NELSON TOWN WARRANT

TO THE INHABITANTS of the Town of Nelson, in the County of Cheshire, State of New Hampshire, qualified to vote in Town affairs:

YOU ARE HEREBY NOTIFIED to meet in the Town Hall in said Nelson on Tuesday, the 11th day of March, at 7:00 of the clock in the afternoon to act upon the following articles:

ARTICLES OF A GENERAL NATURE

1. To choose necessary Town Officers for the year ensuing

2. To see if the Town will vote to raise and appropriate the sum of $23,290.00 to defray Town charges for the year ensuing

3. To see if the Town will authorize the Selectmen to borrow on the credit of the Town in anticipation of taxes for the year, 1980.

.4. To see if the Town will authorize the Selectmen to sell at public auction, or by advertised sealed bid, to any proper buyer any and all parcels of property conveyed to the Town by the Tax Collector or other deeds and to execute, acknowledge, and deliver appropriate deeds thereof.

5. To see if the Town will vote to authorize the Selectmen to apply for and to accept gifts and/or Federal or State Aid in the name of the Town of Nelson and grant them power to expend such funds.

6. To see if the Town will authorize the Selectmen to receive monies from the State under the Highway Grant, these monies to be used to supplement summer and winter road maintenance.

7. To see if the Town will vote to raise and appropriate the sum of $2,509.37 for the support of the Town Library.

8. To see if the Town will vote to raise and appropriate the sum of $125.00 to help defray necessary and proper expenses of Old Home Day; the sum of $175.00 to help defray necessary and proper expenses of Memorial Day. 9. To see if the Town will vote to raise and appropriate the sum of $500.00 for the care of the Town Common.

10. To see if the Town will vote to raise and appropriate the sum of $1,500.00 for the maintenance of the cemetery.

11. To see if the Town will vote to raise and appropriate the sum of $493.00 as the Town's share of the operating costs of the Cheshire Health and Social Services.

12. To see if the Town will vote to raise and appropriate the sum of $185.00 as its fair share of the operating costs of the Monadnock Family and Mental Health Service.

13. To see if the Town will vote to raise and appropriate the sum of $395.00 as the Town's share for the Southwestern New Hampshire Regional Planning Commission.

14. To see if the Town will vote to raise and appropriate the sum of $25.00 for the proper expenses of the Nelson Board of Adjustment.

15. To see if the Town will vote to raise and appropriate the sum of $100.00 for the proper expenses of the Nelson Conservation Commission, or take any other action relating thereto.

16. To see if the Town will vote to raise and appropriate the sum of $350.00 for the proper expenses of the Nelson Planning Board.

17. To see if the Town will vote to authorize the Select- men to withdraw the sum of $2,288.87 from the Town Hall/ Schoolhouse Capital Reserve Fund. This money to be used to pay for repairs done to the Town Hall roof.

18. To see if the Town will vote to raise and appropriate the sum of $1,000.00, this sum to be held in the Town Hall/ Schoolhouse Capital Reserve Fund for the renovation or re- modeling of the Old Schoolhouse or Town Hall, it being under- stood that no withdrawals may be made from the fund except by vote of the Town.

19. To see if the Town will raise and appropriate the sum of $100.00 for the support of the Grand Monadnock Arts Council, or take any other action relating thereto. .

20. To see if the Town will raise and appropriate the sum of $500.00 to partition off a corner of the Concert Hall for an office to be used as a convenience for the Auditor, Treasurer, the Town Clerk, Tax Collector or Bookkeeper as they may need it to conduct business of the Town.

21. To see if the Town will vote to raise and appropriate the sum of $10,000 to be placed in a Capital Reserve Fund for the express purpose of a complete reassessment of all Town properties by the State Board of Taxation or other qualified licensed appraisers. (By petition)

ARTICLES DEALING WITH PROTECTION

22. To see if the Town will vote to raise and appropriate the sum of $1,600.00, which sum is to be paid to the City of Keene for the use of its landfill.

23. To see if the Town will vote to raise and appropriate the sum of $50.00 for Civil Defense purposes.

24. To see if the Town will vote to raise and appropriate the sum of $1,500.00 for the proper expenses of the Police Department

25. To see if the Town will vote to raise and appropriate the sum of $3,500.00 for the proper expenses of the Fire Department and Rescue Squad.

26. To see if the Town will vote to raise and appropriate the sum of $500.00 to pay for damages done by dogs.

27. To see if the Town will vote to raise and appropriate the sum of $1,000.00 as a subsidy for ambulance service for the ensuing year, March, 1980, to March, 1981, it being understood that townspeople will still be charged for indi- vidual calls.

28. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for the purchase of 2,000 feet of 2 1/2 inch fire hose for the sum of $4,000.00 with the aid of matching funds from the Title IV Rural Development Act and in the event of rejection of matching funds to purchase 1,000 feet for the sum of $2,000.00. In any event, the total Town expenditure not to be in excess of $2,000.00. . . .

29. To see if the Town will note to raise and appropriate the sum of $5,000.00 to be added to the Capital Reserve Fund for the purchase of a new truck for the Fire Department, it being understood that no withdrawals may be made from the Fund except by vote of the Town and upon recommendation of the Fire Department

30. To see if the Town will vote to authorize the Selectmen to sell the 1953 Chevy Fire truck by advertised, sealed bid, or take any other action relating thereto.

31. The citizens of Nelson, New Hampshire resolve that the Vermont Yankee Nuclear Power Facility in Vernon, Vermont should not be allowed to continue operation if it cannot meet minimal safety requirements, without exception, and if a comprehensive disaster evacuation plan cannot be demonstrated as workable. (By petition)

32. The citizens of Nelson, New Hampshire resolve that we will not allow the transport of any radioactive materials, including nuclear reactor fuel and nuclear waste on any roads within the boundaries of the Town of Nelson. Radioactive materials used for medical purposes shall be allowed through town limits, but only after notification to Town Selectmen prior to said passage. (By petition).

33. The citizens of Nelson, New Hampshire resolve that we will not allow any land within the boundaries of Nelson to be used for either temporary or permanent storage of any radio- active waste materials . (By petition).

ARTICLES DEALING WITH ROADS

34. To see if the Town will note to raise and appropriate the sum of $27,500.00 for wages in the maintenance of the roads and bridges

35. To see if the Town will vote to raise and appropriate the sum of $23,000.00 for General Highway expenses — gas, repairs, and supplies.

36. To see if the Town will vote to raise and appropriate the sum of $548.24 as its share of TRA construction costs, the State's share being $3,654.94.

37. To see if the Town will vote to accept additional Highway Subsidy Funds in the estimated amount of $5,099.86, these funds to be used in conjunction with TRA funds. 38. To see if the Town will vote to authorize the Select- men to withdraw from the Revenue Sharing Fund, established under the provisions of the State and Local Assistance Act of 1972, for use as set-offs against budget appropriations in the amount indicated; and, further, to authorize the Selectmen to make pro rata reductions in the amounts if estimated entitle- ments are reduced, or take any other action relating thereto.

To see if the Town will vote to raise and appropriate the sum of $3,000.00 to be added to the Equipment Capital Reserve Fund, it being understood that no withdrawals may be made from this fund for the purchase of road equipment except by vote of the Town and upon recommendation of the Town Equipment Committee.

40. To transact any other business or discuss other Warrant proposals as they may legally be brought before the meeting.

31 LIBRARIAN'S REPORT

It was another busy year at the Olivia Rodham Memorial Library.

The Librarian served on the Planning Board and was Chair- person of the Nominating Committee for the District Advisory Council. She attended meetings in Charlestown, Keene, and Richmond. She attended Nubanusit Coop meetings in Rindge, Har- risville, Peterborough, Swanzey, and hosted a meeting in the Olivia Rodham Memorial Library. She also attended a Children's Caravan workshop in Dublin, and a Volunteers workshop in Walpole.

Eleven sixth graders from the Munsonville School came to the Library last winter and were taught a library course by the Librarian. The course lasted nine weeks and ended with a trip to the Keene Junior High School Library.

The Library received a Certificate of Merit for meeting State requirements in 1979.

Twenty-eight young people took part in the Summer Reading Program, "Charlotte's Web." The film, "Wilbur's Story" was taken to the Munsonville School in June, and a Spider Party was held at the Library at the end of the summer. Fourteen young people at- tended and prizes were given to Jeffrey Warner for the largest spider; Karyn and Bryan Lothrop for the ugliest spider, Terry Martin for the prettiest spider and Sharon Crowley had the best written report on her spider. Ann Robertson, Kay Upton, and Connie Boyd were spider judges. Spider nectar and cobweb cookies were served. My thanks to Brendan McClure for helping to con- struct the spider web for the reading program.

The Bookmobile made 3 visits and left 1,525 books. Thanks to all who helped pick out the books and stayed to shelve them after.

The Munsonville Preschool visited the Library in May and were told stories by the Librarian.

A Preschool Story Time was held every other Monday at 3:00 p.m. An average of eight youngsters attended for stories, films, and refreshments.

Books were taken every two weeks to the Munsonville School and Preschool during the school year. My thanks to Joan Warner, Dorothy French, Ann Robertson, Vivian Crowley, and Vera and Ken Balch for their help in carrying the books to the young people.

32 Fifty-four books were obtained on Interlibrary Loan.

Two hundred forty eight books were catalogued during the year.

34 REPORT OF THE CEMETERY BOARD

1979

It should be recalled that beginning in 1976, all financial transactions of the Cemetery Board are made and reported by the Selectmen.

Consequently, the only financial statement now required of this Board is a report of all income it has received and paid to the Selectmen during the year.

These receipts appear as follows:

In addition to the usual maintenance work in 1979, considerable work was done along the lower border of the cemetery. This involved the cutting and removal of brush and clearing the area of broken branches and all debris from the ground. During the Fall months the entire ceme- tery was raked. Most of the appropriation for this year has been used in completing this work.

The Cemetery Board recommends that the Town appropriate $1,500 for cemetery expenses in 1980.

REPORT OF THE NELSON POLICE DEPT .

The Nelson Police Department has answered approximately 175 calls in the past year. There have been a great variety of complaints and calls for assistance. The majority of the calls were from the Munsonville area, and they were responded to by both Officer Claude Hutchins and Constable Frank E.Upton, Jr. However, there have been a number of Complaints received in the Nubanusit and Tolman Pond areas related to illegally parked cars in private driveways, and trespass on private lake front property.

During the winter months both Officers have conducted accelerated patrol in the areas of summer and lakefront cot- tages that are particularly susceptible to breaking, entry, and burglary during this part of the year.

It is the feeling of the present police officers that a discussion with the voters at the annual town meeting should take place regarding an equitable salary and compensation for expenses related to the performance of their duties.

We feel that during the past year our efforts to perform our services smoothly and efficiently have again been aided greatly by the neighbors of our town. Many thanks I

REPORT OF THE NELSON FIRE DEPARTMENT A total of sixty-five calls were responded to by your Fire Department in the year 1979, which is an increase of forty calls over 1978.

These calls consisted of thirty-eight rescue calls , twenty- seven fire calls, two calls to cover stations in other towns, two calls for Mutual Aid and four false alarms.

We also cleaned chimneys again in town which helped both to reduce the amount of chimney fires we have had in town, as well as to enable us to purchase additional much needed equipment through the generous donations to the fire department from those we serviced.

We are going to continue to ask for additional money for capital reserve funds for the future replacement of our first line fire truck. We are also asking, under a separate article, for money to purchase an additional two-and-one half (2^^) inch hose which we desperately need. All of our two-and-one half inch hoses are currently 12 or more years old and a lot of them will not pass the pressure test required. They are not safe to use in a working fire situation. We will also apply for matching funds, if available, from the State Fire Service. We would like to increase our maintenance budget from $2,000 to $2,500 to keep up with inflation and also add $1,000 for some type of compensation for our fire departments and rescue personnel.

Most of our members use their own vehicles to get to emergencies and we feel they should be reimbursed for expenses incurred while responding to emergencies to help their fellow townspeople.

Your Nelson Volunteer Fire and Rescue Department wishes to thank everyone for their cooperation and support in the past year and hope for the same help in the future. If anyone would like to become a member, come any Sunday f"^om 10:30 to 11:00 a.m. or to any monthly meeting which is the first Wednesday of each month at 7:30 p.m.

In view of our recent lack of snow and increased slush from lumbering operations and fire wood, we are asking for extreme caution this Spring and Summer. Please follow fire permit regulations . A permit is required unless there is a complete snow cover on the ground

38 NELSON CONSERVATION COMMISSION

Annual Report 1979-80

Water and wood played lead roles in this yearns Nelson Conservation drama, and rightly so. These resources are no mere fad. They are here to stay... or if they are not, we must ask ourselves why.

Wetlands are swamps, lakes and other reservoirs, holding the water we all need. That means we all need to know more about them, and so our commission opened this yearns compaign by asking Cindy Ivey, the author of A Guide to the Protection of Wetlands in New Hampshire to talk to us on this subject and on the laws that protect New Hampshire wetlands, on Thurs- day evening, August 16th, in Old Home Week. Her talk was pre- ceded by a slide show. The Future of Southern New Hampshire's Waters that was co-produced by our youngest Commissioner, Cathy

Williams . The only disappointment in the evening was the sparse attendance.

On Old Home Day itself, we had a booth, with displays, games, and handouts, not only on wetlands, but on solar and other conservation subjects. On that day, we also tried to find out what the people of Nelson wanted us to do, by cir- culating an informal questionnaire. We found we were on the right track in choosing water and wood as topics, and so we continued.

On October 18-19, Cathy Williams, who is currently em- barking on a promising career in this very field, gave a two- day workshop at the Munsonville School, complete with a chilly field trip to the swamp across the road. It was great! There will never be another NCC campaign without the healthy participation of our junior citizens I

David Sobel, who is acting as our special, and well qualified, environmental advisor, is currently researching the ways and means of our designating certain Nelson "wet spots" as "Prime Wetlands", which will give them special protection, and give us greater local jurisdiction over them. When he discovers how this should be done, we shall certainly look to our young people at the Munsonville School for help.

The crowning success for 1979-80, without which this

report would not be impressive, was the "What Price Wood"/ Packersfield Potluck Supper evening at the Munsonville School. Thanks to a happy coincidence, we were able to enjoy the co-sponsorship of Packersfield and the Nelson Conservation Commission for an evening of real Nelson togetherness. Thanks to the cooperation of Karen Tolman, Joan Warner, and their fine team, ninety of us enjoyed the finest food, followed by the finest and most informative entertainment, on January 22, 1980, the night of the only snow storm so far this winter. Poster awards were made to Jeff Warner, Sandra Upton and Richard Bescoteaux and the program was opened by the reci- tation by four astute students of a poem called "A Bit of Wood". This was followed by the premiere showing, in the United States, of an exquisite film, "On The Edge of the Forest", featuring the world famous economist and author of "Small is Beautiful", E.F. Schumacher, whose farsighted wisdom has outlived him in this beautiful documentary. Bruce Hovland, Associate Director for Forestry and Lands of the Society for the Protection of New Hampshire Forests was our guest of honor and closed the evening with a question and answer presentation on Tree Farms and related subjects. He capably fielded questions from fourth graders and golden agers with patience and spirit.

Will there be more TREE FARMS in Nelson's future be- cause of this event? We hope so. At least all of us who were there understand that if there are. Nelson will enjoy greater real prosperity because of them.

What lies in store for our future? There are many savory pots on our back burners. First we must revive the spirit that made the earlier NELSON SPRING CLEAN-UP DAYS. The workers who gathered for the annual ritual on May 5,1979 were excellent, but too few. We also need to do some hard thinking about dumps and recycling questions. Solar energy and conservation and open land protection are other important issues

But we need YOU. There are too few of us. NCC should represent all Nelson sectors and perspectives. Won't you join us? Speak to Selectpersons, or any of us if you are interested.

The checklist was handed over to the Town Clerk and signed by the Clerk and the Supervisors of the Checklist.

The meeting was called to order at 7:10 P.M. by the Moderator, John Bradshaw, who read the opening clause of the Warrant

The motion was made by Kenneth Jef fery that the reading of the articles of the Warrant be waived. Motion was seconded and prevailed.

Theresa Upton moved to recess the Nelson Town Meeting until Wednesday, March 14, 1979 at 7:00 P.M. due to the fact that the Town Reports were not in the hands of the voters one week before the meeting. The motion was unanimously defeated.

Article 1. To choose all necessary officers.

The following named officers were duly elected, one vote being cast by the Moderator:

Peter D. Athearn made a Parliamentary Inquiry as to whether or not the adoption of the "Expanded Elderly Exemp- tions" as per RSA 72:43b and c were legally followed using the guidelines laid out in RSA 72:43a. The Moderator re- sponded that the matter would be brought before Town Counsel.

Article 2. Motion was made and seconded to raise the sum of $22,585.00 to defray Town Charges for the year ensuing

Amendment: Motion made that Article 2 be amended to read as follows: To see if the Town will vote to raise and appropriate the sum of $26,002.00 to defray necessary Town Charges for the year ensuing. Motion was seconded and prevailed.

Amendment: A further amendment was proposed that the telephone budget from the library be reduced $200 and the total budget be adjusted accordingly. Motion was seconded and prevailed adjusting the total to $25,802.00.

Article 3. It was voted to authorize the Selectmen to borrow on the credit of the Town in anticipation of taxes for the year 1979.

Article 4. It was voted to authorize the Selectmen to sell at public auction, or by advertised sealed big, to any proper buyer any and all parcels of property conveyed to the Town by the Tax Collector or other deeds and to execute, acknowledge, and deliver appropriate deeds thereof.

Article 5. It was voted to authorize the Selectmen to apply for and to accept gifts and/or Federal or State Aid in the name of the Town of Nelson and grant them power to expend such funds

Article 6. It was voted to authorize the Selectmen to receive monies from the State under the Highway Grant, these monies to be used to supplement summer and winter road maintenance.

Article 7. Motion was made and seconded to raise and appropriate the sum of $2,035.00 for the support of the Town Library.

Amendment: Motion was made that Article 7 be amended to read as follows: To see if the Town will note to raise and appropriate the sum of $2,235.00 for the support of the Town Library. Motion was seconded and prevailed.

Article 8. It was voted to raise and appropriate the sum of $125.00 to help defray necessary and proper expenses of Old Home Day; the sum of $175.00 to help defray necessary and proper expenses of Memorial Dny.

Article 9. It was voted to raise and appropriate the sum of $150.00 for the care of the Town Common.

Article 10. It was voted to raise and appropriate the sum of $1,500.00 for the maintenance of the cemetery.

Article 11. It was voted to raise and appropriate the sum of $490.00 as the Town^s share of the operating costs of the North Cheshire County Home Health Service.

78 Article 13. It was voted to raise and appropriate the sum of $333.20 as the Town^s share for the Southwestern New Hampshire Regional Planning Commission.

Article 14. It was voted to raise and appropriate the sum of $25.00 for the proper expenses of the Nelson Board of Adjustment.

Article 15. It was voted to raise and appropriate the sum of $100.00 for the proper expenses of the Nelson Con- servation Commission.

Article 16. It was voted to raise and appropriate the sum of $50.00 for the proper expenses of the Nelson Planning Board.

ARTICLES DEALING WITH PROTECTION

Article 17. It was voted to raise and appropriate the sum of $1,600.00 which sum is to be paid to the City of Keene for the use of its landfill.

Article 18. It was voted to raise and appropriate the sum of $50.00 for Civil Defense purposes.

Article 19. It was voted to raise and appropriate the sum of $1,500.00 for the proper expenses of the Police Department.

Article 20. It was voted to raise and appropriate the sum of $2,000.00 for the proper expenses of the Fire Depart- ment.

Article 21. It was voted to raise and appropriate the sum of $100.00 to pay for damages done by dogs.

Article 22. Motion was made to see if the Town will vote to raise and appropriate the sum of $1,000.00 as a subsidy for ambulance service for the ensuing year, March 15, 1979 to March 15, 1980 it being understood that towns- people will still be charged for individual calls. Standing vote: Yes: 52 No: 44 Article was accepted as read.

Article 23. It was voted to raise and appropriate the sum of $100.00 for necessary expenses of the Nelson Rescue Squad.

Article 24. Motion was made to see if the Town will vote to establish a new fund and to raise and appropriate the sum of $5,000.00, this Capital Reserve Fund to be applied to the purchase of a new truck for the Fire Department, it being understood that no withdrawals may be made from the Fund except by vote of the Town and upon recommendation of the Fire Department. Amendment: Motion was made by Bernie Pierce to see if the Town will vote to raise and appropriate the sum of $2,500.00 for the purpose of establishing a new Capital Reserve Fund for the future purchase of a new fire truck for the Fire Department, said fund to be put into a certifi- cate of savings account in order to draw the most interest, it being understood that no withdrawals may be made from this fund except by a vote of the Town and upon the recom- mendation of the Fire Department.

Motion was made by Mr . Pierce and was defeated and the article was accepted as read.

Article 25. It was voted to authorize the Selectmen to sell the 1947 Dodge fire truck by advertised sealed bid, or take any other action relating thereto.

Article 26. It was voted to raise and appropriate the sum of $900.00 for a two-way radio for the Fire Department and to authorize the Selectmen to accept matching federal funds, if available.

Article 27. Motion was made to see if the Town will vote to raise and appropriate the sum of $1,000.00 to repair or replace the heating system in the Firehouse.

Amendment: Jim Bell made a motion to change the article to read "to see if the Town will vote to raise and appropriate the sum of $1,000.00 to winterize the Firehouse. Motion was seconded and prevailed. Article was adopted as amended

ARTICLES DEALING WITH ROADS

Article 28. It was voted to raise and appropriate the sum of $25,000.00 for the maintenance of the roads and bridges

Article 29. It was voted to raise and appropriate the sum of $18,000.00 for General Highway expenses — gas, repairs, and supplies.

80 Article 30. It was voted to raise and appropriate the sum of $556.36 as the Town's share of TRA. construction costs, the State's share being $3,709.09.

Article 31. It was voted to accept additional Highway Subsidy funds in the estimated amount of $3,972.77, these funds to be used in conjunction with TRA Funds.

Article 32. It was voted to authorize the Selectmen to withdraw from the Revenue Sharing Fund, established under the provisions of the State and Local Assistance Act of 1972, for use as set-offs against budget appropriations in the amount indicated; and, further, to authorize the Selectmen to make pro rata reductions in the amounts if estimated en- titlements are reduced, or take any other action relating thereto.

Article 33, It was voted to raise and appropriate the sum of $3,000.00 to be added to the Equipment Capital Reserve Fund, it being understood that no withdrawals may be made from this fund for the purchase of road equipment except by vote of the Town and upon recommendation of the Town Equipment Committee.

Article 34. Motion was made and seconded to see if the Town will vote to discontinue the crossroad between Erwin Kensey's and Clyde Hut chin's properties on the north side of the Nelson Village Road, connecting it with Route 9.

Amendment; Motion was made by John Bunce to amend the article to read "to see if the Town will vote to dis- continue the crossroad between Erwin Kensey's and David and Dario Giambro's properties on the north side of the Nelson Village Road, connecting it with Route 9. Motion was seconded.

Amendment: Motion was made and seconded to cut out "discontinue" and put in "closed subject to gates and bars." Standing vote: Yes 41 No 41 2nd Standing vote Yes 35 No 52 The second amendment lost. A motion was made to vote on the adoption of Article 34 as previously amended. A voice vote was taken and the article was defe&ted. Article 35. It was voted to raise and appropriate the sum of $1,000.00, this sum to be held in the Town. Buildings Capital Reserve Fund for the renovation or remodeling of the Old Schoolhouse or Town Hall, it being understood that no withdrawals may be made from the Fund except by vote of the Town.

Article 36. It was voted to raise and appropriate the sum of $2,500.00 for a property map of the Town, the final step -oward meeting the 1980 State deadline for a tax map of each town.

Article 37. Motion was made and seconded to see if the Town will authorize the Selectmen to withdraw from the Brick Schoolhouse Fund a sum not to exceed $1,500.00 to complete the repair of the chimney.

Amendment: Motion was made by Florence Tolman to see if the Town will authorize the Selectmen to raise and ap- propriate the sum not to exceed $1,500.00 to complete the repair of the chimney on the Brick Schoolhouse. Article was accepted as amended. (Voice vote).

Article 38. To see if the Town will vote to authorize the Selectmen to reconsider the use of the Nelson Old Schoolhouse building for Munsonville Preschool use. Finances to be negotiated at a later date. (By petition). Motion was made and seconded to pass over this article.

Article 39. To transact any other business or discuss other Warrant proposals as they may legally be brought before the meeting. At this time the ballot clerks were thanked. Motion was made and seconded to adjourn. Motion prevailed and meeting adjourned at 10:05 P.M.

ARTICLE 1 . To hear the reports of agents, auditors, coimnittees or officers chosen and to pass any vote relating thereto.

To see if the District will vote to authorize the school board to make application for, and to accept and use in the name of the District, such advances, grants-in-aid or other funds for educational purposes as may now or hereafter be forthcoming from the United States Government, the State of New Hampshire, or any department or agency thereof, or any federal, state, or private agency.

A Moderator for the ensuing year. A Clerk for the ensuing year. A member of the school board for the ensuing three years. A Treasurer for the ensuing year from July 1, 1980. An Auditor for the ensuing year.

90 ANNUAL SCHOOL MEETING March 2, 1979

The meeting was called to order at 7:00 p.m. by the Moderator, Ethan C. Tolman, at the Nelson Town Hall.

The checklist was handed over to the Clerk and signed by the Clerk and the Supervisors of the Checklist.

The Moderator read the Warrant through Article 1: To choose all necessary school district officers. The Moderator opened the polls for persons wishing to vote for the offi- cers listed by non partisan ballot as required by law. He announced that the polls would remain open until after 9:00 p.m. The meeting was recessed until 8:00 p.m. At 8:00 p.m. the articles were acted upon as follows after the reading of the Warrant by the Moderator.

Mr. Tolman introduced Mr. Richard Champagne and Dr. Bernard Ellis from SU 29 and allowed that "they may respond on technical points or points of interest throughout the meeting through the Moderator."

The Moderator then ruled that all articles be acted upon in order. The Moderator's rule was overruled and it was moved and seconded to take up Article 7. The motion carried.

Mr. Bernie Pierce moved that the District raise and appropriate the sum of $164,322 for the support of schools, salaries of District officers and agents and for pa5nn[ient of statutory obligations of the District.

Mr. Upton then offered an amendment to Mr. Pierce's motion: "that the sum be changed to $177,572.

This amendment was defeated by a written vote of 29-16.

Mr. Pierce then amended his original motion to read as follows: "that the District raise and appropriate the sum of $164,322 for the support of schools, for the salaries of school district officers and agents, and for the payment of statutory obligations of the District, and further, to prohibit the School Board from transferring monies appropri- ated in one account to another account with the express permission of the District voters.

91 This amendment was seconded and carried by a written vote of 22-18.

The original motion as amended was then brought before the voters, and it was carried by a vote of 21-20.

Article 2 was passed over.

Article 3 was accepted as read.

Article 4: It was moved and seconded that the district raise and appropriate the sum of $290.00 to send the fifth grade students to Camp Union. The article carried by a standing vote of 20-6.

Article 5: It was moved and seconded that the District raise and appropriate the sum of $500 to be deposited in the Capital Reserve Fund established at the March 1972 District Meeting for the "purpose of the construction of buildings and/or purchase of equipment, an/or the acquisi- tion of land for school purposes." The article carried.

Article 6: "To see what sum of money the District will vote to raise and appropriate for the purchase and installation of a new stage curtain at the Munsonville School," was passed over.

Article 8: It was moved and seconded that the District raise and appropriate the sum of $1,000.00 for damage and legal expenses. Such apportionment to be used for pa5nTient of the fees and expenses of the attorney for the District in preparation of court petitions, hearings and arguments in the juvenile and district courts and the preparation of papers, exhibits, hearing, arguments and briefs before the State Board of Education. The article was defeated on a written ballot of 19-18.

Article 9; A motion was made and seconded to pass over this article. This motion was defeated (17-16). A second motion was made and seconded to accept the article as read. This motion carried by a vote of 27-4.

Article 10 was passed over.

And, under Article 11, a motion was made and seconded to adjourn the meeting, and the meeting was thus adjourned.

104 ADMINISTRATIVE REPORT

The current trend in American education today is to ensure that the students receive an adequate background in the "basics."

The emphasis in the "Town" school districts this past year has been the development of curriculum guides. These guides will help insure that the students receive the basic skills in a sequential order, and also guarantee that all students will be exposed to the same skills in their elementary education.

The curriculum committee has been working for the past year to develop a language arts curriculum guide. This guide will be in the hands of the "Town" teachers by September of 1980 and is to be used as a student record system enabling the teachers and parents to know what skills each child has mastered.

In order to evaluate our educational system, all students in the "Towns" will be given a national achievement test in the Spring of 1980. The results of these tests will be used as a guide for teacher curriculum development. Parents will be urged to contact their school and obtain a copy of their child *s test report. These reports should be retained by the parents and compared with the test results of the achieve- ment tests given early each Spring.

It is the hope of the school board and staff that by developing curriculum guides, and monitoring the progress of the students through achievement tests, we will be able to improve the quality of education for our students.

We wish to thank the school board and teaching staff for their assistance in the above projects. Also, the administra- tion of the Keene Junior High School and Keene High School for their assistance in the curriculum projects. They have given freely of their time and abilities to begin the process of upgrading the education of the students in our community.

MUNSONSVILLE PRINCIPAL'S REPORT

The 1979-80 school year began on Tuesday, September 4, 1979 with an enrollment of 31 students.

New to the Nelson Staff this year are: Laurie Hartnack, Part- Time Resource Aide and Catherine Scott, School Nurse.

During the summer, an energy audit was completed and several capital improvements were selected for your building on the basis that the investment will make a significant contribution toward reducing the energy requirements and in so doing will pay for itself within 15 years as specified by the Department of Energy.

On the recommendation of the State Fire Marshall's Office, we have installed a fire and smoke alarm system throughout the classrooms, boiler room and attic.

A curriculum change in our art and music programs is allowing each discipline to be taught by the classroom teacher, rein- forced through local craftsmen and musicians.

The Resource Room is an active and important part of our daily program. As the need for this service is growing, we are able to meet the demands as required by federal law and provide supportive programs for those children who re- quire such services

I would like to take this opportunity to thank the many parents and friends who have helped us provide field trips and enrichment programs for the children. This year, as in the past, we have had the active support of Packersf ield, the school board and School Administrative Unit # 29. It has been a delightful privilege to work with the children enrolled in our school.
