Name of work : Annual Maintenance for 1 (one) no. Atomic Absorption Spectrophotometer (Model AAS-55) and 1 (one) no. Gas Chromatographer (Model Bruker GC 3800) of WTP Laboratory under Surface Water based Water Supply Scheme in the Arsenic affected areas of South 24-Parganas District of 1 (one) year. 2 Location of work : At WTP, Dakshin Roypur, Budge Budge-II Block, South 24 Parganas. 3. Name and address of the : Executive Engineer, accepting authority. South 24-Parganas Water Supply Divn.-I. P.H. Engineering Directorate, C.I.T. Super Market Complex(West Side) 33 & 33/1, Moni Sanyal Sarani (Chetla Central Road) 2nd floor, Kolkata - 27 4. Estimated Value of work : Rs. 2,15,156.00 (Rupees two lakh fifteen thousand one hundred & fifty six) only. 5. Earnest Money : Rs.4,310.00 to be submitted in the form of Bank Draft of any Nationalised Bank / TR Challan / D.C.R. in favour of the Executive Engineer, South 24-Parganas W/S Division-I, P.H.E. Dte. In respect of successful tenderer, the earnest money of the tender shall be converted as a part of the Initial Security Deposit. Cheque or Bank Guarantee is not acceptable. Earnest Money is exempted for enlisted Contractors subject to production of proof of depositing Fixed Deposit to Department. 6. Eligibility to participate : Enlisted / Working Contractors of PHE Dte. Govt. of W.B./ bonafied outsiders having experience in similar nature of work will have to produce valid Income Tax / PAN, Sales Tax / VAT, Professional Tax Clearance Certificates Original/Certified copy (to be returned after verification) and submit one photocopy of each including copy of credential along with the application for receiving Tender Paper to the tender inviting authority. 7. Total Cost of Tender Documents: Rs.755.00 (Rupees seven hundred & fifty five) only. Engineering Dte., Dongaria, Dakshin Roypur, South 24- Parganas. c) Date of submission of Tender Papers – Date, Time & Place of Receipt. : 24/12/2013 upto 2.00 P.M. in the office of the Assistant Engineer, South 24-Pgns. W/S Sub-Division-I under South 24-Pgns. Water Supply Division-I, P.H. Engineering Dte., Dongaria, Dakshin Roypur, South 24- Parganas. d) Date & Time of Opening of the 24/12/2013 at 2.30 P.M. Tender : Continued to Page-2 Page-2 9. Time of completion : 1 (one) year. 10. Rate offered in tender : The tenderer should quote their rates on percentage basis i.e. above /less/at par of the Estimated Amount put to tender both in figures and in words on the body of the Schedule & WBF 2911(i/ii) where specified. 11. For the unsuccessful tenderer the Earnest Money will be refunded without any interest after issuance of work order to the successful tenderer. 12. For the successful tenderer the earnest money deposited to be converted to Security Deposit. Balance 7.5% / 8% of the accepted value of the work will be deducted from each progressive bill of work as Security Deposit to constitute total 10% of Security Deposit. 13. The total 10% (ten percent) Security Deposit will be released as per Cl. 17 of ‘Conditions of Contract’. 14. The rate to be quoted both in words & figures on percentage basis on the amount put to tender and shall be inclusive of all taxes & charges as applicable and payable. 15. Before submission of tender, tenderer(s) may visit the site to satisfy themselves about the local condition and other matters at their own cost. 16. Signatory, who will sign on Tender Document on behalf of a company or firm must produce the registered documents in respect of their competency to do so, failing which the tender will be considered as invalid. 17. The filled in tender document should be submitted in a sealed cover super scribing the name of work, N.I.T. No. & Serial No. applied for. Each sealed cover must not contain more than one tender document. 18. The rates quoted in the tender shall remain valid for 12 (twelve) months from the date of submission of tender for acceptance. 19. Income Tax & Sales Tax/ VAT will be deducted from the progressive bill as per prevailing Government Order. 20. No price escalation charges will be considered in any way. 21. The contractor whose tender is accepted shall make the formal agreement within 07 (seven) days from the date of issue of an intimation by the Executive Engineer, South 24-Pgns. Water Supply Division-I, PHE Dte. on payment of usual charges and submit the same duly signed by him/ them to this office. If the contractor fails to perform the formalities within the specified period, tender will liable to be cancelled and the Earnest Money will be forfeited. 22. The acceptance of the tender will rest with the accepting authority who does not bind himself to accept the lowest rate or any tender and reserves the right to reject in part or full of any tender received or to split up the work in different groups without assigning any reason thereof. 23. If any tenderer withdraw tender before acceptance or refuse to work within a reasonable time without assigning any satisfactory explanation for such withdrawal, the tenderer shall be disqualified to participate in other tenders for a period of one year or more. 24. Tenderer, who do not fulfill the conditions specified in these tender documents or are implement in any respect, will be liable for rejection. 25. The successful tenderer will remain liable for following with West Bengal Contract Labour (Regulation & Abolition) Rules and necessary certificates from appropriate authority to be submitted within 07 (seven) days from the date of issue of work order, otherwise the work order will be cancelled. 26. Invitation of application for issue of tender does not constitute any guarantee for issue of tender paper to the applicant even to the enlisted tenderer of appropriate class. 27. The Tender inviting authority reserve the right to reject any or all the applications without assigning any reason what-so-ever and also reserve the right to change in choice of serial(s) as applied for by the applicant. 28. Tenderer will not be entitled for any compensation for rejection of his/ her application. 29. Completion certificate should clearly indicate the description of works, value of contract, executed work value, date of award, actual date of completion etc. and name, address, telephone number of the client. Contractor should give declaration of banned/ unlisted tender/ history of arbitration/ litigation if any in his application If suppressed, his / her tender may consider to be ‘informal’ when it will be revealed. 32. The Tender Inviting Authority reserves the right to accept or reject any or all the applications and to cancel the tendering process any point of time without any obligation and assigning any reason what-so-over. 38. 01% (one percent) cess will be deducted from the bill at source over construction cost for the Building & Other Construction Works for Welfare Fund under section 18 (i) of Welfare Construction Act 1998. The construction contractors should register their firm from the Regional Labour Officers under section 18 (i) of Welfare Act 1998. 39. Provisions of Rule 47 and 47A of West Bengal Financial Rules (Vol.I) as amended Vide CG.O.No. 9600F dt. 4.10.91 is applicable for the eligible tenderers. 40. Canvassing in connection with tenders is strictly prohibited and the tenders submitted by the tenderers who resort to canvassing will be liable to rejection. (Note : Tenderers are requested to go through carefully all the tender documents including instructions given therein and enclosed hereto before filling up the spaces provided therein and signing the Tender Documents). Yeosuf Akhter1, Prasenjit Deb2 1Research Scholar, Department of Lifelong Learning & Extension, University of Kalyani, India 2Professor and Head, Department of Lifelong Learning & Extension, University of Kalyani, India Received: 14 March 2020 Revised and Accepted: 8 July 2020 ABSTRACT: Kanyashree Prakapla is one of the most valuable public service schemes introduced by the Government of West Bengal to develop the lives and conditions of girl children in providing cash assistance especially for the economically backward families. The purpose of this study is to find out whether this pecuniary assistance of one time grant of Rs 25,000 is endowing the poor families with any other benefit apart from helping to arrange marriage of their girl children. With the aid of this grant the girl children from poor family background are able to continue their much needed studies. The main focus of this scheme is to reduce child labour, child marriage, school dropouts, to increase female literacy, and to ensure women empowerment. Public library is a place from where all types of information are disseminated. The main aim of this study is to find out whether public libraries are able to disseminate information about Kanyashree Prakalpa and other public service schemes to girl students of marginalized families in order to empower them. It is interesting to note that during survey, handsome cases of early child marriages were found as the most alarming subject of further research.
