up by workshops; • Changes to MOS 139 Chapters 2 & 6; and • AC139‐8 (Reporting of Tall Structures) to be published soon. Mr Craig Peterson provided a presentation on Drones (PowerPoint presentation attached) with the following included: • Rule set for Drones to change in the next 6‐12 months: • RPAS – non‐recreational use and legislation applies: and • Recreational/ non‐commercial drones – need to maintain line of sight, no closer than 30m to crowds in public places. Question: Current guidance material states that drones cannot operate within distance of controlled aerodromes, does not state non‐controlled aerodromes? However risk would the same between controlled and non‐controlled aerodromes? Guidelines are still under review and may change over time, acknowledging that the risk may be greater at non‐controlled aerodromes. Mrs Jenny Kox spoke about Geofencing which can be used create a virtual fence around the perimeter of aerodromes to create no fly zones for drones. May be possible to use for events to prevent drones from overflying crowds of people. Question: Can drones be used for/during emergency field exercises? Use of drones on airport because the aerodrome operator would require ReOC operator and controls in place, NOTAMS, close airfield. Question: What education of the public has occurred on drones? Craig Peterson spoke about using social media to educate the public about regulations for commercial and non‐commercial drones. Seminars have been held and recently prosecution of high profile (social media, TV/news media) cases where drones have been used Mr Daniel Smith, Aviation Relations Manager WA provided a verbal update on Airservices Australia activities. 6. WA Police Protective Security Presentation A presentation was made by the Protective Security Unit on ‐ National Threat level/ Security environment and Hostile Reconnaissance Detection (Detecting surveillance). 7. Tourism and Airports Presentation A presentation (attached) as made by Mrs Sharna Kearney, Margaret River Busselton Tourism Association on the collaborative relationships between Airport Operators and local, state and National Tourism agencies. 8. Airport Construction Tendering – Different Models and Approaches A presentation (attached) was given by Mr Matthew Jewell, APP Corporation PTY Ltd on the different models and approaches for Airport construction tenders. 3 9. Around the Tarmac Members provided a brief update on their operations, projects, any challenges or points of interest from their respective Airports. Daryl Tonkin (Kalgoorlie Boulder Airport) – Runway surface overlay/enrichment. Brett Reiss (Aurecon) – Aviation strategy approved, moving into advisory and planning areas. Peter Walters (Broome Airport) – Catering for Oil and gas with +50k passengers relating to new projects; starting to wrap‐up for tourist cycle. Karl Valentin (AMS) – Involved in airside construction project for Busselton Margaret River airport; Security screening side is busy; working with Perth Airport; AMS at 138 staff. Kieren Moss (Aileron Edge) – New organisation to AAA, civil design, feasibility through to construction, experience with Sunshine Coast Airport. Sandra Journot (SX Technologies) – Took over Rapiscan sales 1 year; looking at new technology including portable ETD and metal detection. Simon Harrod (Vaisala Pty Ltd) – Company that provides Weather Observation systems. Nigel Archibald (City of Bunbury) – RAC Rescue Helicopter new base at Bunbury ($7m facility), released space for 6 new hangars in new precinct. Naomi Searle (City of Busselton) – Airport Development $68million Project; includes runway extensions, new aprons, new GA precinct, new terminal, 600 bay car park and new entry statement; engaged APP for project management and Ertech for airside works; started airside works with asphalt to commence next week; project to complete in March 2018; engaged Arup for landside design, will be 2 landside works packages; 1x civil works, 1x terminal construction package. Guy Thompson (Perth Airport) – CAT III works due to finish June 2017; domestic pax numbers have been flat; regional pax numbers down (expected with decrease in resources sector); International starting to show growth; construction of train line started; Qantas Int’l to London to start in 12 months’ time; Qantas spending $30m on terminal upgrades in 12 months. 10. Meeting Close In closing the meeting, the Chairperson Mrs Jenny Kox thanked the following: Smith’s Detection for hosting last night’s dinner held at the Goose I Busselton; City of Busselton for hosting the meeting and providing facilities and catering; Thank you to all the presenters for giving up their time to attend; Reminder to all Members; Pavement and Lighting forum to be held 1‐3 May; National Conference to be held in Adelaide between 13‐17 November 2017; MOS NPRM – comments and feedback to David Tansey; and Airport Safety week to be held later in 2017. Next meeting WA AAA AGM to be held in Perth on Friday 7 August 2017. Meeting closed 1318. 4 .
