In the years 2005 - 2008, the increase in the filings of national patents increased by more than 60% (2004: 514; 2005: 631; 2006: 709; 2007: 788; 2008: 825). There was also an upward trend in protected designs and models, the number of which in 2005 was 1,673, whereas in 2008 it was 3,195 (a 90% increase). The increase in protected designs and models applications is also clearly perceptible in the 2007 - 2008 annual variation, where the increase approaches 26% (2007: 2,523; 2008: 3,195). Greece has a fundamental need for the social cultivation of an Intellectual Property mentality, and the develop- ment of a culture of the registration, protection and exploitation of invention. It is with this as a criterion and aim that OBI focused its activities during both these years. On the completion of 20 years of operation, OBI awarded its third series of prizes for inventions in Greece, and for the first time made awards for the best ideas in children’s creativity. The selection of these young people’s inventions and designs was a continuation of an educational programme which was inaugurated in 2007, addressed to students in the last class of primary school students. This programme is continuing with great success. As a part of the IP EuropAware Community Programme, actions were initiated in order to draw attention to the problem of counter of products with wide-ranging briefing of small and medium-sized enterprises so that they can protect themselves. Research into the needs of SMEs in matters of intellectual property, visits by OBI personnel to companies, specialised scientific printed matter, and development of the services of OBI are some of the areas of activity included in the IP EuropAware Programme. Furthermore, a large number of events, such as day conferences, exhibitions, the observance of World Intellectual Property Day, and the continuing visits by OBI to various productive units and agencies complemented its efforts for constant and comprehensive briefing of the public on intellectual property matters. Steps were taken for the harmonisation with European Union legislation and the modernisation of law in the field of industrial property, for example by the extension of the term of the Supplementary Protection Certifi- cates for paediatric pharmaceuticals, the amendment of the convention on the granting of European patents, and the introduction of the new search report with a written opinion. This will increase the real value of the patents granted. The dynamic presence of OBI during this two-year period, apart from its improved services, was always directed towards contributing to the development of innovation by support of SMEs and patents and the encouragement of inventiveness and creativity in Greece. Enterprises, research centres, and the universities have great potential for contributing to the country’s sci- ence, technology, and economy through research, and the registration and exploitation of inventions. In this field, Greece is capable of significant progress. Τα έτη 2005-2008 η αύξηση των καταθέσεων των Εθνικών Διπλωμάτων Ευρεσιτεχνίας ξεπέρασε το 60% (2004: 514, 2005: 631, 2006: 709, 2007:788, 2008: 825). Αυξητική τάση παρουσιάστηκε επίσης και στα προστατευόμενα σχέδια και υποδείγματα, ο αριθμός των οποίων το 2005 ήταν 1.673 ενώ ο αντίστοιχος το 2008 είναι 3.195 (αύξηση 90%). Η αυξητική πορεία των αιτήσεων των προστατευόμενων σχεδίων και υποδειγμάτων είναι έντονα διακριτή και στην ετήσια μεταβολή 2007- Δρ. Με αυτόν τον γνώμονα και στόχο ο ΟΒΙ δραστηριοποιήθηκε και τα δύο αυτά χρόνια. Συμπληρώνοντας τα 20 χρόνια λειτουργίας του, πραγματοποίησε την Γ’ Βράβευση εφευρέσεων στην Ελλάδα και για πρώτη φορά βράβευσε τις καλύτερες ιδέες παιδικής δημιουργικότητας. Η επιλογή των νεανικών αυτών εφευρέσεων και σχεδίων αποτέλεσε συνέχεια ενός εκπαιδευτικού προγράμματος που εγκαινιάστηκε το 2007, απευθυνόμενο σε μαθητές της ΣΤ’ τάξης του Δημοτικού Σχολείου. Το πρόγραμμα αυτό συνεχίζεται με μεγάλη επιτυχία. Συμμετέχοντας στο Κοινοτικό Πρόγραμμα IP EuropAware, ξεκίνησαν δράσεις για την ανάδειξη του προβλήματος της αντιγραφής προϊόντων με ευρεία ενημέρωση των Μικρομεσαίων Επιχειρήσεων ώστε να μπορέσουν να προστατευθούν. Έρευνα για τις ανάγκες των Μικρομεσαίων Επιχειρήσεων για θέματα Διανοητικής Ιδιοκτησίας, επισκέψεις στελεχών του ΟΒΙ σε εταιρείες, εξειδικευμένο επιστημονικό έντυπο υλικό και ανάπτυξη των υπηρεσιών του ΟΒΙ, είναι κάποιες από τις ενέργειες που περιλαμβάνονται στο Πρόγραμμα IP EuropAware . Επιπλέον, ένας μεγάλος αριθμός εκδηλώσεων, όπως ημερίδες, εκθέσεις, εορτασμός της Παγκόσμιας Ημέρας Διανοητικής Ιδιοκτησίας και η συνέχεια των επισκέψεων του ΟΒΙ σε διάφορες παραγωγικές μονάδες και φορείς, συμπλήρωσαν την προσπάθειά του για διαρκή και πληρέστερη ενημέρωση του κοινού σε θέματα Βιομηχανικής Ιδιοκτησίας. Έγιναν βήματα για την εναρμόνιση της ελληνικής νομοθεσίας με την κοινοτική και τον εκσυγχρονισμό δικαίου στον τομέα της Βιομηχανικής Ιδιοκτησίας, όπως η παράταση της διάρκειας των Συμπληρωματικών Πιστοποιητικών Προστασίας για παιδιατρικά φάρμακα, η τροποποίηση της σύμβασης για τη χορήγηση Ευρωπαϊκού Δ.Ε. και η εισαγωγή του θεσμού της νέας έκθεσης έρευνας με αιτιολογημένη γνώμη. Αυτό θα αυξήσει το κύρος των χορηγουμένων Διπλωμάτων Ευρεσιτεχνίας. Η δυναμική παρουσία του ΟΒΙ σ’ αυτή τη διετία, εκτός από την ουσιαστική παροχή των βελτιωμένων υπηρεσιών του, είναι πάντα προς την κατεύθυνση της συμβολής στην ανάπτυξη της καινοτομίας με στήριξη των Μικρομεσαίων Επιχειρήσεων και των ευρεσιτεχνιών και την ενθάρρυνση της εφευρετικότητας και της δημιουργικότητας στην Ελλάδα. Οι επιχειρήσεις, τα Ερευνητικά Κέντρα και τα Πανεπιστήμια έχουν μεγάλες δυνατότητες συμβολής στην επιστήμη, την τεχνολογία και την οικονομία της χώρας μας μέσα από την έρευνα, κατοχύρωση και εκμετάλλευση των εφευρέσεων. Σεραφείμ Στασινός Γενικός Διευθυντής του ΟΒΙ Πρόλογος χρόνια OBI 7 Services provided to the public OBI is exclusively responsible in Greece for registering inventions and industrial designs and models and for issues of technological information provision and technology transfer. Against this background: 1. It registers inventions in Greece by granting: • Patents • Utility Model Certificates and other protection titles such as supplementary protection certificates for medicinal products and plant protection products. 2. It registers the topographies of integrated circuits. 3. It protects industrial designs and models. 4. It operates as a receiving office for applications for: • European Patents (to protect an invention in any of the 35 signatories to the Munich Convention) • The PCT procedure (where with one action the application is valid in any of the 141 signatory states) • International registration of industrial designs • Community designs and models in the context of implementation of Council Regulation (EC) No 6/2002 of 12 December 2001 (since 1 April 2003). 5. It provides technological information to the public obtained from patents registered in leading countries worldwide using state-of-the-art IT systems which provide access to OBI databases, European Patent Office databases (EPOQUE) and those of external commercial distributors. 6. It also runs regional electronic patent libraries which seek to provide technological information services throughout all of Greece. Three such regional electronic libraries are already in operation in Iraklio on Crete, in Thessaloniki and in Patra. 7. It registers technology transfer contracts in a special register. 8. It provides advice and information: • On the legal system applicable to its field of competences • To inform the public about registering inventions and the appropriate policy for protecting them. 9. It also provides a new one-stop-shop service to the public offering direct responses to queries falling within its remit. 10. It offers the public a free help line (8001108108) to ensure better service

    THE UNRESOLVED ‘DIFFERENCE OVER THE NAME’:1 A GREEK PERSPECTIVE Evangelos Kofos I. THE COURSE OF A NAME DISPUTE: FROM INDEPENDENCE TO UN MEDIATION AND THE INTERIM ACCORD 1. Introduction The Interim Accord between Greece and the Former Yugoslav Republic of Macedonia (FYROM), which was signed in New York on 13 September 1995, initiated a process of normalising and laying the foundations for constructive relations of co-operation and trust between the two countries. Equally important, however, was its missing dimension: how to address a problem which had bedevilled the two countries for the previous four years (from September 1991 to September 1995). That problem was none other than the ‘difference over the name of the state’ — as the UN –––––––––––––––––––––––––– 1. ‘The difference over the name of the state’ was the phrase used in UN Secu- rity Council resolution 817/7.4.1993, which called upon Greece and FYROM to resolve the issue as quickly as possible. Ten years on, ‘the difference over the name’ persists. 126 Evangelos Kofos Security Council phrased it — which ‘needs to be resolved in the interest of maintaining peaceful and good-neighbourly relations in the region’ (UN S/RES 817/1993).2 During the preceding period, 1993–5, the failure to resolve it had had a detrimental effect both on bilateral relations and on the wider Balkan region. This was especially the case when a Greek blockade was forced upon FYROM from March 1994 to September 1995. This study investigates the reasons why - despite a decade of diplomatic endeavours and a new era of constructive bilateral relations initiated in 1995 with the signing of an Interim Accord under UN auspices - the 1993 Security Council resolution on the name issue has not been resolved.

Abstract The research puzzle of the thesis is to investigate how policy discourse mediates domestic policy adjustment consequent on commitments entered into at the domestic level by the European Union. Conceptually, it adopts the discursive institutionalist framework as developed by Vivien Schmidt and Claudio Radaelli. Empirically, it chooses a single-case study approach to focus on the Greek old-age pension policy adjustment during 1990-2002. The thesis also appraises the process of Europeanization. It adopts the ‘bottom-up’ approach to Europeanization as developed by Claudio Radaelli. Under this scope it’s analysis does not start from EU policy commitments as an independent variable, but from a system of interaction at the domestic level. Conceptually, the thesis looks at policy discourse as a consensus and legitimacy building resource. It focuses on the discursive interactions of key policy actors and analyses how they use policy discourse in order to justify the necessity and the appropriateness of policy adjustment in a given institutional context.

Greece is not only the cradle of philosophy, science, historiography and fine arts; it is also the cradle of democracy. The Inter-Parliamentary Union - over which I have the honour of presiding - was actively involved in having this Day proclaimed. Indeed, it has been a topic of debate for some time now at the United Nations Headquarters. Allow me first of all to pay tribute, as the former Speaker of the Italian Chamber of Deputies, to the Speaker of the Hellenic Parliament, Dimitris Sioufas, a talented politician of great integrity and a personal friend. While he served as a minister, Speaker Soufias collaborated with my country in the gas pipeline project to link Asia and Europe, a project that would unite Greece and Italy by 2012. More generally, he was one of the architects of the European energy policy. The Hellenic Parliament is fortunate to have as its Speaker a person who is held in such high esteem. Another reason for my presence here today is the friendship and admiration I hold for the Deputy Speaker of this Parliament, Elsa Papadimitriou, who was recently elected Vice- President of the Inter-Parliamentary Union, where she represents a very dynamic geopolitical group.
