To be elected, a candidate must receive an absolute majority of all the votes cast for individuals. This number may be less than a majority (now 218) of the full membership of the House because of vacancies, absentees, or Members answering “present.” This report provides data on elections of the Speaker in each Congress since 1913, when the House first reached its present size of 435 Members. During that period (63rd through 117th Congresses), a Speaker was elected six times with the votes of less than a majority of the full membership. If a Speaker dies or resigns during a Congress, the House immediately elects a new one. Five such elections occurred since 1913. In the earlier two cases, the House elected the new Speaker by resolution; in the more recent three, the body used the same procedure as at the outset of a Congress. As you know, EPA undertook an extensive public notice and comment process with regard to the waiver request. The Agency held two public hearings: one on May 22, 2007 in Washington, D.C. and one in Sacramento, California on May 30, 2007. We heard from over 80 individuals at these hearings and received thousands of written comments during the ensuing public comment process from parties representing a broad set of interests, including state and local governments, public health and environmental organizations, academia, industry and citizens. The Agency also received and considered a substantial amount of technical and scientific material submitted after the close of the comment deadline on June 15, 2007. EPA has considered and granted previous waivers to California for standards covering pollutants that predominantly affect local and regional air quality. In contrast, the current waiver request for greenhouse gases is far different; it presents numerous issues that are distinguishable from all prior waiver requests. Unlike other air pollutants covered by previous waivers, greenhouse gases are fundamentally global in nature. Greenhouse gases contribute to the problem of global climate change, a problem that poses challenges for the entire nation and indeed the world.

It is unfortunate to realize that you are unable to see the disaster heading for the agricultural sector and that you are unwilling to consider reasonable steps to avoid it. We believe a strong agricultural sector is critical for California – indeed it was the fundamental premise of our study.1 But the “business as usual” thinking you represent in your letter, and pretending that nothing is, or should be changing, is going to lead to disaster. It seems as though you failed to understand the fundamental premise of our study. Let me put it simply as a question to you: Do you believe California agriculture will have more water in the future? [Not should, but will?] If so, we do have a real disagreement. Independent of what we might want, we believe it very likely that there will continue to be constraints on water for all users. If this is the case, then what do we do? There are two choices: ignore the ongoing reductions and let them randomly destroy farms and communities, or plan for how the agricultural sector is going to manage changes in water availability and reliability and improve production with the water that is available. We prefer the second approach, and our analysis looks at precisely that: how to grow more food with less water.

    THE UNITED STATES HOUSE OF REPRESENTATIVES “Tough but doable” was the way Democratic Congressional Campaign Committee Executive Director Howard Wolfson described the Democrats' chances of taking back the House of Representative last Friday. Wolfson had a rough week. Charlie Cook, the respected non-partisan political analyst who is listened to by political reporters, and maybe more importantly, by political PACs, wrote that the math just didn’t seem to be there for the Democrats to pick up the net of six seats they’d need to regain control of the House. During the spring and summer, Cook believed that the Democrats could overcome "the math” with their strength on domestic issues. But, despite a slight edge (48% Democrat- 46% Republican) in the “generic ballot question" (“If the election were held today for Congress, for whom would you vote?”) Democrats haven’t put the issues together in a way to produce the tide it would take to move enough races to produce a Democratic House. Last summer, not only Cook, but top Democrats believed that the Enron, WorldCom and Arthur Anderson scandals, along with the plummeting stock market, had created a climate that could sweep the Democrats back. At one point they even fantasized that all 40 or so competitive races could break their way. But, by August, guns had replaced butter as the overarching national political theme, and the Democrats lost that “mo.” A driving force behind the vote on the Iraq resolution was burning desire by the Democratic leadership to get the focus back on the economy. Indeed, the day after the vote, House Democratic Leader Dick Gephardt and Senate Majority Leader Tom Daschle held a high profile economic forum as a signal that the economy was the main concern of Democrats.
