Based on the Act, the Government in G.O. No. 340 Health and Family Welfare Department dated 19.02.1982 constituted the Tamil Nadu Prevention and Control of Water Pollution Board on 27.02.1982. General Tamil Nadu being a water deficit State, located in the tail end of the country, has been facing growing water demands. Limited water resources, seasonal and uncertain rainfall, utilization of Ground water, increase in demand for various uses and protecting the interests of the farmers who depend on the water resources assume importance. The Government is closely monitoring the situation and taking appropriate action viz. dealing with inter-state issues, creating new irrigation facilities at feasible locations, modernizing, improving and rehabilitating the existing irrigation infrastructure and restoring the capacity of the existing water bodies by desilting and evicting the encroachments. In addition, various periodic multidisciplinary studies are being conducted on ground water by maintaining and observing State-wide monitoring network of ground water, surface water and water quality, micro level ground water potential assessment and categorisation of Revenue Firkas. 2.0. Bhavani Sangameswarar temple is located ot the junction of two rivers, Bhavani and Cauvery. It is known as ~outh Prayag and is hav­ ing a Pagoda of 120' height. It is believed tnat Bhavani and Amudha (not visible now) join Cauvery at this junction, like Jamuna and Saraswathi. It is said to have existed even before Hie days of the first King Mahendravarma of Pallava dynasty. Thirugnanasambandar, one of the four Tamil saints, has sung in praise of this temple. Mainstream Narrative and Alternative Perspectives ABSTRACT India’s oilseeds sector, of which the coconut economy is part, experienced drastic changes in the wake of agricultural liberalization in the mid–1990s. A persistent coconut crisis ‘narrative’ emerged after sharp prices declines in 2000–02 in which small farmers in the state of Kerala, India’s main coconut producer, were identified as victims from the liberalized importation of cheap palm oil. This paper describes this crisis narrative based on a literature review of academic and official reports, and it challenges its problem analysis juxtaposing it with information from ethnographic research with local farmers and traders. The research indicates that local labour shortages and increased regional competition also had a strong impact on Kerala’s coconut development, which varied from region to region. Furthermore, small farmers with their diversified livelihoods did not recognize a ‘crisis’ as such. Drawing upon the ‘advocacy coalition framework’, the paper also indicates reasons for the emergence and persistence of the coconut crisis narrative and it points to complex processes of restructuring social space in the age of globalization.
