    Letter of Support for the City of Gothenburg The Swedish Writers’ Union wishes to express wholehearted support for Gothenburg’s application to become a UNESCO City of Literature. The Swedish Writers’ Union is the only professional union in Sweden representing writers and literary translators. We have in excess of 3,000 members whose interests we represent as their “spokesperson” in dealings with the Swedish Government and the Riksdag, as well as all other organisations involved in cultural policy, on matters related to the professional conditions for all writers and translators in the literary field. The basis of our operations is safeguarding our members’ interests by defending freedom of expression, monitoring copyright legislation and ensuring that authors receive reasonable remuneration for their literary works. Literature is a multifaceted sector covering everything from public events, libraries, book circles and writing courses to literature study programmes, criticism, authorship, literary mediation and initiatives to promote reading. We often speak of the importance of a functioning literary ecosystem, the health of which depends on each component functioning properly. This is the case in Gothenburg. While it may be Sweden’s second city, Gothenburg is very much at the forefront when it comes to literature. Investments in literature made by Gothenburg benefit the whole of Sweden. The annual Göteborg Book Fair is a case in point, as are the activities held at Göteborgs Litteraturhus [Gothenburg House of Literature] and the Literary Composition and Literary Translation programmes at HDK-Valand – Academy of Art and Design at the University of Gothenburg, not to mention the outstanding annual initiative to promote reading among children and young people that sees authors from all around the country visiting every school in Gothenburg and its suburbs.

The Director General authorises the guidelines. The Head of Swedish Literature Exchange is the Document Manager for the guidelines. The guidelines apply to the allocation of the government grants to publishing houses, sub-agents and translators for participation in the Gothenburg Book Fair Fellowship which takes place annually at the Book Fair in Gothenburg. Background Kulturrådet, the Swedish Arts Council, awards grants to participants in the Gothenburg Book Fair Fellowship under the provisions of Regulation (2007:1435) on Government Grants for International Exchange and Cooperation in the Field of Literature. The purpose of the government grant is to promote translation of Swedish literature and drama of high quality, and to promote international exchanges in these areas. The grant may be awarded, for example, for international exchanges of various types within the field of literature. For the Gothenburg Book Fair Fellowship grant (hereinafter called the programme), the target groups are professional foreign publishing houses, sub-agents, scouts and professional translators of Swedish literature into other languages. A requirement is that the applicant must run a commercial operation. This requirement does not, however, apply to translators. Sweden’s cultural policy objectives state that culture is to be a dynamic, challenging and independent force based on freedom of expression.

    SPECIAL FORUM “Here Is the Beginning of Pennsylvania”: A Settler Commemoration and Entangled Histories of Foundational Sites ADAM HJORTHÉN On a cold and snowy December day in 1937, Pennsylvania Governor George H. Earle III was on an official state tour of Sweden and made a stop in the small town of Bottnaryd. The visit was described as “a pilgrimage” to the birthplace and tomb of Johan Printz, governor of the seventeenth-century New Sweden colony (1638–1655) located on the Delaware River. Visibly affected by the moment, Earle placed a wreath at the base of the tomb and, in a single and dramatic sentence, declared: “Here is the beginning of Pennsylvania.”1 This was a rather remarkable statement. If there is one moment for the beginning of Pennsylvania, that moment has ordinarily been assigned to the arrival of William Penn in 1682. No governor had previously, nor has one since, described Bottnaryd as the site of Pennsylvania’s origin. The visit to Sweden of Governor Earle was part of the Pennsylvania 300th Anniversary Celebration of 1938. It commemorated that 300 years had passed since the 1638 landfall of the ships Kalmar Nyckel and Fogel Grip at a place popularly called The Rocks in present-day Wilmington, Delaware, establishing the colony of New Sweden. The claim was that as the first European settlement in the Delaware Valley, this constituted the beginning of Pennsylvania’s civilization. The Pennsylvania celebration was part of a much larger concurrent commemoration staged jointly by a range of different groups. The commemoration was most commonly called the New Sweden Tercentenary or the Delaware Tercentenary and was celebrated regionally, nationally, and internationally.
