These funds are therefore available for reallocation in Table 2 1.2 Balcombe Road Pedestrian Crossing Funding was allocated from the following source: Ref Development Amount CR/288/03 Hurstings And Oakhilll House Balcombe £40,000 Road Scheme is now complete 1.3 NMI0528 Maidenbower Drive pedestrian crossing (Near Playing Fields) 2007/2008 Funding was allocated from the following source: Ref Development Amount CR/433/04 Land at the junction of, Lucerne £45,000 Drive/Balcombe Road Scheme is now complete 1.4 Schemes identified in Poundhill Area Overview The following schemes were identified by the CLC as their top priorities for the allocation of S106 contributions: 1) Grattons Drive Safety Zone 2) Traffic Calming on Somerville Drive and St Catherines Road 3) Cycle route at Milton Mount School All the schemes were added to the works programme with indicative costings. This appendix includes revised costings and recommends that the Cycle route at Milton Mount School is put on hold to enable funds to be reallocated to the top 2 priority schemes. This appendix also gives details of the switching of funding between schemes to ensure that the developments that provide the funding are reasonably close to the proposed improvement. 1.4.1 Grattons Drive Safety Zone 08/09 Funding was allocated from the following source: Ref Development Amount CR/470/05 73-85 St Catherines Road £25,000 ORIGINAL TOTAL £25,000 REDUCTION CR/470/05 73-85 St Catherines Road -£10,000+ ADDITION CR/714/06 Hazelwick School +£35,000* NEW TOTAL £50,000 Work on this scheme is in progress. Preliminary consultation has been undertaken in the form of an exhibition and design work has commenced. The scheme requires a traffic regulation order to be made and the legal process for this will take some time to complete. This means that construction work is unlikely to start before spring 2009 at the earliest. *In order to allow the Somerville Drive Scheme to progress using contributions from the most appropriate developments it was necessary reallocate £10,000 from development on St Catherines Road CR/470/05 towards the Somerville Drive scheme in exchange for some additional funding from Development at Hazelwick School that is yet to be received. The scheme will be funded temporarily by a bridging loan from WSCC funds to be repaid upon receipt of the contributions from CR/714/06 Hazelwick School. It is recommended in Table 2 that the CLC support the reallocation of contributions marked + from this scheme towards traffic calming on Somerville Road. It is recommended in Tables 2 and 5 that the CLC support the reallocation of contributions marked * from the cycle route at Milton Mount School towards this scheme. 1.5 Traffic Calming on Somerville Drive and St Catherines Road. Also, the estimated cost of Grattons Drive Safety Zone has increased by approximately £25,000. Work has started on the design which means that construction should be underway in spring 2009. It is recommended in Table 2 that the CLC support the reallocation of contributions marked + from Grattons Drive Safety Zone to this scheme. It is recommended in Table 2 that the CLC support the reallocation of contributions marked * from the cycle route at Milton Mount School towards this scheme. 2 Table 2. It is therefore recommended that this scheme is put on hold until further funding becomes available to enable higher priority schemes to progress Scheme to be temporarily removed from Works Programme 09/10. It is recommended that the CLC support the reallocation of the contributions marked * towards the schemes identified in Table 1 It is recommended that the contribution marked + be made available for reallocation at a later date. 2.2 Maidenbower. Reallocation of funding previously allocated towards Oriel School Cycle Parking Facilities towards pedestrian safety improvements at Oriel School Access Funding was allocated from the following source: Ref Development Amount CR/433/04 Land at the junction of, Lucerne £11,000 Drive/Balcombe Road, Crawley The school is no longer keen to install the cycle parking facilities. It is recommended that the CLC support the reallocation of these funds towards provision of pedestrian guard-railing outside the school to encourage children to cross the road in a safer position. The side pedestrian school entrance is directly opposite Atkinson Rd. At the end of the school day, children stream across Matthews Drive into the junction of Atkinson Road and this has been identified as a safety issue. The railings would guide children to a safer crossing point. 3 Table 3. New contributions received and proposed allocations to schemes that could be added to the IWP 3.1 Note on Strategic versus Local Schemes Crawley Borough Council’s SPG suggests that they would like a split of around 80/20 between local schemes and town-wide strategic schemes, with the larger share going to town-wide schemes, although there is some room for flexibility in this approach. Served by 100. 11 Charcoal Burner, Furnace Green towards town (gallows) 12 Whistler Close, Tilgate towards town (gallows) 13 Henshaw Close, Gossops Green towards town 14 Northgate Parade towards town. Served by 100. 15 Manor Royal East westbound. Served by 100. 16 Ellman Road, Bewbush towards town (gallows) 17 Dobbins Place, Ifield West 18 Squareabout towards town 19 Haslett Avenue East towards Three Bridges 20 County Oak Retail Park (gallows) 3.1.2 Local schemes or services should be local to the contributing development, and also be an improvement that would benefit sustainable modes of transport including walking, cycling or public transport. 3.2 Maidenbower: Funding to be allocated from the following sources: Ref Development Amount CR/433/04 Land at the junction of, Lucerne £158,000 Drive/Balcombe Road, Crawley CR/322/04 Stone Court, Balcombe Road, Crawley £125,000 CR/801/04 Matthews Drive £19,000 TOTAL £302,000 The CLC asked that a pedestrian Crossing on Turners Hill road be considered. – It is felt that the crossing is too remote from the above developments and therefore it is not possible to programme the crossing at this time. 3.2.1 It is recommended that the CLC support the allocation of £158k from the Lucerne Drive Development and £22k from Stone Court Development towards improvements to Bus Route 100 consisting of Realtime information, shelters and hardstandings at 11 locations on the following roads: Station Hill, Billington Drive, Matthews Drive, Chapman Road, Harper Drive, Pallingham Drive, Lucerne Drive, Balcombe Road and Maidenbower Drive 3.2.2 It is recommended that the CLC support the allocation of £5000 from the Stone Court Development towards a feasibility study and costing exercise for Traffic calming in Church Road. 3.2.3 It is recommended that the remaining £98k from the Stone Court Development remain unallocated for the time being. Support for allocation of contributions to be sought at a later date after further consultation with Local Member and CLC Chairman. 3.3 Pound Hill: Funding to be allocated from the following sources: Ref Development Amount CR/288/03 Hurstings And Oakhilll House Balcombe £19,000 Road The schemes in Pound Hill identified above are too remote from the site, and therefore it will be necessary to identify a suitable scheme nearer the development.

An amazing 27% of all A-level grades were A* or A, with 53% of all grades between A* and B and a fantastic 79% of grades were A*-C. Thu 10th Oct: Year 11, Sixth Form Entry Evening An amazing 17 students achieved three or more straight A*/A grades Wed 16th Oct: with an extremely impressive total of 94 (63%) students scoring at Year 13, Parents’/Carers’ least one of the highly demanding top A*/A grades. Evening In addition to this our top attaining student gained a stunning A* A* A*, and another student achieved A* A* A.     Appendix C PRINCIPAL PETITIONER’S FULL COUNCIL’S SPEECH on the NO RIGHT TURN – Three Bridges Station Petition. I raised the Petition against the “No Right Turn out of Three Bridges Station” as I felt it would have a negative impact on the local community of Pound Hill, Maidenbower, Copthorne, the new Forge Wood Estate and other surrounding areas. Many of whom use this station to commute and are dropped off and picked up by family and friends. The majority use this right hand turn to exit the station. If people have to exit left and go all the way up and around the Paymaster General roundabout, which is approximately a 1.5 mile round trip -they will be using more fuel/emissions and add costs to their taxi fares. Or, it could become dangerous as people will try to cut across to the right hand lane to head towards Lidl’s to turn round or towards Tesco’s, where there is already a fair amount of congestion, particularly around the Hazelwick School start & finishing times. The local roads and houses around this area, will end up picking up, much of the returning station traffic, and St. Mary’s Drive and Chaucer Road are already busy residential roads. I feel people will try to do “U-Turns” which would also be very dangerous. Many will park and wait along the roadsides to turn back or use other residential areas e.g. Snooty Fox, Lidl’s the entrance to Trafalgar Gardens, Station Hill, St. Mary’s Drive, Crawley URC etc., to drop off & pick up.

There have been numerous Evening educational visits, including 202 Year 7 students travelling to Calshot for two days of fun, sport Fri 13th Dec: and team-building activities. Hazelwick students Year 7 Student Review Day have also experienced success at all levels in a variety of sporting endeavours. Thu 19th Dec: Ex-Upper Sixth Presentation Evening Fri 20th Dec: End of Term (1.25pm) Mon 6th Jan: Start of term (Week 2) Hazelwick Christmas Fair On Thursday 28th November Hazelwick held its annual Christmas Fair organised by our fantastic team of parent volunteers known as ‘Friends of Hazelwick’. This year we had a wide variety of stalls offering a range of products and gifts to purchase, many with a Christmas theme. Each of our Houses had a stall where they had planned activities such as ‘catch the pud’, as well as a variety of baked goods including Christmas themed cakes and cookies, all raising money for their chosen charities. Our school choir sang November Reflection: Christmas songs and there were hot drinks and mince pies to be enjoyed while walking “Action is the foundational round the fair. Overall it was an extremely well attended evening with a lovely festive key to success.” atmosphere and I would like to express my immense gratitude to the ‘Friends of Hazelwick’, Mr Croft, the Heads of House and all students and staff involved who made Pablo Picasso this such a successful occasion.
