Our feedback is intended to complement the submissions provided by Universities Australia, the Group of Eight and the International Education Association of Australia, to which we have contributed. In 1923, the University accepted its first international student - a young man who was studying to become a teacher when he returned home to China. The University has been educating international students for close to 100 years and Australia has been a global leader in the delivery of high-quality international education for well over 30 years. The disruption caused by the COVID-19 pandemic for students, staff, education providers and businesses has been well-documented. While the full impact of the pandemic on the higher education and research sectors remains unknown, it appears increasingly likely that Australian international education will continue to face challenges for the foreseeable future. It is therefore extremely timely for the Australian Government, through the Council of International Education, to be leading a national discussion about what Australia’s international education sector will look like in ten years and about the short- and long-term priorities and steps that are needed to ensure Australia continues to have a strong, albeit recalibrated, international education sector, capable of delivering significant and diverse benefits for the nation. -

Inquiry into the principles of the Higher Education and Research Reform Bill 2014 Submission from Navitas Limited to the Senate Education and Employment References Committee Navitas Limited welcomes the opportunity to provide a submission to the Senate Education and Employment References Committee Inquiry into the Principles of the Higher Education and Research Reform Bill 2014 and related matters. This submission addresses three of the seven matters referred to the Committee. a) Principles of the Higher Education and Research Reform Bill 2014 Navitas supports a well-regulated, innovative, diverse, globally connected public and private education sector and believes that the Higher Education and Research Reform Amendment Bill 2014 currently before the Parliament puts fairness and choice into the system for students as well as providing reforms that allow the development of a more sustainable, ‘future ready’ higher education sector. Navitas believes that Australian higher education should be based on principles of: Student Choice By opening up access to non-university higher education providers (NUHEPs) the Bill provides students with significantly increased choices as to where, how, what and when they can study, including access to niche specialist and applied skills courses, more innovative and flexible teaching models, and linkages between students and industry. Access The Bill improves access for students from low socio-economic status backgrounds, rural and remote regions, mature-age learners, and non-traditional learners. Navitas supports reforms that will open up demand driven funding to non-university, TEQSA accredited higher education providers at both the sub-bachelor and bachelor levels. Evidence shows NUHEPs are highly skilled in delivering: Tailored, sub-bachelor programs for students from low SES and other non- traditional backgrounds. -

ASX RELEASE 15 May 2015 Navitas Enters Agreement to Jointly Own And
ASX RELEASE 15 May 2015 Navitas enters agreement to jointly own and operate the University of Canberra College with the University of Canberra Global education services provider Navitas Limited (ASX: NVT) has today announced the execution of agreements with the University of Canberra (UC) under which Navitas will purchase 51% equity in University of Canberra College Pty Limited (UCC), an existing pathway college located on the University’s main Canberra campus, for approximately $4.9m and then jointly operate UCC with UC. Under the structure UCC will be jointly owned by Navitas and UC and governed by a board of directors with equal Navitas and UC representation. UCC is already capitalised to an appropriate level to fund expected working capital needs and accordingly it is not envisaged that Navitas and UC will need to contribute additional funds to UCC. There will be no net debt on the balance sheet on acquisition. Navitas will fund the acquisition through its existing funding facilities and will equity account its share of the earnings of UCC in its Group financial statements. This collaboration will enhance UCC’s capacity to recruit more students from a wider range of countries around the world and to deliver both existing and new programs. UCC, which commenced teaching in 1998, will continue providing university pathways, English-language and diploma courses to international and domestic students - with those who successfully complete a UC College program being eligible to continue their studies in degree courses at UC. UCC diploma programs include business, business informatics, communication, design, information technology and science. UCC enrol approximately 1,300 university pathway students and 900 English language students annually. -

Overview: Value/Need for the project This proposal for an Australian Annual Higher Education Student ICT Study directly addresses ALTC’s Priority 2 – that is, proposals that deliver strategic approaches to learning and teaching that address the increasing diversity of the student body. This proposal specifically focuses on student diversity in relation to ICT capability. Its national, collaborative all-of-sector approach supports the ALTC objectives of identifying learning and teaching issues that impact on the Australian higher education system and facilitative national approaches to address these and other emerging issues. The proposal supports ALTC Principles of Inclusiveness, Long term change – through a focus on systemic change and capacity building, and Collaboration. The aim of the project is to provide a survey instrument and process that will provide information about ICT capability, use and experience of commencing higher education students in Australia. As more and more higher education institutions begin offering online courses and seek to cater for diverse student groups, the complexity of accommodating differences in student preparedness, including ICT skills, for higher education study will increase. The availability of the information gathered by this survey will enable universities to better target their programs and services to support students’ success. The significant in-kind support from the project partners in this project provides ALTC with value for money. -

Growing International Education in Regional Australia Navitas Position Paper December 2018 Navitas offers the following key points for consideration by the Council for International Education, relevant federal, state and local government agencies, the international education sector and related industry sectors regarding how to growth international education in regional Australia. Key considerations Definition and language of ‘regional’ As a leading global education provider – and one that has a substantial presence in Australia, including beyond metropolitan Sydney, Melbourne and Brisbane – Navitas is keen to explore, test and leverage ways to grow the number of international students outside of these major cities.
