REQUEST FOR COMMENT: ALTERATIONS & ADDITIONS TO EXISTING DWELLING ERF 10046, 58 LYMINGTON STREET, ZONNEBLOEM:

Partrimoine Concepts heritage consultants have been appointed to execute the heritage requirements for the proposed additions and alterations to the structures at Erf 10046, 58 Lymington Street, Zonnebloem, Cape Town to be submitted to Heritage (HWC) in terms of Section 34 of the NHRAct.

For a Section 34 permit application HWC requires comment from Interested and Affected Parties to make an informed decision. As the South African Heritage Resource Agency (SAHRA), is an Interested & Affected Party, you are hereby invited to comment on the proposed interventions as illustrated in Drawing number 02 prepared by ARM Architects.

It is not located in proposed Heritage Protection Overlay Zone (HPO) zone or HPOZ. However it is located in the Proposed Grade 1 Area identified by South African Heritage Resource Agency (SAHRA).

3. H E R I T A G E R E S O U R C E S & A S S E S S M E N T

3.1 The site is associated with the legacy of forced removal and destruction of District Six. This shows that the site is worthy to be graded Grade I and I completely support this grading. The area has national heritage significance for historic, social and associational value, and is situated in a highly significant context. The entire District Six possesses high intangible heritage significance. 3.2 The structure forms part of an altered group of row houses, deemed to possess contextual heritage significance. 3.3 The building has been significantly altered and added to over the years, particularly the interior layout. 3.4 It has been graded by the CoCT’s 2015 ISIS grading audit Grade III C as shown in Figure 2 above. I am in agreement with the grading. 3.5 The design proposal comprised of a new timber deck and covered roof as well as minor interior alterations is considered appropriate in this context. Scale, massing and setbacks among other aspects have been addressed adequately. 3.6 Proposed intervention will not result in a negative impact and will not be out of character in its immediate context.

4. R E C O M M E N D A T I O N

It is recommended that alterations and additions in terms of Section 34 of the NHRAct be supported as it will not have a negative impact on heritage resources nor negatively affect intangible significance of the heritage context.
