It involves the process of thinking, formulation of a scheme or programme and implementation of a set of actions to achieve some goal. Though it is a very broad term, in this chapter, it has been used with reference to the process of economic development. It is, thus different from the traditional hit-and-miss methods by PLANNING AND On 1 January 2015, the NITI Aayog was formed. India adopted centralised planning SUSTAINABLE after Independence, but subsequently, it graduated into decentralised multi-level DEVELOPMENT IN planning. The responsibility of plan formulation was with the Planning Comminssion at the INDIAN CONTEXT Centre, State and district levels. But on 1 January 2015, the Planning Commision was replaced by the NITI Aayog. NITI Aayog has been set up with the objective of involving the states in economic policy making for India for providing strategic and technical advice to the Central and State governments. which reforms and reconstruction are often undertaken. Generally, there are two approaches to planning, i.e., sectoral planning and regional planning. Sectoral planning means formulation and implementation of the sets of schemes or programmes aimed at development of various sectors of the economy, such as agriculture, irrigation, manufacturing, power, construction, transport, communication, social infrastructure and services. There is no uniform economic development over space in any country. Some areas are more developed and some lag behind. -

During certain seasons it blooms with a colourful range of trees and grasses and abounds in an amazing variety of bird and animal life. This rich natural region must be saved from the over powering encroachment of man. To most of us, the word "desert" conjures up the vision of a vast, tree-less, undulating, buff expanse of sand, crisscrossed by caravans of heavily-robed nomads on camel-back. Perhaps the vision includes a lonely cactus plant here and the s~ull of some animal there and, perhaps a few mini-groves of date-palm, nourished by an artesian well, beckoning the tired traveller to rest awhile before riding off again to the horizon beyond. This vision is a projection of the reality of the Saharan or the Arabian deserts. -

JICA selected and dispatched a project team headed by Mr. Toshio Ito of Yamashita Sekkei Inc., the representing company of a consortium consists of Yamashita Sekkei Inc. and Nihon Sekkei, Inc., from June 6th, 2001 to May 29th, 2002 and from August 4th to August 18th, 2002. In addition, JICA selected an advisor, Mr. Osamu Yamada of the Institute of International Cooperation who examined the project from specialist and technical points of view. The team held discussions with the officials concerned of the Government of India and the Government of Gujarat and conducted a field survey and implemented quick reconstruction support project for the primary educational and healthcare sectors. After the commencement of the quick reconstruction support project the team conducted further studies and prepared this final report. I hope that this report will contribute to the promotion of the project and to the enhancement of friendly relationships between our two countries. -

SRJIS/BIMONTHLY/DR. RACHNA MIDHA (5023-5035) EVALUATION OF HEAVY METAL CONTAMINATION IN INDIRA GANDHI CANAL WATER, SRI-GANGANAGAR, INDIA Rachna Midha, Ph. D. Sri Ganganagar (Rajasthan) Abstract The Indira Gandhi canal is the lifeline of Rajasthan which carries drinking and irrigation water from Harike barrage in Punjab to Rajasthan, it supplies water to 15 districts of Rajasthan. This paper discuss an integrated approach of heavy metal pollution discharged from various industries and municipal authorities. the water quality of the wetland has been studied with reference to various toxic metals. The metals analyzed include lead (Pb), chromium (Cr), copper (Cu), nickel (Ni) and Arsenic (As). The quality of water has drastically deteriorated due to the mixing of the heavy metals. Most of the metal ions were in higher concentration compared to the international standards. It has been observed that the quality of water is not safe for various aquatic and even unfit for human drinking and irrigation purposes, therefore, necessary conservation and management measures should be taken to improve the deteriorating water quality of this globally recognized wetland. Canal and streams drain water that falls in down-land areas. Moving water, dilutes and decomposes pollutants more rapidly than standing water, but many rivers, streams and canals are significantly polluted all around the world (Bailey 2002). A primary reason for this is that all three major sources of pollution (industry, agriculture and domestic) are concentrated along the running water streams. -

The annual precipitation on an average in between 200 -300 mm. The Indira Gandhi Canal Project (IGCP) has been constructed in the North-Western part of the state of Rajasthan covering a part of Thar Desert districts i.e. Ganganagar, Churu, Hanaumangarh, Bikaner, Jodhpur, Jaisalmer and Barmer. It is a multidisciplinary irrigation cum area development project aiming to do desertify and transform desert waste land into agriculturally production area. The project objectives include drought proofing, providing drinking water, improvement in environment, afforestation, generating employment, rehabilitation, development and protection of animal wealth, greenification, increase of tillable land, road construction etc. The Indira Gandhi Canal has been transforming the Western part of Rajasthan lither to, covered with vast sand dunes into a land of grainary and greenery. Crops of wheat. Mustard, paddy, groundnuts, sugarcane and cotton etc. flourish with available canal irrigation where nothing but sand rules the root for the year. The main aim of the present work is to highlight how Indira Gandhi Canal Project become the boon for Western Rajasthan. -
Floral Diversity of Thar Desert of Western Rajasthan, India

SHARMA2 Department of Environmental Science, Maharaja Ganga Singh University, Bikaner-334004 Department of Environmental Science, Central University of Rajasthan, Ajmer-305802 * Corresponding author : E-mail: [email protected] Thar desert is one of the ecosystem possessing highest biodiversity among the desert ecosystems of the world. The floristic survey of Thar desert was carried out during 2013-2015. A total of 62 families, 157 genera and 206species were documented from the area. Three most dominant families of plants in the study area were Fabaceae (29species), followed by Poaceae (26 species) and Asteraceae (15 species. The habit wise analysis of the results depicted that herbaceous vegetation (60.10%) were highest prevailing vegetation in Thar dessert followed by shrubs (16.26%), trees (14.29%) and climber (9.36%). The results of the study will be helpful for conservation and sustainable utilization and management of the plant resources of the Thar desert of the western Rajasthan.
