SANDFORD PARISH COUNCIL Minutes of a Meeting held held on 5th NOVEMBER 2020, at 7.30pm, at SANDFORD CRICKET CLUB. At a meeting of the Council held this day those present were :- Cllr J Stephens (Chairman). Messrs – G. Griffin J.P, B Fyfe, N Unstead, M Lee, R Stoyle, D Hope and M. Snow. Mesdames Miles and Ford DCC Cllr M Squires. MDDC Cllr E Wainwright (part meeting) The Parish Clerk Mr M Vallance 10 members of the Public The Chairman opened the Meeting with “A moment for quiet contemplation”. 1) APOLOGIES – DCC Cllr M Squires, MDDC Cllr E Wainwright, Cllrs S Haley and E Dalton. Declaration of Interests- Cllr M Lee (Creedy View 2). 2) OPEN FORUM 20/01525/OUT Land at NGR 279649 103561 Fairview New Buildings Outline for the erection of a dwelling with all matters reserved. Nine Parishioners from New Buildings were present to lodge their objection to the recent planning application Concerns were expressed over the way the public announcement had been advertised and the random way in which some, but not all, neighbours had been notified. Other matters included the issue of septic tanks and access to the plot along a narrow lane The Chairman pointed out that issues over septic tanks were not a planning issue and urged those not happy with the proposed development to lodge their objections with MDDC Planning. 3) PARISH COMMENT BOOK / MATTERS REPORTED ON THE PARISH COUNCIL WEBSITE PLUS MATTERS REPORTED TO THE CLERK AND PARISH COMMENT BOOK – The Clerk had received a phone call from Crediton Hamlets Parish Clerk to confirm their Parish Council would be objecting to the proposal for the new Newbrooke and Sandford Ward. 3a) SANDFORD PULLS TOGETHER (Coronavirus 19) The National Lockdown would come into place on 5th November and last until 2nd December 2020. Sandford Stores had already publicised that they would be happy to deal with Deliveries, by their band of Volunteers, and the Parish had once again been encouraged to “look after the elderly and vulnerable”. 4) The MINUTES of the Parish Council meeting held on 1st October 2020 were confirmed and signed by the Chairman as a true record. Proposed Cllr Griffin, 2nd Cllr Snow, and carried. 1 5) To report on MATTERS ARISING FROM THE MINUTES a) Replacement Boundary Stones Ben Huggins had sent details of his latest design and this was approved by the Parish Council. It was NOT felt necessary to include any dates. The cost would be in accordance with his email of 2nd June 2020 :- "To produce the mould would be about £500 pounds. Then to cast each stone in reinforced concrete would be about £150/stone. I would aim for a red sand/aggregate mix that would suit our local soil colourings rather than standard white/grey concrete. This would be for the manufacture only, and would not include the placement of the stone in the ground". It was agreed to accept the costings and give Ben the go ahead. Proposed Cllr S Miles, 2nd Cllr N Unstead, and carried unanimously Bill Horner (DCC County Archaeologist advised the Parish Council “The District Council would be able to advise on any Planning consent that may be required. If the proposed location for re-erection is in the Highway (including the verge) then you will need to check with Devon County Council Highways “ https://www.devon.gov.uk/roadsandtransport/make-a-request/ b) Remembrance Sunday (8th November 2020) – Due to the National Lockdown a Remote Service would take place at St Swithun's and be broadcast on Facebook. The usual gathering in the Square would be unable to take place this year. c) Suggested Broadband “Virtual Meeting” with Matt Barrow (DCC) - It was agreed to take up this offer and the following were interested in taking part Cllrs Unstead, Fyfe, Miles. Plus Mike Brett. d) Proposed submission to Boundary Commission (Newbrooke and Sandford Ward). A VOTE OF THANKS WAS PROPOSED TO CLLR DALTON FOR PUTTING TOGETHER THE PARISH COUNCIL'S SUBMISSION.. This had been circulated to Parish Councillors. The final Submission to the Boundary Commission was agreed Proposed Cllr Miles, 2nd Cllr Unstead, and carried unanimously. COPY OF SUBMISSION TO THE BOUNDARY COMMISSION – SEE APPENDIX 1. The Clerk advised that several Parishioners had also submitted their Objections to the latest proposal e) Meeting at Creedy View with MDDC Planning Officer The Planning application was likely to be submitted in December 2020. SEE COPY OF NOTES APPENDIX 2. Cllr E Dalton was thanked for taking the Notes. 6) POLICE MATTERS – No new matters were reported. 7) REPLIES a) Vision ict Ltd had carried out the Sandford Parish Council Accessibility Website Review. b) Western Power – Most parts of the Parish had suffered under the recent “Power cut” and were without Power for most of the day and an apology had been received from Western Power with an explanation that on the day this occurred there had been many factors involved. c) Western Power had sent the legal paper work for installing “Charging points” and the necessary paper work which would need completing. Cllr S Haley had carried out extensive research on this topic and had sent a useful paper work on this topic which the Clerk had printed off for future reference. The Chairman proposed a Vote of Thanks to Cllr Haley. 2 d) SWW – Due to the recent “Power Cut, the sewage pumping station on the playing field had been unable to function,which had meant SWW sending in tankers to pump off the sewage. The vehicles had caused damage to the field although not the football pitch. SWW apologised for the ruts made to the field and promised to return and “make good” the field. e) Steve Tucker (DCC Highways) advised that the only Grass cut by DCC in Sandford was now the small area around the telegraph pole adjacent to the Creedy View car park at the top of Brady Close. 8) CORRESPONDENCE a) Mr S Howell – A request for copy of October 2020 Minutes and copy of Creedy View Meeting 9th October and had been referred to the Parish Website where this had been Posted. b) Mary Hewins – A Request for copy of Creedy View 2 Plan had been received. As the Parish Council had still not received a copy she was asked to contact Justin Denno at Belfield Developments in Exeter. c) CPRE – Notification had been received of the Award to St Swithun's Runner Up Churchyard of the Year for 2020. d) Sandford AFC asked whether the offer by SPC to submit the planning application to MDDC for the proposed fence behind the boundary fence still stood. The Clerk was asked to obtain details of the proposal before this could be confirmed. 9) SANDFORD COMMUNITY SPORTS PAVILION & PLAY AREA – No new matters 10 ) PLANNING Site Meeting 20/01345/HOUSE 9 Meadowside Road Sandford Erection of fence - The Parish Council agreed this decision should be taken by the MDDC Planning 20/01622/FULL Langlands Farm New Buildings Erection of poultry feed store and egg packing building NO OBJECTION 20/01536/LBC North Creedy Farm Crediton Listed Building Consent for the replacement of the Pool Room windows to include windows on the west elevation with bi-folding doors, windows and doors on north elevation with full length windows and doors, window on east elevation with full length window NO OBJECTION 20/01525/OUT Land at NGR 279649 103561 Fairview New Buildings Outline for the erection of a dwelling with all matters reserved. There being no other business the Chairman closed the Meeting at 9.25pm. 4 APPENDIX 1 SANDFORD PARISH COUNCIL Myrtle Cottage Sandford Crediton Devon EX17 4LZ [email protected] 6th November 2020 Dear Sir, THE LOCAL GOVERNMENT BOUNDARY COMMISSION FOR ENGLAND NEW ELECTORAL ARRANGEMENTS FOR MID DEVON DISTRICT COUNCIL FURTHER DRAFT RECOMMENDATIONS – SEPTEMBER 2020 We are responding to the consultation that the Boundary Commission for England have requested regarding the proposed new electoral arrangements for Sandford and Creedy ward. Based on the above comments and facts, Sandford Parish Council strongly oppose the latest proposed change to the existing boundaries. We were in agreement with the 2019 proposed boundary change. We STRONGLY oppose the latest suggestions for amendment to the existing areas. The adjoining Settlement of Upton Hellions, who only have a Parish Meeting, have also asked us to record their objections to the proposal. Our comments regarding your report are as follows: Newbrooke and Sandford 8 The Liberal Democrat Group and the Central Devon Liberal Democrats also provided evidence of community and geographic links between the parishes of Sandford, Shobrooke and Newton St Cyres, citing close links between the parishes in terms of both churches, history and schooling. The two groups, with the support of Councillor Barnell, Newton St Cyres Parish Council and Shobrooke Parish Council, proposed a two-councillor Newbrooke & Sandford ward.
