April 2017 | Newsletter Published Monthly by the Harrisburg Section THE PROFILE Newsletter of the American Society of Highway Engineers April 2017 | newsletter Published Monthly by the Harrisburg Section President’s Message: It’s difficult to believe but my year as President of the ASHE Harrisburg Section is nearly over. At the May 11 Past President’s dinner at Penn National, the gavel will be passed on to the capable hands of our incoming President, Dave Frey. My year as President has been a wonderful experience. We’ve had informative and well attended lunch and dinner programs planned and managed by Dave, with the registration process handled very efficiently by Jeremy Wyland and John Yamashita and their hard-working Committee including Board Members Louis Villegas, Suzanne Hoffer and Mike Poletti. Special recognition to Jarrett Handy at Skelly and Loy for Paul Mcnamee setting up the on-line meeting registration links each month (including first time credit card ASHE President 2016-2017 payments), and to Gloria Smith at KCI for handling the day-to day registration questions and inquires. Tremendous thanks go out to our guest speakers and presenters: • PennDOT Secretary Leslie Richards • The Honorable Senator John Rafferty, Jr. • PA Turnpike Commission Chief Engineer, Brad Heigel, PE • PennDOT District 8-0 Executive Mike Keiser, PE • Todd Rousenberger, PE, RK&K • Hal Rogers, PE and Brain Moore, PE, Michael Baker International And as usual, Doug George, Jen Hendricks and Sandy Basehore spent countless hours putting together the 13th Annual ASHE Harrisburg Joint PennDOT D-8/PA Turnpike Commission Conference this month. Special thanks to them and Brad Heigel, John Kennedy, Chris Drda and Tony Berger from the Turnpike and PennDOT D-8 for making this a most successful and well attended event. The August Golf Outing, headed by Doug George, again sold out and contributed significantly to the Scholarship fund. Jeremy Wyland and Suzanne Hoffer coordinated another successful joint ASHE/WTS/ASCE picnic. Jeremy also did a great job with the Annual Photo Contest. Kudos to all the Century Club members for your support of ASHE Harrisburg, which helped make the golf outing and picnic so successful. Thanks to Eric Martz and Geoff Stryker for managing the Century Club membership process. President’s Message continued on next page This Issue Sponsored by: AWK Consulting Engineers, Inc. L.R. Kimball Pennsylvania Asphalt Pavement Association Dawood Engineering, Inc. NTM Engineering, Inc. Whitney Bailey Cox & Magnani, LLC HB Engineers, Inc. 1 THE PROFILE President’s Message continued... ASHE Harrisburg again was heavily involved in Engineers’ Week and the Central PA Science Fair. Steve Roman and Mike Poletti volunteered time to judge the Science Fair projects, and Eric Martz led our Engineer’s Week participation. The Scholarship Committee was led by Steve Roman with the outstanding support of Rob Barton to compile the 60+ applications received. I had the pleasure of joining Steve, Rob and Sandy Basehore and Josh Gollomb to score the applications. Tough job with a lot of really exemplary students applying for the scholarships. The future of engineering is certainly in good hands. Efforts to keep an ASHE Harrisburg Student Chapter on the agenda were led by Mike Poletti with discussions at York College. Keeping the environment clean was in the hands of Josh Gollomb and all the Volunteers who participated in Adopt-a-Highway activities. The Section had two nominees (RK&K for the Columbia Bypass Project and JMT for the PTC Baltimore Slide Project) for ASHE National’s first “Project of the Year” Awards. The Columbia Bypass Project successfully made it through the ASHE Northeast Region review process and is a finalist for the Under $20 Million Category to be awarded at the ASHE National Conference in New York City in June. Good luck to RK&K!! It would be great to have an ASHE Harrisburg Section Century Club member and project receive this prestigious Inaugural ASHE National Award. Before I close, again thanks to the Board of Directors and all the Volunteers for making this a memorable year for me. I would be remiss, however, if I didn’t recognize Bea Walters, Treasurer; Bob Leonard, Secretary; Mark Lemon, Administrator; Cody Morris, Profile Publisher and Editor; and Drew Bitner, NE Regional Representative, for their great work, support and many hours contributed to ASHE Harrisburg all year. And Special Thanks to Sandy Basehore, Past President, for making the transition for me so seamless. And to all the Past Presidents and Board Members for fashioning and growing the ASHE Harrisburg Section into such a great, longstanding, and successful organization. See everyone at the Past President’s Dinner on May 11 and at the Scholarship Dinner in June. Thanks for all your support. Floating the Conodoguinet Creek Water Trail by John Allen photos by the author As you float down the Conodoguinet Creek Water Trail, you begin to develop a case of “next bend” syndrome. No matter what stretch you fish, you can always see another bend up ahead. So, of course, you must go and explore. After about 6 miles on the water, you begin to realize how the creek got its name. “Conodoguinet” comes from an Indian word meaning “a long way with many bends.” The water trail covers 39 miles of the 90-mile-long creek, but if the water trail went in a straight line, it would be closer to 16 miles. There is a lot of stream in a relatively compact area. The Conodoguinet Creek is a great place to enjoy a day of paddling or fishing. The Conodoguinet Creek begins its 90-mile journey as a small wild Brook Trout stream in the mountains of upper Franklin County before it enters the Letterkenny Reservoir. After departing the lake, the stream begins to widen as it flows through the Cumberland Valley. • State Water Plan Subbasin 07B Conodoguinet Creek Watershed Franklin and Cumberland Counties
Updated 5/2004 Watershed Restoration Action Strategy (WRAS) State Water Plan Subbasin 07B Conodoguinet Creek Watershed Franklin and Cumberland Counties Introduction The 524-square mile Conodoguinet Creek watershed drains the northern two thirds of Cumberland County and the upper third of Franklin County and flows into the Susquehanna River at West Fairview across from the city of Harrisburg. The subbasin consists of 682 relatively small streams, many of which are unnamed tributaries. The subbasin contains 838 stream miles. The largest tributary watersheds are Middle Spring Creek with a 47.7 square mile drainage basin and Muddy Run at 42.1 square miles. All the other tributaries have drainage areas less than 25 square miles. The subbasin is included in HUC Area 2050305, Lower Susquehanna River, Swatara Creek, a Category I, FY99/2000 Priority watershed in the Unified Watershed Assessment. Geology/Soils The majority of the subbasin is in the Ridge and Valley Ecoregion. Blue (North) Mountain forms the northern border in both counties and South Mountain forms the southern border in Franklin County and southwestern Cumberland County. The limestone valley in the lower half, the shale ridges in the northern half of Cumberland County, and the long, narrow ridges and valleys in the Franklin County portion, result in an unusual drainage pattern and watershed outline. The upper third of the Conodoguinet Creek watershed is constricted between Blue Mountain and Kittatinny Mountain in a narrow, forested, low gradient valley, called Horse Valley, which resembles a tail. Small, high gradient tributaries originate on the ridges in the tail portion. Farther east, Blue Mountain is twisted into a large, steep fold called Doubling Gap and a smaller fold just east called McClures Gap.
