ORDER and and All Areas in Tufanganj-I Development Block Government of West Bengal Office of the District Magistrate, Cooch Behar Sagar Dighi Complex, P.O.: Cooch Behar, Dist.: Cooch Behar, Pin: 73610 I, West Bengal ORDER No: H/ 3/ CBR Dated: 30/05/2020 WHEREAS, in terms of No. 177-CS/2020 dated 18/05/2020 of the Chief Secretary, Government of West Bengal, zoning of containment has been classified into 3 Categories; namely, Category A: Affected Area (Containment Zone), Category B: Buffer Area, Category C: Clean Area; AND WHEREAS, Government of India has issued different Orders & Guidelines since 24th March, 2020 containing measures to control the spread of COVID-19; AND WHEREAS, samples of some person(s) belonging to Tufanganj-I Development Block of Cooch Behar District have been found Positive for COVID-19; NOW, THEREFORE, I, Pawan Kadyan, lAS, District Magistrate, Cooch Behar being authorised under Section 34 read with Section 26 of the Disaster Management Act, 2005 hereby notify the following areas of Tufanganj-I Development Block as follows: All areas in Tufanganj-I Madhya Para, Arampur, Sarearpar (Charpara) under Battala under Part No. 222 of Development Balarampur-I Part No. 222 of 8, Natabari 8, Natabari Assembly Block except areas Assembly Constituency as notified in Constituency Category A and Cate 0 B All restrictions and containment measures in terms of extant Government Orders to prevent the spread of COVID-19 shall be applicable in the above notified area(s) including strict perimeter control to ensure that there is no movement of people in or out of these Containment Zones, except for medical emergencies and for maintaining supply of essentials goods and services. In the Containment Zones, there shall be intensive contact tracing, house-to-house surveillance, and other clinical interventions, as required. The Superintendent of Police, Cooch Behar is requested ensure that the all restrictions and containment measures in terms of extant Government Orders are implemented in these areas to prevent the spread of COVID-19. Shri Subhajit Dasgupta, WBCS (Exe.), Block Development Officer, Tufanganj-I Development Block is hereby appointed as Incident Commander for the abovementioned areas. He shall form multidisciplinary teams for effective implementation of all restrictions and containment measures. The teams shall ensure intensive Lockdown Surveillance, Contract Tracing and testing in the Containment Zone. The teams shall also ensure delivery of essential commodities in the Affected Areas. The Koch Bihar district in West Bengal is susceptible to river floods due to its topography, rainfall characteristics, nature of rivers, anthropogenic activities, etc. For our present study we have selected the Tufanganj-II block to identify the riverineflood prone areas. The work has been done by analysed and interpreted the secondary data using remote sensing and GIS techniques.The study reflects that out of 55 villages 22 villages are most vulnerable due to river flood. The causes behind the flood havoc and government strategies to remove the flood hazard in this block also mentioned throughout the work. The situation An earthquake measuring 6.9 on the Richter scale struck the Himalaya region bordering north India and Nepal on 18 September 2011 at 6:10 pm Indian time, with the epicentre located 64km north-west of Gangtok, capital of Sikkim, 120km from Shiliguri in the Indian state of West Bengal, 133km from Namche Bazar in Nepal, and 40km from Yadong county in Tibet, China. Aftershocks measuring 6.1 and 5.3 on the Richter scale were also felt around Sikkim 20 minutes after the earthquake. The earthquake caused major damages in the region. As of 20 September, a total of 99 deaths have been reported, with a breakdown as follows: Country Death toll India 83 Nepal 8 China 7 Bhutan 1 Total 99 The remoteness of the affected regions, combined with the effects of heavy rainfall and landslides, has posed many challenges in carrying out field assessments to gauge the humanitarian needs.
