(b) It is hereby declared to be the policy of the United States that certain selected rivers of the Nation which, with their immediate environments, possess outstandin~ly remarkable scenic, recreational, geologic, fish and wildlife, historic, cultural, or other similar values, shall be preserved in free-flowing condition, and that they and their immediate environments shall be protected for the benefit and enjoy ment of l?resent and future generations. Statement of Mike Pool Acting Deputy Director for Operations Bureau of Land Management U.S. Department of the Interior Senate Energy and Natural Resources Committee Subcommittee on Public Lands, Forests, and Mining S. 1167, Owyhee Wilderness Areas Boundary Modifications Act April 21, 2016 Thank you for inviting the Department of the Interior to testify on S. 1167, the Owyhee Wilderness Areas Boundary Modifications Act. This bill would modify the boundaries of the Pole Creek, Owyhee River, and North Fork Owyhee Wilderness Areas; authorize the use of motorized vehicles for livestock monitoring, herding, and gathering in six wilderness areas in Idaho; and require the Secretary of the Interior to submit a report describing livestock grazing management activities that were authorized in these six areas prior to their designation as wilderness in 2009. The BLM acknowledges the dedicated efforts of stakeholders to collaborate on issues concerning wilderness management in this region of Idaho. Generally, the BLM supports stakeholder-driven efforts to refine management boundaries, provided those solutions further the purposes of the original enabling legislation and represent a balanced approach to enhancing manageability. The Administration, however, strongly opposes S. 1167, because of broad management changes that would lift essential protections from wilderness areas. In particular, we oppose provisions for the use of motorized vehicles in wilderness areas because the language undermines the longstanding definition and spirit of wilderness -

Mojave National Preserve—Management Plan for Developed Water Resources CHAPTER 3: AFFECTED ENVIRONMENT Introduction This chapter describes the unique factors that influence water resource management in the Preserve and the resources that could be affected by the implementation of any of the alternatives described in Chapter 2: Alternatives. The resource descriptions provided in this chapter serve as a baseline to compare the potential effects of the management actions proposed in the alternatives. The following resource topics are described in this chapter: • Environmental Setting • Cultural Resources • Water Resources • Wilderness Character • Wildlife Environmental setting and water resources are important for context and are foundational for water resource management, but are not resources that are analyzed for effects. Resource issues that were considered and dismissed from further analysis are listed in Chapter 1: Purpose of and Need for Action and are not discussed further in this EA. A description of the effects of the proposed alternatives on wildlife, cultural resources, and wilderness character is presented in Chapter 4: Environmental Consequences. Environmental Setting The Preserve includes an ecologically diverse yet fragile desert ecosystem consisting of vegetative attributes that are unique to the Mojave Desert, as well as components of the Great Basin and Sonoran Deserts. Topography The topography of the Preserve is characteristic of the mountain and basin physiographic pattern, with tall mountain ranges separated by corresponding valleys filled with alluvial sediments. Primary mountain ranges in the Preserve, from west to east, include the Granite, Kelso, Providence, Clark, New York, and Piute Mountains. Major alluvial valleys include Soda Lake (dry lake bed), Shadow Valley, Ivanpah Valley, Lanfair Valley, and Fenner Valley. -

Creech1 1Department of Fisheries and Wildlife, 104 Nash Hall, Oregon State University, Corvallis, OR 2White Mountain Research Station, University of California 3National Park Service, Biological Resource Management Division 25 February 2013 Report to the California Department of Fish and Wildlife, National Park Service, and Bureau of Land Management Summary This report evaluates implications of the proposed renewable energy project in the vicinity of the Soda Mountains relative to conservation of desert bighorn sheep (Ovis canadensis nelsoni) in the Mojave Desert of California. The proposed solar array would straddle Interstate 15 and cover areas between the North and South Soda Mountains, on the northwest edge of the Mojave National Preserve. Although the exact footprint of the project is not yet clear, the intensity of development within such solar arrays would likely prevent movement of bighorn sheep through project areas. Past bighorn sheep movement between the North and South Soda has been blocked by Interstate 15. However, restoration of this movement corridor may be possible by either 1) modifying existing locations where the Interstate crosses washes via bridges to create potential underpasses for bighorn sheep by enticing bighorn sheep to those areas, or 2) construction of an overpass structure as has been implemented successfully over Highway 93 in Arizona. To determine the importance of the affected area for restoration of bighorn sheep connectivity, we used network analysis of an empirically-derived connectivity model for desert bighorn sheep to evaluate short- and long-term consequences of restoring the Soda Mountains connection for gene flow and recolonization by desert bighorn sheep. -

In this wild region stretching north of Pyramid Lake to the Oregon border, the roads are dirt, there is little cell phone coverage, and nature rules. Unfortunately, the Washoe County Commissioners seem more interested in development than conservation and they are proposing to eliminate protections that have been in place since 1980 for many of these wild places. Their proposal to strip protections for 62% of our county’s Wilderness Study Areas is appalling. Fortunately during the public hearings held April 24th and 26th, your voices were heard loud and clear standing up for Wilderness and open space. The need for Wilderness - protected lands where the forces of nature are allowed the opportunity to operate, uninhibited from human interference – becomes more and more pressing as the population of the Truckee Meadows swells. Our quality of life, including a broad range of outdoor recreation opportunities and beautiful backcountry are what makes living in Washoe County special. When we looked at a map of Idaho we saw a wide variety of terrain, desert, forest, mountains; lots of mountains. Not only that, but the border was mostly public land where we could choose where to hike and camp. Could we hike all the way around? It would be tough. First, we had to figure out a route, one that had reliable water in the desert (no trail angels in the Owyhee Desert!), and a route that touched the special places, like the Tetons, the Bitterroot and Selkirk Mountains, the cedar rainforests in the north.
