STATUS AS ON 30.04.2019 TARAKARAM TEERTA SAGARAM Taraka Rama Teertha Sagaram Project envisages the construction of a barrage with afflux bunds to divert water from the river Champavathi to Kumili Reservoir to irrigate a command area of 10,000 Ha in Vizianagaram district of Andhra Pradesh including stabilisation of 3,307 Ha of existing command (2059.5 Ha under Denkada anicut system and 1247.5 Ha under the existing Kumili Tank). The project was accorded Administrative Approval for Rs.220.04 Cr by Government of Andhra Pradesh vide Memo No.4003 / Med.Irrgn (1)/2005 Dt. 19.2.2005. As the project does not have any inter-state ramifications / implications, so in accordance with the Planning Commission’s guidelines, vide Planning Commission (Water Resources Division) Letter No. 16(12) 99- WR dated 30.11.2000, the State Govt. was empowered to give investment clearance. The project was included under AIBP during FY 2005-06 and it is being monitored by M & A Dte, CWC, Hyderabad. The latest revised estimated cost of the project is Rs. 471.314 crore which was accorded Administrative Approval by Govt. of Andhra Pradesh vide G.O.Ms. No. 93 dated 21.09.2015. 1. PROJECT COMPONENTS • Barrage with Afflux Bund and Head Regulator near Kotagandredu village of Gurla mandal of Vizianagaram district. • Diversion Canal for a length of 13.428 km including the tunnel of length 1.472 km from 9.438 km to 10.910 km chainage to let out the water into Kumili Reservoir. • Kumili Reservoir: An inland reservoir is proposed to store the diverted water by improving the existing tank of Kumili to store 2.700 TMC to irrigate an ayacut of 10,000 Ha (24,710 Acre) through the Right and Left Canals of length 19.275 km and 5.945 km respectively. 2. ISSUES Balance Land to be acquired is 78.19 Ha. i) Land acquisition Three number of Villages are notified namely 1) Koradapeta 2) A.T.Agraharam and 3) Padala Peta (Hamlet of A.T.Agraharam) were declared by the Government for full submersion.The Valuation for the actual existing structures 580 Nos. was completed by the Executive Engineer, R&B Dept. And the same was communicated vide Lr No. 1054/Valuation of structures/TRTS Project/ATO/2015 Dt.10-06-2016. The final notification for 580 Nos (houses/structures) to be issued by the revenue ii) R&R authorities is under progress. No Court Cases. iii) Court Cases Work on the canal network of Kumili Reservoir has not yet taken up. Further, the canal excavation work from Kumili Reservoir has been proposed for deletion from the scope of the contractor due to long pending Land acquisition. This will affect the timely completion of the project. iv) Contractual Issues About 4.452 Ha (11.00 Acres) of land in Reserve forest is required for Diversion canal . v) Others Page 5 of 8.
