While in prison, inmates have time to obtain their high school diplomas, train for a job, and prepare to earn a living when they return to their communities. Prisons should provide such opportunities and push for prisoners to take advantage of them. While this country has not ratcheted up its invest- ments in correctional education while adopting a “get tough on crime” approach, it must recognize that providing prisoners with the education and job skills they need to stay out of prison can save scarce resources in the long run. The “chain gang” was tough physically; the “learning gang” requires hard mental effort and discipline. The public suffered when the prisoner’s original crime was committed; the potential for damage increases when the prisoner returns to society without a means of making it in the employment world. 4 Introduction The fi rst true American prison was the Walnut Street prospered. Meanwhile, incarceration and prison-backed policing neither redress nor repair the very sorts of harms they are supposed to address—interpersonal violence, addiction, mental illness, and sexual abuse, among others. Yet despite persistent and increasing recognition of the deep problems that attend U.S. incarceration and prison- backed policing, criminal law scholarship has largely failed to consider how the goals of criminal law—principally deterrence, incapacitation, rehabilitation, and retributive justice—might be pursued by means entirely apart from criminal law enforcement. Abandoning prison-backed punishment and punitive policing remains generally unfathomable. This Article argues that the general reluctance to engage seriously an abolitionist framework represents a failure of moral, legal, and political imagination.

    Journal of Prison Education and Reentry Vol. 6 No. 3, 2020 FEATURE–HISTORICAL VIGNETTE Relationships Between Racial Slavery, Incarceration, and Policing, Part I THOM GEHRING The brutal death of George Floyd on May 25, 2020, while in police custody in Minne- apolis, Minnesota, focused attention in the U.S. on the problem of racism. Black Lives Matter and other organizations helped frame subsequent protests around the relationships between racial slavery, incarceration, and policing. Our task as prison educators is to stretch toward clarity. There is a strong parallel between the dehumanization of slaves and the dehumanization of prisoners. One way this dehumanization has been enacted was by blaming individuals for their plight with no consideration for historical context. Genocide against Indigenous Amer- icans, racial slavery, and penitentiaries all began during the British watch, before American independence. Just as slaves were perceived as lazy and incapable, prisoners were reported to be inclined toward “universal riot and debauchery” (Freedman, E. 1981. Their sister’s keepers: Women’s prison reform in America, 1830-1930. Ann Arbor: University of Michigan Press, p. 47). Prisons had a long history, but they were places where torture and executions took place, mostly for political prisoners. This is particularly evident in American prisons: “The penitentiary was seen as an American invention” (Hughes, R. 1987. The fatal shore. New York: Alfred A. Knopf, p. 426). In 1773, Philadelphia’s Walnut Street Jail was established for everyday criminals, by Quakers who advocated it as a holding facility, to replace harsh punishments such as mutilation, staggering fines, and public humiliation (Carney, L.P.

Gordon* As of 2005, about 80,000 prisoners were housed in solitary confinement in jails and in state and federal prisons in the United States. Prisoners in solitary confine- ment are generally housed in a cell for twenty-two to twenty-four hours a day with little human contact or interaction. The number of prisoners held in solitary con- finement increased 40 percent between 1995 and 2000, in comparison to the growth in the total prison population of 28 percent. Concurrently, the duration of time that prisoners spend in solitary confinement also increased: nationally, most prisoners in solitary confinement spend more than five years there.

The transient nature of the jail population begets difficulties for its successful implementation and maintenance. Since incarcerated females represent a smaller portion of the population, women, who face different challenges than their male counterparts, often receive less opportunity for programming, especially within the jail setting. Parenting, Prison & Pups (PPP), a program which weaves together an evidence-based parenting curriculum, integrated with the use of Ani- mal-Assisted Therapy (AAT), serves as a model for how to implement innovative programming within the jail setting at both the federal and county level for female prisoners. This paper outlines strategies to employ and discusses challenges that arise during program creation, implementation, and evaluation, which all require consideration prior to starting a new jail-based program. Despite a multitude of challenges, well-developed strategies can advance program goals and outcomes.     London Review of Education Volume 12, Number 2, July 2014 The relationship between prisoners’ educational motives and previous incarceration, sentence length, and sentence served Beate Buanes Roth* and Terje Manger Department of Psychosocial Science, University of Bergen, Norway The aim of this study was to examine Norwegian prisoners’ educational motives, and how previous incarceration, sentence length, and sentence served influence such motives. Three motive categories emerged: future planning (Factor 1), social reasons and escapism (Factor 2), and competence building (Factor 3). Among prisoners who participated in education, longer sentence predicted high score on both Factor 1 and Factor 3. Also, with the greater proportion of sentence served, participants scored higher on Factor 3. Among non-participants, longer sentence predicted high score on Factor 3. Previous incarceration was not significantly related to the educational motives for either of the two groups. Keywords: prison education; educational motives; sentence length; adult education Introduction Training and education for prisoners constitutes an important but often neglected aspect of adult learning. At the European level, the European Prison Rules (Council of Europe, 2006) state that it is a duty for prison services, politicians, and policy makers to guarantee that prisoners’ rights to education are met. In Norway, access to education is a fundamental civil right, also for prisoners. This is determined by Norwegian law as well as international conventions and recommendations. The prisons and prison educators are legally required to promote and support prisoners’ participation in education. In order to establish a sound knowledge base that can inform both policy and practice, and help give priority to the allocation of resources for prisoners’ education and training, the current study was carried out to determine the educational motives of Norwegian prisoners.

SAlthough aspects of setting up a new college-in-prison program will be familiar to any college administrator who has built a satellite campus, the prison environment presents administrators with norms and rules for operating wholly unlike those of a typical college. They must tailor activities such as setting up classrooms, purchasing textbooks, scheduling classes, or implementing technology to address concerns about security and safety, physical access to students, remote locations of prisons, facility movements, student transfers, and disruptions to class. For these reasons, the process of starting a college program in prison will challenge and can reward all participants. To build these programs, colleges and corrections agencies confront and troubleshoot many of the same challenges—for example, finding adequate classroom space, securing technology, or recruiting faculty in rural areas.

Abstract approved:_____________________________________________________ Michelle Inderbitzin The purpose of this thesis is to provide an overview of the use of solitary confinement and related techniques of isolation in juvenile correctional facilities in the United States. Given that scholars, correctional employees, incarcerated youth, and activists define solitary confinement in varied ways, this thesis attempts to synthesize those definitions in order to further more comprehensive conversation. Prior published research is utilized in conjunction with currently available data to discuss applications of isolation, Oregon-specific practices and issues, rationales for the continued use of isolation, and various efforts to reduce or entirely ban the practice of solitary confinement in juvenile facilities. Ultimately, this research concludes that, despite positive intentions, solitary confinement continues to be pervasive in juvenile correctional facilities. With the combined efforts of advocates, policymakers, correctional administration, and other involved parties, we can ensure proper oversight of juvenile corrections and reduce our reliance on the harmful practice of solitary confinement.
