6 SIMPLIFYING SERVICE DELIVERY STANDARDS It is our key message that, unlike the previous local council structures you will speak to a single department and we will hold officers to the standard that issues get resolved first time. We recognise the need to deliver services across an area which has a mixture of long established and growing plus large rural areas and we need a dynamic infrastructure plan to bring those communities together. We will make it a first year commitment to bring forward a combined plan that serves our whole area.

We will bring together the best ideas from all of the areas who are coming together to create public services to be proud of. We will support those in society who need our help and ensure the wellbeing and protection of the elderly and vulnerable in West Northants by a fresh approach to Adult Social care and Children’s services.

Public Health issues have become a clear national priority following the impact of Covid 19. Improvement in public health policy and delivery is vital for WNC and we will seek to use all service areas to promote and support better health outcomes for residents of all ages.

The long-term impacts from Covid 19, many yet to be realised or understood, are not our only public health issues. Obesity and promoting a healthy lifestyle, remains a major concern and is becoming an issue with children. 29 MAINTAINING THE QUALITY OF YOUR NETWORK

As many of the major motorways and national strategic routes pass through the West Northamptonshire area, we will work with Highways to ensure no issue is overlooked and to minimise disruption. We will assume responsibility for reducing congestion where major roads meet our local infrastructure.

One of our priorities will be to improve the quality of our roads during the first term of office and specifically repair potholes within a new rigorous assessment process and by investing in the latest pot hole repair technology we will make this service a beacon of efficiency. We will establish a new fund to repair our roads and ensure that technology will allow you to quickly and efficiently report road defects and get the process started in a timely manner. It will be a priority to direct any spare funding to enhanced road maintenance.

30 BUSES, CYCLES AND ELECTRIC

We recognise the need to improve rural connectivity by an integrated plan that takes into account of the need for green travel and incorporates bus lanes, cycle lanes and supports the use of electric vehicles by an increase in charging points.

31 RAIL CONNECTIVITY Locally there are mixed views on HS2. Those in the southern part of the area have all the inconvenience and pain caused by construction and have been living with this blight for years. We accept that HS2 will be built. We will continue work to get the best mitigations possible for those communities affected by the construction.

A Conservative council will press central government and HS2 and the East - West Rail Consortium to ensure that Northamptonshire gets a benefit from these new lines. We will continue to work with and support Rail User Groups and the public across the area to ensure that commuters get the best facilities and leverage additional capacity from the major rail infrastructure projects that will intersect our area. BETTER BROADBAND

The last 12 months has illustrated the need for us all, irrespective of where we live, to be able to access fast broadband for school, work, play and keeping in touch with loved ones. We will adopt the target of a minimum level 85% gigabit capable broadband by 2025. Our communities will be better connected as a result and enterprise will thrive.

THE ROLE OF SMALL BUSINESS We will look to support small businesses who provide diversity and local products. Locally sourced products provide locals with jobs and help our green agenda by cutting down transport costs and carbon use.

We promise that we will come forward with generous grants, advantageous and flexible lease terms for local authority owned property, help in converting empty premises and business rates discounts for start-up firms as we rebuild our local economy. The new Vulcan Works project in Northampton is just one way in which we are supporting new business, particularly those from the creative arts, with a modern workspace set in a historical building, smack bang in the middle of the town centre.

Mohammed Azizur Rahman ‘Aziz’, is a local businessman who has brought up his family in Northampton and runs several successful businesses. Aziz is one of our candidates in 35 North Ward. We will continue to tackle anti-social behaviour, including the use of Public Spaces Protection Orders. We value the role of our Neighbourhood Wardens in keeping neighbourhood areas safe and clean. We will also ensure that our Community Forums continue, ensuring a close working relationship with local groups, and will continue our strong working relationships with the Police, Judiciary and others to work on issues such as knife crime and rural crime. CCTV has been valuable in addressing and deterring crime, and we will continue to upgrade it. We will use Licensing policy to ensure that the people of West Northamptonshire are best protected. PLANNING AND DEVELOPMENT

We are committed to sustainable planning growth. The new WNC authority must have an infrastructure plan which serves all of the communities in our area and we will have an infrastructure plan completed by the end of the first year so that everyone can participate in the discussion about and see the strategic vision for our region. This clarity for householders, developers, educational planning, local authority planning officers means quicker processes, fewer costly legal and planning appeals and speedier development.

A Conservative council will ensure that all planning policies across West Northamptonshire are reviewed and adopted by the end of the first term. Our approach will be to have planning permissions which will balance the needs of young people for affordable housing whilst ensuring that the necessary infrastructure of schools, libraries and doctors’ surgeries is not overlooked in the decision-making process. We will deliver the highest possible number of social and affordable houses on each site. We will have a culture to make it significantly more difficult for developers to renegotiate their initial promises by much tougher conditions in their planning permissions. To be fair to the majority of those who comply with and use the planning system as intended, we will robustly enforce planning commitments made by developers and not allow them to ‘play the system’.

We are pleased that 200 new council homes have been built during the past three years in Northampton alone to address housing shortages. A further 500 new homes are due to start construction within the next 18 months. We will continue to increase such housing provision across the West Northamptonshire area. We are committed to spending approximately £1m per week on improving existing council houses or building new ones.

Private rented accommodation is an important part of the housing supply and responsible landlords are very welcome but we will provide protection to tenants from property owners who fall below standard. 37 6 LONG TERM 6ECONOMIC DEVELOPMENT A PLACE TO GROW We host world class industry and service providers in our area, and it will be the priority of a Conservative led council to build on that to attract inward investment in the West Northants region. Amongst the current major employers are :

1. High Performance Engineering – the area around Silverstone is a globally recognised centre of excellence where the vast majority of Formula 1 mechanics and engineers live or work. The circuit and the supply industry are a key part of the local economy and matter of great pride for the area.

2. National & International logistics industry – we have a large proportion of the key supply chain industry in our area and it has attracted many major employers and innovation in freight handling.

3. An internationally recognised and respected shoe industry which has continued to build on its rich heritage and still provides employment and prosperity.

4. Major Brewing and Distilling companies with world-wide reputations and the ability to push into new markets.

5. We also sit in the middle of Arc. Central Government has grand ambitions for this area. We must respond to this opportunity.

A Conservative led West Northants Council will provide the framework for long term economic growth in the area to build on the many success stories in the region. Our unique geographical position and the work done so far must give us a platform to attract more inward investment to create jobs and we will create a dynamic forward-looking team to promote our area as the country builds back better from the pandemic.

We have a rich mixture of Tourism and Heritage attractions across the West Northants area and the Conservative-led council will bring forward plans to support and develop those attractions as travel and tourism starts again. You have read in this Conservative Manifesto our pitch to you, the people. This is how we intend to deliver your public services in our first term and we have now set out our stall for a new council fit for the times that we live in. This is the fresh start and bright future that we have long been waiting for.

Whilst we are still understanding the very real impact of the pandemic, one thing that we can do positively together now, is set out the vision for the way in which we do local government and deliver public services on your behalf.

We aim to deliver the greenest council, that is financially transparent, puts the most vulnerable first whilst improving the life chances of our young. We live in a beautiful part of the country, and understand the value of its rural charm whilst unlocking the potential of our towns and economic position of our area.

The longer term economic potential of this is massive, and we will do all we can within our gift, working day and night, to ensure that it is you that ultimately benefits. And then, only then, will we realise the bright future that is ahead of us.
