East Surrey Hospital (ESH) seek the release and allocation of the existing East Surrey Hospital and a small amount of wider surrounding land to the east from the Metropolitan Green Belt for medical-related and ancillary hospital uses. This Technical Note presents the current baseline transport conditions at the hospital which informs the proposed movement strategy for future development options. 1.1.2. The current aspirations of the Trust are that the masterplan options for expansion at ESH will include the following facilities: Private patients hospital; Rehabilitation Centre; Outpatients Centre; MRI Centre Expansion; Key worker residential dwellings; and Additional Car Parking. The Site is located in Surrey to the south of Redhill, east of the main north-south route of A23. 2.1.2. The Site falls within an area of land bordered by Redhill Golf Centre in the northeast, Royal Earlswood Park Road in the northwest, the existing ESH buildings and car parks in the southwest, along with open fields to the east, as shown in Figure 1. The hospital is accessed from Canada Avenue (i.e: within the ownership of the Trust), which runs along the northern boundary from a roundabout junction at Three Arch Road/Royal Earlswood Park. Canada Avenue also serves a golf range to the north east of the hospital. The internal hospital road then continues around the hospital, exiting onto Three Arch Road to the south east of the hospital, as shown on Figure 2. This provides an alternative means to access the site via Canada Drive. Cyclists and pedestrians can also access the site from that point. All of the internal site roads have a speed limit of 15mph, and do not currently include any traffic calming features (Figure 3). The Strategic Road Network (SRN) in proximity to the Site consists of M23 to the east, which connects with M25 at Junction 7 (5.5km to the north). M23 becomes A23 south of Gatwick Airport and leads to the south coast. There are no trunk roads in the vicinity of the Site. LOCAL HIGHWAY NETWORK 3.1.2. The local highway network to the west of the Site consists of Three Arch Road, which provides access to ESH via both Canada Avenue and Canada Drive, and a mixture of suburban and rural single carriageway roads that are subject to 30mph posted speed limits. As shown on Figure 4 the Site has a nearby connection to A23 Horley Road via Three Arch Road, which forms a signalised junction to the west of the Site. The Department for Transport (DfT) Website1 contains traffic count data taken from manual traffic counts. Approximately 8,000 manual traffic counts are carried out each year, where each site is counted on one day in that year for a twelve hour period. 3.2.2. The locations of the count sites in the vicinity of the site are shown in Figure 5. There is a count site to the west of the Site (27605) on A2044 Woodhatch Road and one to the north of the Site (26274) on A23. There is also a count site located further north along A23 in Redhill Town Centre (48362). The count data from 2000-2016 are shown in Table 1. 3.2.3. Traffic count data on the DfT website indicates that in 2016, A23 just to the south of its junction with Cross Oak Lane, to the south of the Site, recorded an Annual Average Daily Flow (AADF) flow of 21,822 vehicles2, which is similar to that for the previous four years, which clearly demonstrates little or no growth. Traffic surveys were undertaken to quantify the current traffic conditions. The surveys determine the volume, speed and mix of traffic on the roads local to the Site. 3.2.5.
