President Mwai Kibaki officially launched the Nairobi- Thika Super highway, which cost approximately Kshs 27 billion, on Friday, 9th November, 2012. The reconstruction that kicked off in January 2009, is complete – and the Government views it as one of the main pointers towards the realization of the Kenya Vision 2030. The completion of the highway has drastically changed Nairobi’s road network as each side of the dual carriageway has eight lanes complete with flyovers and interchanges.

The 30 kilometer dual carriageway road project, H.E the President said, is an initiative by the Government to provide an alternative route for transit vehicles destined to western parts of Kenya or the coast region without passing through the Nairobi Central Business District.

The President noted that the project was financed jointly through a concessionary loan from the Government of the People's Republic of China, the Government of Kenya and the African Development Bank With regard to Government's commitment to addressing traffic congestion in the city, the President disclosed that expansion work along the busy Langata and Magadi roads had commenced to rehabilitate and upgrade the vital highway. The expansion and upgrading of Lang'ata road is scheduled to be completed by mid next year and is expected to improve traffic flow for vehicles accessing the city centre from Ngong, Karen, Ongata Rongai and Kiserian......

During the occasion, the President appreciated the urgency required in addressing traffic congestion so as to curtail its negative impact on the country's economic growth projections. He regretted that the numerous hours spent in traffic jams translated to additional cost of doing business hence eroding market competitiveness as well as undermining the productivity of workers and even the quality of the country's environment. He underscored the need for regular maintenance of the country's road network by putting in place mechanisms for proper and timely repairs to avoid the huge costs of reconstruction of the existing roads.

On Friday 28th September 2012, the Kenya Defence Force in collaboration with Somali National Force staged a deadly early morning raid on the Al-Shabaab’s strategic port of Kismayu effectively capturing it and thereby shocking the economic lifeline of the Al-Qaeda allied terror group.

The fall of Kismayu was a remarkable milestone for the Kenya Defence Force given that the port city was its high valued target since the commencement of the operation code named “Operation Linda Nchi” in October 2011.

The Kenyan forces entered into Somali territory to pursue the terror group after the Al-shabaab militants staged a series of incursions into the Kenyan territory kidnapping and holding hostage tourists and staff of some humanitarian organisations thereby threatening Kenya’s tourism industry.

THE FORTH COMING GENERAL ELECTIONS IN KENYA

On 4th March 2013, the Republic of Kenya will be going for its first general elections under the new constitution which was promulgated on 27th August 2010. Currently, Kenya’s electoral body, the Independent Electoral and Boundaries Commission (IEBC) has engaged the high gear to ensure that they deliver a transparent, democratic, free and fair election to the Kenyan people and to this end, has procurred Bimetric Voter Registration kits (BVR). The new electoral body which was constituted after the unfortunate events of 2007/2008 is facing its second credibility test after delivering a successful referendum on the constitution on 4th August 2010.

The Political Parties are realigning themselves in preparation for the elections. The election is also unique in the sense that the current constitution provides for a rerun in the presidential elections should all the presidential candidates fail to meet the constitutional threshold in the first round. The President has been in the forefront in urging political leaders and their supporters to play a leading role in facilitating the conduct of free, fair and peaceful elections. He encourages every Kenyan to preach peace and to conduct themselves in a manner that promotes unity in the country.

The High Commission, in collaboration with M’motions hosted the Kenya Film Week, Mini Festival, from 27th September to 3rd October, 2012. HON. MANYALA KEYA IN LUSAKA DURING THE LAUNCH OF COMESA SOCIAL CHARTER

Assistant Minister for Gender Children and Social development was in Lusaka Zambia in September, 2012 for the 6th Meeting of COMESA Ministers in charge of Gender and Women Affairs. Hon. Keya led the Kenyan delegation comprising of Dr. Cheluget and Mrs. Ojiambo the Commercial Attaché and Mr. Onyango from the Gender Ministry. The Meeting was officially opened by Zambia’s Minister for Gender and Child Welfare, Hon. Inonge Wina, MP.

The Ministers took note of the progress made by COMESA Secretariat in implementing Gender programmes which included finalization of Gender Mainstreaming Manuals and Multi-Sectoral Programme on HIV/AIDS and the Regional Strategy Action Plan on Mainstreaming Gender in Agriculture and Climate change, and the division’s collaboration with the project on Cluster Development on Value addition to ensure that women and youth participate in it. The Assistant Minister for Trade, Hon. Manson Nyamweya attended the 4th Extra-Ordinary Council of Ministers Meeting held in Lusaka in October, 2012 to consider the Report on the COMESA Restructuring Exercise. Hon. Nyamweya was accompanied by Mr. Muriu, Chief Economist from Ministry of Trade and Mr. Weru, Assistant Director, from Human Resource Management Department. Dr. Cheluget, Kenya’s High Commissioner to Zambia and Malawi and Permanent Representative to COMESA and Mrs. Ojiambo, the Commercial Attaché attended the meeting.

The COMESA Restructuring Exercise was initiated to deal with overlapping roles of the organization’s Departments and Institutions with the aim of coming up with a lean but efficient and effective staffing levels which will serve Member States to attain COMESA’s vision and objectives. The exercise takes into consideration recent global developments and trends in similar Regional and International Organizations. A Consultant was engaged to undertake a review and make recommendations which were reviewed by Member States representatives from Human Resource Departments. Ms. Mruche joined the Ministry in 2007 and has worked at the Central Planning Unit under the Directorate of Administration and in the Economics and External Trade of the Ministry of Foreign Affairs of the Republic of Kenya.

She holds a Bachelor of Education (Arts) Degree in Economics and Mathematics from Moi University, Kenya and a Masters in International Studies; M.I.S (Concentration: Development Cooperation) from Ewha Womans University, Republic of Korea. She is also an Alumnae of the Foreign Service Institute in Kenya. Ms. Mruche is married to Mr. Edward Mwabili Mwang’ombe.

31 President Mwai Kibaki held a bilateral meeting with Malawi President Mrs. Joyce Banda at the sidelines of the 16th Common Market for Eastern and Southern Africa (COMESA) Heads of State Summit held at Speke Resort, Munyonyo in Kampala, Uganda. During their meeting, President Banda revealed that her government plans to re-open its High Commission in Nairobi as part of its initiative to strengthen relations with Kenya.

The Malawi High Commission in Nairobi was closed ten years ago but its property remains intact which makes it easier for Malawi to re-open the Mission. The Malawi Mission in Dar –Es Salaam currently takes care of Kenya’s relations with Malawi while the Kenyan Mission in Zambia covers Malawi.

The two leaders agreed to strengthen the relations between the two countries and to re-invigorate the Malawi-Kenya Joint Permanent Commission which used to meet every two years but has not met for the last ten years. The Malawian leader extended her invitation to President Kibaki to visit her country before he goes on retirement in 2013.
