Athens Journal of History - Volume 7, Issue 2, April 2021 – Pages 141-162 The Mis-education of the African Child: The Evolution of British Colonial Education Policy in Southern Nigeria, 1900–1925 By Bekeh Utietiang Ukelina Education did not occupy a primal place in the European colonial project in Africa. The ideology of "civilizing mission", which provided the moral and legal basis for colonial expansion, did little to provide African children with the kind of education that their counterparts in Europe received. Throughout Africa, south of the Sahara, colonial governments made little or no investments in the education of African children. In an attempt to run empire on a shoestring budget, the colonial state in Nigeria provided paltry sums of grants to the missionary groups that operated in the colony and protectorate. This paper explores the evolution of the colonial education system in the Southern provinces of Nigeria, beginning from the year of Britain’s official colonization of Nigeria to 1925 when Britain released an official policy on education in tropical Africa. This paper argues that the colonial state used the school system as a means to exert power over the people. Power was exercised through an education system that limited the political, technological, and economic advancement of the colonial people. The state adopted a curricular that emphasized character formation and vocational training and neglected teaching the students, critical thinking and advanced sciences. The purpose of education was to make loyal and submissive subjects of the state who would serve as a cog in the wheels of the exploitative colonial machine. -

Austral: Brazilian Journal of Strategy & International Relations e-ISSN 2238-6912 | ISSN 2238-6262| v.5, n.9, Jan./Jun. 2016 | p.141-164 KWAME NKRUMAH AND THE PAN- AFRICAN VISION: BETWEEN ACCEPTANCE AND REBUTTAL Henry Kam Kah1 Introduction The Pan-African vision of a United of States of Africa was and is still being expressed (dis)similarly by Africans on the continent and those of Afri- can descent scattered all over the world. Its humble origins and spread is at- tributed to several people based on their experiences over time. Among some of the advocates were Henry Sylvester Williams, Marcus Garvey and George Padmore of the diaspora and Peter Abrahams, Jomo Kenyatta, Sekou Toure, Julius Nyerere and Kwame Nkrumah of South Africa, Kenya, Guinea, Tanza- nia and Ghana respectively. The different pan-African views on the African continent notwithstanding, Kwame Nkrumah is arguably in a class of his own and perhaps comparable only to Mwalimu Julius Nyerere. Pan-Africanism became the cornerstone of his struggle for the independence of Ghana, other African countries and the political unity of the continent. To transform this vision into reality, Nkrumah mobilised the Ghanaian masses through a pop- ular appeal. Apart from his eloquent speeches, he also engaged in persuasive writings. These writings have survived him and are as appealing today as they were in the past. Kwame Nkrumah ceased every opportunity to persuasively articulate for a Union Government for all of Africa. Due to his unswerving vision for a Union Government for Africa, the visionary Kwame Nkrumah created a microcosm of African Union through the Ghana-Guinea and then Ghana-Guinea-Mali Union. -

Taxes, Institutions, and Governance: Evidence from Colonial Nigeria
Taxes, Institutions and Local Governance: Evidence from a Natural Experiment in Colonial Nigeria Daniel Berger September 7, 2009 Abstract Can local colonial institutions continue to affect people's lives nearly 50 years after decolo- nization? Can meaningful differences in local institutions persist within a single set of national incentives? The literature on colonial legacies has largely focused on cross country comparisons between former French and British colonies, large-n cross sectional analysis using instrumental variables, or on case studies. I focus on the within-country governance effects of local insti- tutions to avoid the problems of endogeneity, missing variables, and unobserved heterogeneity common in the institutions literature. I show that different colonial tax institutions within Nigeria implemented by the British for reasons exogenous to local conditions led to different present day quality of governance. People living in areas where the colonial tax system required more bureaucratic capacity are much happier with their government, and receive more compe- tent government services, than people living in nearby areas where colonialism did not build bureaucratic capacity. Afrofuturism 2.0 & the Black Speculative Art Movement
AFROFUTURISM 2.0 & THE BLACK SPECULATIVE ART MOVEMENT Notes on a Manifesto Reynaldo Anderson Over the last decade, an embryonic movement examining the overlap between race, art, science and design has been stirring and growing beneath the surface. Afrofuturism is the current name for a body of systematic Black speculative thought originating in the 1990s as a re- sponse to postmodernity that has blossomed into a global movement the last five years. Although contemporary Black speculative thought has roots at the nexus of 19th century scientific racism, technology, and the struggle for African self-determination and creative expression, it has now matured into an emerging global phenomenon. Afrofuturism 2.0 is the beginning of both a move away and an answer to the Euro- centric perspective of the 20th century’s early formulation of Afrofu- turism that wondered if the history of African peoples, especially in North America, had been deliberately erased. Or to put it more plainly, future-looking Black scholars, artists, and activists are not only reclaim- ing their right to tell their own stories, but also to critique the European/ American digerati class of their narratives about cultural others, past, present and future and, challenging their presumed authority to be the sole interpreters of Black lives and Black futures. Kodwo Eshun asserts: “Afrofuturism may be characterized as a program for recovering the histories of counter-futures created in a century hostile to Afrodiasporic projection and as a space within which the critical work of manufac- turing tools capable of intervention within the current political dispen- sation may be undertaken” (288). -

Particularly, it interrogates the nature of the social contract in precolonial times, colonial times, and precolonial times. Using the Women’s War of 1929, it draws a contrast between the nature of the social contract in precolonial and colonial times. This thesis finds that while colonialism eroded the political systems and philosophies of the peoples of precolonial Nigeria, both colonialism and military rule heavily contributed to a strong culture of state authoritarianism, and the social contract was severely weakened by both events. -

The result was the inadequacy of the locally generated revenue to meet even the half of the region’s financial expenditure for over 10 years. Consequently, the huge budgetary deficit from the North had to be met with grant – in-aid which averaged about a quarter of a million sterling pounds from the British tax payers’ money annually. Northern Nigeria was thus amalgamated with Southern Nigeria in order to benefit from the latter’s huge budgetary surpluses and do away with imperial grant –in- aid from Britain. -

European Scientific Journal August edition vol. 8, No.18 ISSN: 1857 – 7881 (Print) e - ISSN 1857- 7431 A HISTORICAL SURVEY OF AMALGAMATION OF THE NORTHERN AND SOUTHERN POLICE DEPARTMENTS OF NIGERIA IN 1930 Famoye Abiodun Daniels Department of History and International Studies, Adekunle Ajasin University, Akungba- Akoko, Ondo State, Nigeria Abstract This paper examines the historical dynamics that metamorphosed into the amalgamation of the Northern and Southern Police Departments of Nigeria by the British colonial government in 1930. The paper posits that the reform was largely part of the British extant colonial policy directed at the exploitation of Nigeria. The paper argues further that the amalgamation was desired more as a means of alleviating British economic difficulties of the 1920s and the 1930s. The paper therefore concludes that, contrary to the colonial government’s claim that the amalgamation was strictly designed for the development of Nigeria; the amalgamation was actually projected towards the maximisation of British colonial interest at the expense of Nigeria. ABSTRACT Contrary to prevailing notions, Nigerians, inspite of their distance from the theater of war, felt the great impact of World War II and made substantial sacrifices which contributed to Allied victory over Nazism. State St./4700 Haven, Ann Arbor, MI 48109-1045, USA [email protected] Abstract Garifuna religion is derived from a confluence of Amerindian, African and European anteced- ents. For the Garifuna in Central America, the spatial focus of authentic religious practice has for over two centuries been that of their former homeland and site of ethnogenesis, the island of St Vincent. It is from St Vincent that the ancestors return, through spirit possession, to join with their living descendants in ritual events. During the last generation, about a third of the population migrated to the US, especially to New York City. Th is departure created a new dia- sporic horizon, as the Central American villages left behind now acquired their own aura of ancestral fidelity and religious power. Yet New-York-based Garifuna are now giving attention to the African components of their story of origin, to a degree that has not occurred in homeland villages of Honduras. Th is essay considers the notion of ‘leaving’ and ‘joining’ the African diaspora by examining religious components of Garifuna social formation on St Vincent, the deportation to Central America, and contemporary processes of Africanization being initiated in New York.
