Requests for floor consideration in either chamber should be communicated to the Secretary’s office and/or the House Clerk’s office, respectively. S.C.R. 45. By Senators Shumlin and White, By Representatives Moran of Wardsboro, Burke of Brattleboro, Deen of Westminster, Edwards of Brattleboro, Manwaring of Wilmington, Marek of Newfane, Milkey of Brattleboro, Mrowicki of Putney, O’Donnell of Vernon, Olsen of Jamaica and Partridge of Windham, S.C.R. 45. Senate concurrent resolution congratulating Kelly Clark on her snowboarding triumphs at the 2010 Winter Olympics and the United States Open. Whereas, Kelly Clark is a Vermont snowboarder who has thrilled spectators with her exceptional agility, command, and skill in executing intricate maneuvers on the halfpipe, and Whereas, when she won the halfpipe snowboarding gold medal at the 2002 Winter Olympics in Salt Lake City, she surpassed all of her competitors, and Whereas, at the 2010 Winter Olympics in West Vancouver, British Columbia, Kelly Clark attached her snowboard to her boots in pursuit of a new moment of Olympic glory, and Whereas, the Olympic competition featured falls and difficult landings in a sport that involves experimentation and an inherent degree of calculated risk, and Whereas, despite Kelly Clark’s not repeating as a gold medalist, she represented Vermont well, standing on the winners’ platform wearing a new silver medal around her neck, and Whereas, Kelly Clark’s triumphs on her halfpipe snowboard have not been limited to Olympic venues, and Whereas, at the 2010 United States Open, held in her own backyard at Stratton Mountain, Kelly Clark scored 94.17 points in her opening run that started with a huge frontside air, and along the way featured other key halfpipe - 16 - moves including a backside 540 mute grab, a frontside 720, a cab 720 mute, and finally a frontside corked 900, and Whereas, Kelly Clark’s superb first run set a standard that none of the other women snowboarders could match, and she was declared the 2010 United States Open women’s halfpipe champion, and Whereas, this sweet victory was historic, as Kelly Clark became the first woman to win four United States Open halfpipe titles, and Whereas, the United States Post Office in Kelly Clark’s home community of West Dover is honoring her athletic feats with a special commemorative postmark, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates Kelly Clark on her snowboarding triumphs at the 2010 Winter Olympics and the United States Open, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Kelly Clark. Senate concurrent resolution honoring Middlebury attorney Peter Langrock on the 50th anniversary of his being admitted to the bar. Whereas, Middlebury lawyer Peter Langrock has written that he “can think of no other profession that yields such a rewarding life” and that “from the first grade on” he “always wanted to be a lawyer,” and Whereas, he has also commented on his good fortune “in being able to maintain my independence” and never having “had a client I couldn’t afford to fire, nor been in a position where I could not take on the advocacy of a particular position for fear of political considerations,” and Whereas, upon graduating from the University of Chicago Law School, Peter Langrock opted to return home to Middlebury, a community he cherished for its quality of life, and Whereas, at the start of his career, he served as the then part-time Addison County State’s Attorney simultaneously while starting a private one-person - 17 - law practice that has grown to become the much-respected law firm of Langrock, Sperry & Wool, LLP, and Whereas, his litigation expertise is second to none, and he has tried many famous cases in the trial courts and argued numerous appeals, and Whereas, Peter Langrock’s legal renown has led to his serving as Chair of the Individual Rights and Responsibilities Section of the American Bar Association (ABA), a member of the ABA board of governors, and a life member of the National Conference of Commissioners on Uniform State Laws, and being elected as a member of the prestigious American Law Institute, and Whereas, his deep and abiding love of the law is reflected in his humorous and literate story-telling published in his two books ADDISON COUNTY JUSTICE: TALES OF A VERMONT COURTHOUSE and Beyond the Courthouse: TALES OF LAWYERS AND LAWYERING, and Whereas, as a former harness racing driver, he has experienced unusual thrills with which few lawyers can claim any familiarity, and Whereas, Langrock, Sperry & Wool, LLP is observing its 50th anniversary with a yearlong celebration called “50 for the 50th” which is making charitable donations in units of 50 to worthy recipient organizations in Addison and Chittenden Counties such as 50 welcome baby baskets to the Addison County Parent/Child Center, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly honors Middlebury attorney Peter Langrock on the 50th anniversary of his being admitted to the bar, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Peter Langrock and the law firm of Langrock, Sperry & Wool, LLP in Middlebury. - 18 -.

    Sports of The Winter Olympics: Snowboarding The Sport Packet #10 Halfpipe Competitors take off from the halfpipe’s rim, performing challenging aerial maneuvers, including flips, twists and spins. They complete each trick by traveling back and forth between the halfpipe’s walls. Athletes complete two runs. The event takes place in a semi-circular ditch, or half of a pipe, dug into the surface of a hill. The halfpipe is typically 110 meters long with 3 to 4 meter deep vertical sides, each on an 85 degree rounded slope. The width from wall to wall is 13 meters to 15 meters. The format for the men and women’s event is the same. Parallel Giant Slalom Two competitors race simultaneously side by side down two courses. They take two runs, switching sides after the first one. The setting of the courses, the configura- tion of the ground and the preparation of the snow must be as identical as possible. The format is the same for the men and women’s event. The vertical drop of the course must be between 120 meters and 200 meters. The number of turns should be equal to 11 percent to 15 percent of the vertical drop in meters. Athletes must navigate around gates, which are 20 meters to 25 meters apart. A gate consists of two poles - one outside pole and one turning pole. Triangular banners are fastened between the poles so lower edges of the flag touch the snow. The banner is 110 cm tall on its long side and 25 cm tall on the short side; its base length is 130 cm.

    No. 77. An act relating to designating skiing and snowboarding as the official winter state sports. (H.365) It is hereby enacted by the General Assembly of the State of Vermont: Sec. 1. FINDINGS In recognition of the importance that sports and fitness can play in the personal lives of Vermonters and in the economic well-being of the state, the general assembly finds: (1) The history of skiing and snowboarding is heavily linked to Vermont. (2) In 1934, the country’s first ski area opened near Woodstock when the first rope tow ski lift was installed on Clinton Gilbert’s farm. This was followed by many other historical Vermont firsts in the ski industry, including the nation’s first ski race which was held on Mount Mansfield in 1934, the nation’s first J-bar lift which was installed at Bromley Ski Area in 1936, the nation’s first ski patrol which was established at Stowe Ski Area in 1936, the nation’s first T-bar lift which was installed at Pico Peak Ski Area in 1940, and the nation’s first major chair lift which was installed at the Stowe Ski Area in 1940. (3) In 1938, C. Minot Dole founded the National Ski Patrol in Vermont. Dole later used the National Ski Patrol model to convince the U.S. Army to activate a division of American mountain soldiers on skis, known as the 10th VT LEG 277189.1 No. 77 Page 2 Mountain Division. Approximately 240 Vermonters served in the famed winter warfare division during World War II, with a dozen killed in action in the battle against the Germans in the Italian Alps.
