President’s Message…

For those of us who enjoy visiting Fire Departments and apparatus photography, buffing season is finally underway. Many thanks to Larry Ward for organizing a most successful tour of the Chippewas of Rama First Nation, Orillia and Oro-Medonte departments on May 23. A most enjoyable day and the weather was perfect. Our next 2 tours are ready to go with the crews in St. Catharines and Thorold anticipating our arrival on June 27 and a number of departments in Grey and Bruce Counties expecting us on July 18. Starting points and times for both of the tours are outlined in this issue and will be found on the club website as details are finalized.

As this is an election year, enclosed with or attached to this issue you will find a nomination form and I ask that you consider running for a position on the Board of Directors. The running of this organization is not onerous and we would welcome any newcomers to the board.

It seems that we have had a problem collecting dues this year, as there are still over 15% of our members who have failed to pay. This is a distressing occurrence as we are half way into another year. Hopefully this situation will right itself. On the brighter side, we have welcomed five new members in the past several months. Remember that we are always on the look out for new members.

As one of your “international correspondents”, on our latest trip abroad, I managed to photograph some trucks in Dubai, U.A.E. and in Haifa, Israel. These stops for photo shoots at many of the foreign stations I have visited, have not only provided a warm reception and some great photos, but have also allowed me to meet many interesting fire fighters. I regularly correspond with friends in Barbados, Malta, South Africa and Singapore and always encourage them to send in material about their local fire services.

I look forward to another successful year for our members and hope everyone will have a safe and enjoyable summer.

This edition we stay much closer to home and feature apparatus rosters .St. Catharines and Thorold are covered in time for the tour, we also have an update on Waterloo Region, starting with Waterloo. Bob Rupert supplied the Niagara info, Gary Dinkel sent in Waterloo. Thanks to Rick Loiselle and Ken Walton, we catch up on neglected eastern areas. There are lots of new deliveries also shots from the OAFC show, there will be more of those in the next issue.

Ken Buchanan reports: The Six Nations Fire Department will be turning sod for a new Fire Hall on April 22 . The $2.6m, 11,000 Sq ft 3 bay hall will be built on the site of the old hall at 17 Veterans Lane. The SNFD has been operating from a temporary hall at the works yard since the old Stn 1 was demolished due to mould. SNFD operates 4 Fire Halls. SNFD has appointed Matthew Miller as their new Fire Chief. Former Fire Chief Michael Seth is now the chief of the City of Thorold. Long term plans for Welland include going from 5 stations to 2 new halls in more strategic locations. First new hall will replace Stn 1, 3, 4 and 5. The second new hall will replace Station 2.

In Hamilton, RFPs out in May for a new Rehab-Canteen truck to be operated by Box 43, the truck will be state of the art and should be delivered by December. HFD's new Aerial should be in by June, it will replace L9 2000 Smeal- Luverne-Startan which will go to Station 18, current Ladder 18 1998 Ferarra-HME will be sold, another Skid Mount Squad and an engine will be in this year. The 2016 budget will see multiple new rigs. Hamilton has kept the former Glanbrook 1999 Hub Volvo Pumper-Tanker, it has been assigned to the Training Division as Training 5 and will be used solely for Driver Training and Lettered T5 (rumour has it said they were keeping a yellow rig just for Ken). Hamilton Spare Pump 43, a 1997 KME, has been renumbered P90 for the Training Division.

Bruce Power Generation has completed at new 23,000 sq ft training facility on the grounds of the plant in Tiverton. The $25 million set-up covers various scenarios that could occur at the nuclear generating station and will be used to train the110 plant fire personnel and crews from their mutual aid partners in Kincardine, Tiverton and Saugeen Shores. The gas fed equipment replaces older facilities at the same location and is much more environmentally friendly. Interestingly, Bruce Power reports that 40% of their employees are volunteer firefighters in their communities. Two of the four stations in Innisfil are currently being replaced. New facilities are expected to open in Lefroy in the summer, at the 20th Side Rd. & Belle Aire Beach Rd. and in Cookstown in December, next to the present hall. Haldimand’s new emergency facility at 11 Thorburn St. officially opened on April 18.

Scott Weedon notified us about this announcement: Smeal Fire Apparatus Co. announced in April that Vancouver Fire and Rescue Services has ordered twenty-four custom fire apparatus, including nine custom pumpers, five custom rescue-pumpers, and ten 105-foot (32 M) heavy-duty aerial ladders. This order will bring the total number of Smeal™ fire apparatus purchased by Vancouver to 56. Vancouver’s entire front line fleet will be Smeal apparatus. The contract is valued at approximately US $24 million and is the largest, single order in Smeal history. Safetek Emergency Vehicles Ltd., Smeal’s Canadian dealer, sold the apparatus and will provide warranty and service support throughout their life cycle. The new rigs will have Waterous CMUC20 2250gpm pumps which have a 600psi high pressure feature for highrise fires, and 500hp diesel engines, 500gall on water tanks and 72 gallon foam tanks. All trucks will also have Waterous One Step CAFS. The aerials will have 105’ sticks with 1500gpm nozzles. Delivery of the apparatus is schedule to begin in January 2016 and continue throughout the year. Smeal is also delivering three new pumpers and three new tenders to Surrey, BC through Safetek over the next couple of months, and Richie Sikora discovered one of the new Smeal aerials bound for Toronto at FDIC. There was also one on display at the OAFC show. The quartet have been delivered and are being prepared for service, all are 105’ rearmount quints with 2000gpm pumps and 400gwts.

Ottawa is expecting the first of the next batch of KME pumpers to start rolling in sometime in June, with all 12 of them delivered by August. Similar to the 12 previously delivered KME pumpers, there are a few minor changes. The most apparent will be switching from Hale pumps to Waterous pumps. These pumps will also be equipped with 1250 single stage pumps, 600 gallons of water, and a 20 gallon Cold Fire tank. Ottawa is switching from Class A foam to Cold Fire on all new rigs, as well as the earlier 12 KME's. The first 12 went to Stations 11, 13, 21, 24, 42, 46, 47, 53, 57, 66, 72, and the Training Centre. The new hazmat rig is under construction at EVI in Florida. The rig is expected to be delivered this summer, and is a very large tandem axle rig, based on a Spartan Gladiator. The hazmat team is also in the process of constructing 2 PODS, one for decontamination and the other for spill containment. The tender for tankers is about to go out. There will be 4 ordered with an option for up to 3 more. These will be based on a custom cab, and be a very different design from the 11 Spartan/Carl Thibault 1250/2500. Also 5 new brush trucks and a new brush tanker are to be ordered as well. In Renfrew County, Arnprior is expecting a new Spartan/Arnprior pumper this spring, and McNab /Braeside is expecting an International Terra Star/Arnprior 840/250 midipumper (seen at the OAFC show. Manitoba has opened a new, $9.3 million regional fire operations centre in Lac du Bonnet. The facility includes asphalt roads and taxiways for planes and other equipment, concrete helicopter pads, water and wastewater services and staff accommodations. Lameque, QC Is building a new firehall and public works building.

Third Alarm May ‐ June 2015 Page 14 HISTORICALLY SPEAKING TORONTO’S FIRST METAL AERIALS By Walt McCall

In 1938, American-LaFrance introduced the industry’s first cab-forward, straight-frame service aerials. The radically-new JO/JOX aerials had a bulbous, full-width cab with twin grilles and a hydraulically-operated all-steel aerial ladder. Precisely 110 of these pioneering aerials were built between 1938 and 1946 -- 100 in ALF’s home plant in Elmira, N.Y. and 10 in the Canadian subsidiary LaFrance-Foamite Ltd. plant in Toronto. All 110 had open semi-cabs and were powered by a 190-horsepower ALF V-12 engine mounted between the driver and officer’s seats. Initially available with a 65, 75 or 85 foot three-section aerial ladder, a four-section, 100-foot ladder was added in 1940 – the first one built in the Canadian plant for Ottawa.

The Toronto Fire Department acquired two of these big cab-forward aerials -- one in 1942 and another in 1946. They were the T.F.D.’s first four-wheel, service type aerials and first all-metal, power-operated aerial ladders. Significantly shorter in overall length than the tractor-drawn, spring-raised LaFrance wood aerials then in service, the modern JOX aerials did not have a tiller and could be used as water towers.

The first, a Model 4-100-JOX bearing ALF serial #L-1509, was placed in service as Aerial No. 1 at the Adelaide St. headquarters hall on April 29, 1942. The second, an identical 4-100-JOX, Reg. #L-2247, was delivered four years later and also went into service as Aerial No. 1 at Adelaide St. on April 30, 1946. The 1942 JOX was then reassigned to Station 10 on Yorkville Avenue, where it ran as Aerial No. 10 until it was replaced by the T.F.D.’s last 700 Series aerial in late 1958.

When Aerial No. 1 got a new 700 Series 100’ aerial in 1949 the 1946 JOX was moved to Station 2 on Portland Ave. where it ran as Aerial No. 2 until 1960 at which time it was replaced by a new King-Seagrave 100’ aerial. Both of the American-LaFrance JOX aerials – running as Aerials 1 and 2 – were used as water towers at the Noronic passenger ship disaster , with the loss of 119 lives, on September 17, 1949.

The JOX aerials remained in reserve service as training rigs and spares until the late-1960s when they were retired and eventually scrapped. In front-line service for 16 years (1942-1958)and 12 years (1946-1958) they had relatively short service lives. Spare Aerial No. 2 temporarily served as the first Aerial No. 17 at Station 17 on Queen St. E., where a new single-bay addition was built to house an aerial ladder truck. We were there on a sunny morning in October 1962 when Aerial No. 17’s brand-new Mack was placed in service, and Spare Aerial #2 went back to the Ordnance St. shops.

The American-LaFrance JO/JOX aerials were succeeded on the company’s Elmira and Toronto production lines by ALF’s classic 700 Series cab-forward pumpers and aerials in 1947. But the 700 Series four-wheel service aerial utilized the same basic configuration as the JO/JOX, except that the 700’s V-12 engine was mounted behind the front axle instead of in front of it as on its predecessor.

Already gone. Sadly, Port Colborne Engine 1 was in a Stoney Creek repair facility for maintenance when a multiple alarm fire tore through the complex on April 19. A couple of nice restorations now out in public again: A former Scarborough rig, this 1942 was recently given a spruce up, it has been doing PR work for the TFS for many years.
