Junction 9 to Junction 8 – westbound 4–8 Jan 21; 16 –17 Jan & 29 Jan–1 Feb Junction 8 – eastbound 22–25 Jan

2. Smart Motorway Programme - Barrier Removal and Surfacing. The temporary metal barriers at specific locations between junctions 9 and 10 will Planning & Highways Committee – 5th January 2021

be removed (originally installed to allow teams to work safely in the verges). This work is being carried out prior to the installation of the new permanent safety barrier. The removals are planned to take place overnight from 5-7 Jan 21. Surfacing works between junction 9 and 10 will take place from 7-8 Jan 21 and also on 13 Jan 21when we’ll be resurfacing lane four of the carriageway with a lower road noise surfacing. This activity can only be carried out overnight due to closure requirements.

3. Carriageway Pothole Defect – Swaythling Road. This was reported to HCC Roads and Transport on 29th December 2020. Should receive a response within two weeks (subject to staff availability for site assessment).

5. Smart Motorway Programme – Email from Highways (HE) regarding A27 diversion route for night closures. Complaints received from local residents regarding overnight noise and disruption cause by diversion route. This was reported to HE on 10th December 20. Response from HE stated that, if work requires the motorway to be closed, then it can only be undertaken when traffic counts are low, which unfortunately is overnight. The A27 is an agreed diversion route for use when the M27 is closed between junctions 4 and 7. It was selected by County Council and Highways England to be the only viable route to be travelled upon by road users, when this section of the motorway is closed. We are aware of the disruption that additional traffic at night can cause to local residents who live along the diversion route. As a result, we have installed a number of signs asking drivers to mind their speed, so that this disturbance can be reduced. We’ve engaged with ABP Ports (Southampton) and Portsmouth International Port to ask them to request drivers to ensure they are considerate when driving through residential areas. We’ve also engaged with the Freight Transport Association as well as the Road Haulage Association – and have asked if the same message could be distributed to their members. We’re also looking into the possibility of placing signs on key locations of the wider strategic road network to see if it’s possible to encourage HGV drivers to undertake a different route and avoid the A27 diversion route.

Planning & Highways Committee – 5th January 2021

6. Email from HCC Highways Operation Centre re double yellow lines on Telegraph Road. Worn out double yellow lines were previously reported to HCC. HCC carried out an initial site inspection and advised due to budget restraints and adverse weather conditions these works will be raised to be completed in the next financial year. They are unable to give an exact completion date of the works, but they will be with their contractor to schedule.

271/21/PL DATE OF NEXT MEETING

The next meeting will be Tuesday, 19th January 2021
