2 Editorial

It’s nearly bloomin’ Summer! Yessiree! May is upon us and that means a couple of Bank Holidays and, sssh, hopefully some decent weather coming our way. It also means the smell of Yeoford will return, but I won’t dwell on that!

Anyway, how the devil are you all?! All shipshape and that I hope? April brought us quite a few events in the village, which was great to see. First up we had the ever random Bingo up at the hall, held by the School PTA. Another great turnout and another superb array of prizes...it always surprises me how generous local businesses are! Then we had a couple of quizzes, firstly down at the pub, and the second up at the hall run by the Young Famers. I expect a suitably head - scratching time was had by all!

Harking back to March, we now have the near final tally for Yeofest (write -up later in the issue) and it’s looking like being one of our most successful ones ever despite of the snow! As ever, a huge amount of gratitude to all those who helped, sponsored and, of course, came, drank and were merry!

Not an awful lot going on in May, but there is the return of the Family BBQ down at the pub on the 25th. So, get down there for meaty fun!

That’s it! I’m off to get some sun cream, as it’s going to get hot, I’m absolutely sure of it!!!

8 NAME AND SHAME... We collect litter from the Yeoford to Crediton road very regularly. Usually no more than two weeks between each litter -pick and we are dismayed as to how much can accumulate in such a short time. We have, for sometime, collected numerous “Double Decker” wrappers on each trip and must assume that the antisocial offender must be rather obese by now judging by the amount picked up. Anything readers can do to ‘name and shame’ and persuade others to take their litter home would be much appreciated. And help to keep our wonderful countryside wonderful.

WHAT’S GOING ON IN YEOFORD?

11 Yeofest 2018 Saturday 17th March saw our 11th annual village beer festival, Yeofest, held every year to raise funds for the community hall and recreation ground. Despite the very real threat of yet more snow, the festival ploughed on attracting over 320 people, including CAMRA groups from Exeter, , Cornwall and a group from London who we learned travel down every year especially for it!

The doors were officially due to open at 1130...by 11 we had a queue of 20! And it was cold...so, we were nice and let them in! By 1200 we had over 120 punters, seemingly undeterred by the weather and happy to drink, eat and be very merry!

Entertainment was superb, provided by Rob and Michelle, and Bernie!

As ever, we always try to get a large selection of different beers from all around the country. This year, the festival champion beer Milk Street’s Funky Monkey an awesome pale ale, second was Penzance’s Potion No 9 and third, Powderkeg’s Speakeasy. The first beer to go was Exeter Brewery’s Darkness, a yummy dark beast of a beer that some seemed to latch on to without deviation!

12 We raised around a fantastic £3,500 towards the community hall and recreation ground helped in part by a record number of sponsors this year. The organisers of beer festival would like to thank:

13 Crediton Hamlets Parish Council April Report Crediton Hamlets Parish Council met on 2nd April 2018 at Yeoford Community Hall at 7.30 pm

Parish Council Vacancy: The Council had received three applications for the vacancy. The decision was deferred to allow the Clerk to take advice from MDDC

Citizens Advice Bureau: Cllrs deferred their decision re a grant for the CAB pending an informal meeting which would take place in April

Planning: It was noted that the following Planning Applications had been approved with conditions as filed: 17/01822 LBC for re -thatch from Straw to Water Read at Latymer, Courtnays 17/01090 Outline for the erection of up to 40 dwellings with associated access, parking, open space, landscaping and supporting infrastructure It was noted that the following application had been refused: 17/01511 Outline for the erection of up to 120 dwellings, public open space, vehicular access and associated infrastructure at Chapel Downs Farm

Cllrs Cole and Stevens had attended the MDDC Planning Committee and had spoken in objection to 17/01090 and 17/01511. The Council had been concerned to receive a letter from 71 residents suggestion that the Parish Council had supported 17/01090. It was noted that it was District Cllrs Heal and Coren who had spoken in favour of the application and Cllr Heal had voted in favour of it. The Clerk was asked to explain the correct position on the Noticeboard and to the author of the letter.

It was noted that the following application had been withdrawn: 18/00046 Conversion of agricultural building to a dwelling at Keymelford Farm

Cllr Brook gave a report on the planning training that she and Cllr Price had attended run by MDDC

Section 106 Monies: Cllrs discussed current projects at Yeoford Play Area and Tuckers Meadow Play Area and a potential project at Westernlea

Tiverton Transport: This organisation incorporates Crediton Transport and was seeking a grant from the Council. It was resolved to defer this request until the May Council meeting.

Binneford Cross Signpost: Cllr Brimacombe reported that the matter was in hand and should be completed with the next month

General Data Protection Regulations: The Clerk reported on the training she had received for these regulations that must be implemented from May 25th. This will become a standing item on the agenda

Roads and Footpaths: Cllrs discussed again the continuing deterioration of the road network. Cllrs were pleased to hear that some improvement work as planned at Posbury. Cllrs noted that everyone should use the DCC Report a Problem website. The Clerk was asked to produce notices for the noticeboards to encourage everyone to do this. Cllrs also raise issues with Cllr Way (DCC) who takes them up on the Council’s behalf

MDDC District Councillors: Cllrs Heal and Coren no longer attend Crediton Hamlets Parish Council meetings. There had been an exchange of letters between the Council and the District Cllrs and the Council noted that the District Councillors had not replied to the Council’s letter sent on the 28th February. The Clerk was asked to send the District Councillors a reminder

14 Crediton Hamlets Parish Council Annual Meeting

Annual Parish Meeting held on 2nd April 2018 at Yeoford Community Hall at 7.00 pm

The Annual Parish Meeting was held on 2nd April. Six members of the public were present.

The Chairman, Cllr Mortimer, gave a full report and highlighted:

The Council responded to 33 Planning Applications undertaking site visits and attending MDDC Planning Committees when applications had been called in for decision

The Chairman highlighted the Council’s objections to the Barratt Homes proposal to build 120 dwellings at Chapel Downs Farm; the two applications for change of use of the Mare and Foal to a private dwelling and the erection of a dwelling in the car park and the applications to build 60 and then 40 homes at Threshers

The Chairman reported on the 12 months of discussion which resulted in the Council agreeing to support the Play Area at Yeoford by covering the costs of insurance, safety inspections and contributing to the ongoing repair fund

The precept had been raised by £1000 in 20181/19 to cover the additional costs to support the Play Area at Yeoford

The deteriorating road network had been a concern throughout the year. Problems were reported on the DCC website and directly to DCC via Steve Tucker and Cllr Nick Way. The Chairman noted that responses had been poor and usually negative. The Chairman paid tribute to the Parish Cllrs who had offered practical help clearing drains and ditches and in clearing and gritting roads when the snow fell

The Chairman acknowledged the changes to the Parish Council i.e the resignation of Cllrs Leigh and Wholley and noted the sad death of Eddie Parr who was previously a Cllr and Chairman of the Council

A defibrillator had been bought for Yeoford with monies from a DCC grant and a generous contribution for Cllr Brimacombe

The Chairman noted the grants paid during the year to the three parish Churchyards and for the Town and Hamlets War Memorial. The Council is currently considering ways to assist the CAB in Crediton as it has had its funding cut and has had to reduce its services

The Council has three noticeboards in the parish and the one at Westernlea was recently refurbished and the one at Hookway replaced

The Chairman reported on the Council’s continuing representation to outside bodies on matters affecting the Council i.e. the threat to the Crediton Town Offices and the decline in local health services

The Chairman thanked the Parish Councillors for all their hard work, members of the public who have made representations to the Council and Cllr Stevens for his support as Vice Chairman and also the Clerk

There was then an opportunity for members of the public to raise questions and the following issues were raised: Publication of the minutes – approval and timing, Mare and Foal Planning – current position, Use of the Council noticeboards – can they be used for non Council business, Road signs for at Forton Cross and Hookway Junction – could there be a sign indicating the road is Unsuitable for Long Vehicles.

18 Following a changeable Easter break, the weather has started to look a little more favourable, shhh – don’t tell anyone! At the end of the Spring Term, parents and children enjoyed the Easter Service at the Church, with readings, singing and a bit more dressing up! The children enjoyed an Easter Egg hunt in the wonderful school grounds.

Owl Class had been studying Ancient Greece and were able to display some wonderful art work, with colourful drawings and clay pots, lego temples and yet more dressing up! Forest School continued with another age group and was again thoroughly enjoyed and more children will be taking part through the Summer Term.

The playground had an upgrade and new matting under the play equipment which has meant that the children can now enjoy their play without coming in with muddy shoes. It’s a big hit with all ages! We look forward to being outside even more this term.

Already this term, the PTA have organised a brilliant Bingo night and Bag 2 School collection, raising valuable funds to put towards improvements for the children. They have also taken over the running of the 200 Club and have contacted as many as they can already.
