McLeod EVIEW R ABSTRACT This Article introduces to legal scholarship the first sustained discussion of prison LA LAW LA LAW C abolition and what I will call a “prison abolitionist ethic.” Prisons and punitive policing U produce tremendous brutality, violence, racial stratification, ideological rigidity, despair, and waste. Meanwhile, incarceration and prison-backed policing neither redress nor repair the very sorts of harms they are supposed to address—interpersonal violence, addiction, mental illness, and sexual abuse, among others. Yet despite persistent and increasing recognition of the deep problems that attend U.S. incarceration and prison- backed policing, criminal law scholarship has largely failed to consider how the goals of criminal law—principally deterrence, incapacitation, rehabilitation, and retributive justice—might be pursued by means entirely apart from criminal law enforcement. Abandoning prison-backed punishment and punitive policing remains generally unfathomable. This Article argues that the general reluctance to engage seriously an abolitionist framework represents a failure of moral, legal, and political imagination. -
Science Lessons from the Gulag
COMMENT BOOKS & ARTS 1930s. During the Great Terror of 1936–38 alone, some 1.5 million people were arrested and about 700,000 shot in a paroxysm of state-directed violence. In the journey to Wangenheim’s own end, the letters he sent from prison to his daughter Eleonora — just short of four years old at the time of his arrest — offer a counterpoint of hope. It was MEMORIAL/EDITIONS PAULSEN these that inspired the book. Rolin came upon Eleonora’s compila- tion of the letters in 2012, while visiting Russia. There are dozens of beautiful still- life sketches made by the meteorologist in prison — of clouds, aurorae, animals, fruit, aeroplanes, boats, leaves, trees. The colour drawings, some reproduced in the book, were partly a chronicle of life in the Gulag, but also a pedagogical tool. As Rolin notes, Wangenheim “was using plants to teach his daughter the basics of arithmetic and geometry” through riddles outlined in Alexey Wangenheim’s letters home included drawings and riddles about science and nature. accompanying text. ABSTRACT Title of Thesis: CLASSIFYING BIAS IN LARGE MULTILINGUAL CORPORA VIA CROWDSOURCING AND TOPIC MODELING Team BIASES: Brianna Caljean, Katherine Calvert, Ashley Chang, Elliot Frank, Rosana Garay Jáuregui, Geoffrey Palo, Ryan Rinker, Gareth Weakly, Nicolette Wolfrey, William Zhang Thesis Directed By: Dr. David Zajic, Ph.D. Our project extends previous algorithmic approaches to finding bias in large text corpora. We used multilingual topic modeling to examine language-specific bias in the English, Spanish, and Russian versions of Wikipedia. In particular, we placed Spanish articles discussing the Cold War on a Russian-English viewpoint spectrum based on similarity in topic distribution. We then crowdsourced human annotations of Spanish Wikipedia articles for comparison to the topic model. Our hypothesis was that human annotators and topic modeling algorithms would provide correlated results for bias. However, that was not the case. Our annotators indicated that humans were more perceptive of sentiment in article text than topic distribution, which suggests that our classifier provides a different perspective on a text’s bias. Journal of Prison Education and Reentry Vol. 6 No. 3, 2020 FEATURE–HISTORICAL VIGNETTE Relationships Between Racial Slavery, Incarceration, and Policing, Part I THOM GEHRING The brutal death of George Floyd on May 25, 2020, while in police custody in Minne- apolis, Minnesota, focused attention in the U.S. on the problem of racism. Black Lives Matter and other organizations helped frame subsequent protests around the relationships between racial slavery, incarceration, and policing. Our task as prison educators is to stretch toward clarity. There is a strong parallel between the dehumanization of slaves and the dehumanization of prisoners. One way this dehumanization has been enacted was by blaming individuals for their plight with no consideration for historical context. Genocide against Indigenous Amer- icans, racial slavery, and penitentiaries all began during the British watch, before American independence. Just as slaves were perceived as lazy and incapable, prisoners were reported to be inclined toward “universal riot and debauchery” (Freedman, E. 1981. Their sister’s keepers: Women’s prison reform in America, 1830-1930. Ann Arbor: University of Michigan Press, p. 47). Prisons had a long history, but they were places where torture and executions took place, mostly for political prisoners. This is particularly evident in American prisons: “The penitentiary was seen as an American invention” (Hughes, R. 1987. The fatal shore. New York: Alfred A. Knopf, p. 426). In 1773, Philadelphia’s Walnut Street Jail was established for everyday criminals, by Quakers who advocated it as a holding facility, to replace harsh punishments such as mutilation, staggering fines, and public humiliation (Carney, L.P. -

Gordon* As of 2005, about 80,000 prisoners were housed in solitary confinement in jails and in state and federal prisons in the United States. Prisoners in solitary confine- ment are generally housed in a cell for twenty-two to twenty-four hours a day with little human contact or interaction. The number of prisoners held in solitary con- finement increased 40 percent between 1995 and 2000, in comparison to the growth in the total prison population of 28 percent. Concurrently, the duration of time that prisoners spend in solitary confinement also increased: nationally, most prisoners in solitary confinement spend more than five years there. -

The first chapter examines the nuances of three critical terms: “documentary,” “collective memory,” and “cultural trauma.” I then turn to a historical approach, exploring how political culture and technology affected the content, production, and screening of documentaries, first discussing the time leading up to perestroika and then the massive changes during the glasnost era. In the final chapters, I argue that there are three primary approaches the films examined in this project take to understanding the past. -

Acta Slavica Iaponica, Tomus 32, pp. 55‒72 Sakhalin as Cause Célèbre The Re-signification of Tsarist Russia’s Penal Colony Andrew Gentes INTRODUCTION During the mid-1860s Russia’s penal labor institution known as katorga entered what Alexander II’s government recognized was a “state of collapse.”1 Established by Peter the Great, katorga had for most of its existence been cen- tered among the mines and smelteries of the Nerchinsk Mining District east of Lake Baikal. However, these mines’ exhaustion, poor management and mainte- nance, and a surfeit of convicts (particularly from the mass deportations follow- ing the 1863 Polish Uprising) had transformed katorga into a losing proposition in both fiscal and penological terms. By the late 1860s Petersburg decided new arrangements were needed for its 14,000 penal laborers (katorzhane). The island of Sakhalin seemed a solution. Eastern Siberia’s Governor-general Nikolai N. Murav’ev dispatched reconnaissance expeditions there during the 1850s; and following annexation of the Amur region, Sakhalin attracted official interest as a natural fortress guarding the mouth of the Amur River. But not until 1875, when the Treaty of St Petersburg eliminated Japan’s competing claims, did Russia formally annex the island.2 Writers began speculating early on about Sakhalin’s role in the imperium. In 1874, state councilor Iakov N. Butkovskii wrote in Naval Articles (Morskoi sbornik): Sakhalin is the same as Kotlin [in the Finnish Straits, on which Kronshtadt was built], only on a Siberian scale. GENTES THE INSTITUTION OF RUSSIA’S SAKHALIN POLICY, FROM 1868 TO 18751 Introduction Cossack explorers discovered the sturgeon-shaped island just beyond the mouth of the Amur River during the seventeenth century. By the beginning of the eighteenth, Russia like the rest of Europe had come to call this island in the North Pacific “Sakhalin”, a name descended from the Manchu word for “black”. Prior to 1875, again in 1904, and ever since World War II the Japanese have considered Sakhalin to be theirs. They call it “Karafuto”. Almost 600 miles long and covering nearly 30000 square miles, Sakhalin is one of the largest islands in the world with temperatures and geologic conditions varying greatly according to region. Its northern half is characterized by taiga and tundra; its southern by rugged mountains and thick forests. The climate is bone-chillingly cold in winter, foggy and damp in summer. In January temperatures average –11° (Fahrenheit) in the north and 21° in the south; in August, 50° in the north and 66° in the south. Natural vegetation in the wind-swept and icy north is limited to grasses and scrub brush; in the slightly more temperate south, where the soil is clayey, there are deciduous, coniferous, and even bamboo forests, with peat bogs near the coast. Exile was a complex administrative arrangement that involved differentiated flows of exiles and, in the view of the central authorities, contributed to the colonization of Siberia. This article adopts the “perspective from the colonies” and analyses the local dimension of exile to Siberia. First, it underscores the conflicted nature of the practice by highlighting the agency of the local administrators and the multitude of tensions and negotiations that the maintenance of exile involved. Secondly, by focusing on the example of the penal site of Tobolsk, where exile and imprisonment overlapped, I will elucidate the uneasy relationship between those two penal practices during Russian prison reform. In doing so, I will re-evaluate the position of exile in relation to both penal and governance practice in Imperial Russia. INTRODUCTION This article analyses exile to Siberia at a time of reform of the Russian penal system. By adopting the “perspective from the colonies” and investigating the local specificities of exile in Western Siberia, I will discuss how tension arose between attempts at prison reform and efforts to expand and con- solidate the Russian Empire. In the Russian context, exile is often perceived as direct expulsion of criminals and political offenders from central areas of the Russian Empire to its eastern borderlands. -

Centered on the Soviet project of land reclamation in Central Asia in the 1930s, this dissertation traces the roots of Soviet utopian and dystopian fantasies of soil to the ideological and discursive traditions of the 19th century. It considers how Soviet cultural, scientific, and political figures renovated and adapted 19th-century discourse in order to articulate for their own age the national, revolutionary, and utopian values attached to soil.
