William Halbrook Crary was a prospector and newspaper man born in the 1870s (may be 1873 or 1876). William and his brother Carl N. Crary came to Valdez in 1898. Will was a member of the prospecting party of the Arctic Mining Company; Carl was the captain of the association. The Company staked the “California Placer Claim” on Slate Creek and worked outside of Valdez on the claim. Slate Creek is a tributary of the Chitina River, in the Chistochina District of the Copper River Basin. Will Crary was the first townsite trustee for Valdez. Carl later worked in the pharmaceutical field in Valdez and was also the postmaster. Will married schoolteacher Nan Fitch in Valdez in 1906. Carl died of cancer in 1927 in Portland, Oregon. -

ALLAGASH HERITAGE RESOURCES Historic and cultural resources help us understand past human interaction with the Allagash watershed, and create a sense of time and place for those who enjoy the lands and waters of the Waterway. Today, places, objects, and ideas associated with the Allagash create and maintain connections, both for visitors who journey along the river and lakes, and those who appreciate the Allagash Wilderness Waterway from afar. Those connections are expressed in what was created by those who came before, what they preserved, and what they honored—all reflections of how they acted and what they believed (Heyman, 2002). The historic and cultural resources of the Waterway help people learn, not only from their forebears, but from people of other traditions too. “Cultural resources constitute a unique medium through which all people, regardless of background, can see themselves and the rest of the world from a new point of view” (U.S. Department of the Interior, National Park Service, 1998, p. 49529). What are these “resources” that pique curiosity, transmit meaning about historical events, and appeal to a person’s aesthetic sense? Some are so common as to go unnoticed—for example, the natural settings that are woven into how Mainers think of nature and how others think of Maine. Other, more apparent resources take many forms—buildings, material objects of all kinds, literature, features from recent and ancient history, photographs, folklore, and more (Heyman, 2002). The term “heritage resources” conveys the breadth of these resources, and I use it in Storied Lands & Waters interchangeably with “historic and cultural resources.” Storied Lands & Waters is neither a history of the Waterway nor the properties, landscapes, structures, objects, and other resources presented in chapter 3. -

In 1915, the family relocated to Anchorage, which was then just a tent city thrown up to house workers on the Alaska Railroad. McCutcheon began taking photographs as a young boy, but it wasn’t until he found himself in the small town of Curry, AK, working as a night roundhouse foreman for the railroad that he set out to teach himself the art and science of photography. As a Deputy U.S. Marshall in Valdez in 1940-1941, McCutcheon honed his skills as an evidential photographer; as assistant commissioner in the state’s new Dept. of Labor, McCutcheon documented the cannery industry in Unalaska. From 1942 to 1944, he worked as district manager for the federal Office of Price Administration in Fairbanks, taking photographs of trading stations, communities and residents of northern Alaska; he sent an album of these photos to Washington, D.C., “to show them,” he said, “that things that applied in the South 48 didn’t necessarily apply to Alaska.” 1 1 Emanuel, Richard P. -

Brudnick Specialist on the Congress February 1, 2016 Congressional Research Service 7-5700 www.crs.gov R44029 Legislative Branch: FY2016 Appropriations Summary The legislative branch appropriations bill provides funding for the Senate; House of Representatives; Joint Items; Capitol Police; Office of Compliance; Congressional Budget Office (CBO); Architect of the Capitol (AOC); Library of Congress (LOC), including the Congressional Research Service (CRS); Government Publishing Office (GPO); Government Accountability Office (GAO); the Open World Leadership Center; and the John C. Stennis Center. The legislative branch FY2016 budget request of $4.528 billion was submitted on February 2, 2015. By law, the President includes the legislative branch request in the annual budget without change. A budget amendment was transmitted by the President to Congress on April 14, 2015. The House and Senate Appropriations Committees’ Legislative Branch Subcommittees held hearings in February and March to consider the FY2016 legislative branch requests. The House subcommittee held a markup of its bill on April 23, 2015. The full committee met on April 30, 2015, and agreed to (1) a manager’s amendment; (2) an amendment establishing a House Technology Task Force; and (3) an amendment increasing the funding for Open World (offset from funding from the Architect of the Capitol, Capitol Power Plant). All were adopted by voice vote. One additional amendment was defeated (21-29) and two were withdrawn. The bill would have provided $3.341 billion (not including Senate items), equivalent to the FY2015 level. It was ordered reported by voice vote (H.R. 2250, H.Rept. 114-110). -
