Foreman1 1 U.S. Geological Survey, Washington Water Science Center, Tacoma, Washington 2 Department of Natural Resources, Sauk-Suiattle Indian Tribe, Darrington, Washington Photograph of glacier-derived suspended sediment entering the Sauk River immediately downstream of the Suiattle River mouth (August 5, 2014, Chris Curran). iii Introduction The Sauk River is one of the few remaining large, glacier-fed rivers in western Washington that is unconstrained by dams and drains a relatively undisturbed landscape along the western slope of the Cascade Range. The river and its tributaries are important spawning ground and habitat for endangered Chinook salmon (Beamer and others, 2005) and also the primary conveyors of meltwater and sediment from Glacier Peak, an active volcano (fig. 1). As such, the Sauk River is a significant tributary source of both fish and fluvial sediment to the Skagit River, the largest river in western Washington that enters Puget Sound. Because of its location and function, the Sauk River basin presents a unique opportunity in the Puget Sound region for studying the sediment load derived from receding glaciers and the potential impacts to fish spawning and rearing habitat, and downstream river-restoration and flood- control projects. The lower reach of the Sauk River has some of the highest rates of incubation mortality for Chinook salmon in the Skagit River basin, a fact attributed to unusually high deposition of fine-grained sediments (Beamer, 2000b). -

Box 3755 Seattle, Washington 98124-3755 Dear Mr. Mathis and Ms. Walker: This document transmits the U.S. Fish and Wildlife Service's Biological Opinion (Opinion) based on our review of the proposed State Route 20, Skagit River Emergency Bank Stabilization and Chronic Environmental Deficiency Project in Skagit County, Washington, and its effects on the bull trout (Salve linus conjluentus), marbled murrelet (Brachyramphus marmoratus), northern spotted owl (Strix occidentalis caurina), and designated bull trout critical habitat, in accordance with section 7 of the Endangered Species Act of 1973, as amended (16 U.S.C. 1531 et seq.) (Act). Your requests for initiation of formal consultation were received on February 3, 2011, and January 19,2010. The Federal Highway Administration (FHWA) and U.S. Army Corps of Engineers - Seattle District (Corps) provided information in support of "may affect, likely to adversely affect" determinations for the bull trout and designated bull trout critical habitat. On April 13 and 14, 2011, the FHWA and Corps gave their consent for addressing potential adverse effects to the bull trout and bull trout critical habitat with a single Opinion. -

Washington Naches Watershed HUC: 17030002 Rapid Watershed Assessment This assessment involves the collection of quantitative and qualitative information to develop a watershed profile, sufficient analysis of that information to make qualitative statements as to resource concerns and conditions, and the generation of information with which to make decisions about conservation needs and recommendations. These assessments are conducted through the use of Geographic Information System (GIS) technology and by conservation planning teams working within the watershed, meeting with landowners and conservation groups, inventorying agricultural areas, assessing current levels of resource management, identifying conservation recommendations and, making qualitative estimates of the impacts of conservation on local resource concerns. October 2, 2006 1 Naches Watershed Introduction 717,048 Total Acres HUC# 17030003 The Naches Watershed is located in the Yakima River drainage in on the east side of the Cascade Mountain range. The Naches 8-Digit Hydrologic Unit Code (HUC) subbasin is approximately 717,048 acres in size. The watershed is 20% privately owned and 80% publicly owned. The majority of the watershed is forest and cropland. Cropland is located mostly in the lower elevations. Agricultural enterprises include hay and pasture, orchards and small beef operations. The city of Naches makes up the largest urban area in the watershed. The majority of the watershed is located in Yakima County. Major resource concerns are soil erosion from forest roads, streambank erosion, impaired water quality, forest health issues, invasive weeds, and poor pasture condition. Primary natural resource technical assistance is provided by the Yakima NRCS Field Office, North Yakima Conservation District and the South Central Resource Conservation and Development Area. -

Yakima River Basin Critical Habitat Unit The Yakima River CHU supports adfluvial, fluvial, and resident life history forms of bull trout. This CHU includes the mainstem Yakima River and tributaries from its confluence with the Columbia River upstream from the mouth of the Columbia River upstream to its headwaters at the crest of the Cascade Range. The Yakima River CHU is located on the eastern slopes of the Cascade Range in south-central Washington and encompasses the entire Yakima River basin located between the Klickitat and Wenatchee Basins. The Yakima River basin is one of the largest basins in the state of Washington; it drains southeast into the Columbia River near the town of Richland, Washington. The basin occupies most of Yakima and Kittitas Counties, about half of Benton County, and a small portion of Klickitat County. This CHU does not contain any subunits because it supports one core area. A total of 1,177.2 km (731.5 mi) of stream habitat and 6,285.2 ha (15,531.0 ac) of lake and reservoir surface area in this CHU are proposed as critical habitat. One of the largest populations of bull trout (South Fork Tieton River population) in central Washington is located above the Tieton Dam and supports the core area. -

Inventory for Fens and Associated Rare Plants on Mt. Baker-Snoqualmie National Forest

Note the persistent sepals characteristic of this species. Government Meadow is the only project site at which V. uliginosum was detected. Baker-Snoqualmie NF that were reasonably suspected to include groundwater-fed wetlands (fens) were visited between 8/15-9/28 2006. The intent of these visits was to inventory for rare plants associated with these wetlands, and to record a coarse biophysical description of the setting. Twelve of the 18 sites visited were determined in include notable amounts of fen habitat. Five rare target species and two otherwise notable rare species accounting for eight distinct occurrences/populations at six wetlands were detected during site visits. -

Northeastern Washington Forest Plan Revision
NORTHEASTERN WASHINGTON FOREST PLAN REVISION REVIEW OF POTENTIALLY ELIGIBLE WILD AND SCENIC RIVERS 6/22/2011 Historical Context The Wild and Scenic Rivers Act of 1968 provides federal protection for the most outstanding of our country’s free-flowing rivers; preserving them and their immediate environments for the use and enjoyment of present and future generations. Identifying rivers is a two-step process. First, eligibility is determined based on whether the river or stream is free flowing and has one or more outstandingly remarkable values. This creates an inventory of rivers. The second step is to determine suitability. Suitability examines a number of factors such as compatibility with resources uses, impacts on non-federal lands, and the costs of land acquisition. This information informs an agency decision on whether or not to recommend designation of a river. Wild and scenic rivers can be made official (designated) in two ways. The most common way is for Congress to pass a law designating the river. Rivers can also be designated by the Secretary of the Interior when a state has passed legislation and the governor has nominated the river. Determining Eligibility To be eligible a river must be free flowing and have one or more outstandingly remarkable values (ORV). The Wild and Scenic Rivers Act defines a river as “a flowing body of water or estuary or a section, portion, or tributary thereof, including rivers, streams, creeks, runs, kills, rills, and small lakes.” The Act also defines “free-flowing”. “Free-flowing”, as applied to any river or section of a river, means existing or flowing in a natural condition without impoundment, diversion, straightening, rip-rapping, or other modification of the waterway. -
