1.4 Schemes identified in Poundhill Area

Overview The following schemes were identified by the CLC as their top priorities for the allocation of S106 contributions: 1) Grattons Drive Safety Zone 2) Traffic Calming on Somerville Drive and St Catherines Road 3) Cycle route at Milton Mount School

All the schemes were added to the works programme with indicative costings. This appendix includes revised costings and recommends that the Cycle route at Milton Mount School is put on hold to enable funds to be reallocated to the top 2 priority schemes. This appendix also gives details of the switching of funding between schemes to ensure that the developments that provide the funding are reasonably close to the proposed improvement.

1.4.1 Grattons Drive Safety Zone 08/09

Work on this scheme is in progress. Preliminary consultation has been undertaken in the form of an exhibition and design work has commenced. The scheme requires a traffic regulation order to be made and the legal process for this will take some time to complete. This means that construction work is unlikely to start before spring 2009 at the earliest.

*In order to allow the Somerville Drive Scheme to progress using contributions from the most appropriate developments it was necessary reallocate £10,000 from development on St Catherines Road CR/470/05 towards the Somerville Drive scheme in exchange for some additional funding from Development at Hazelwick School that is yet to be received. The scheme will be funded temporarily by a bridging loan from WSCC funds to be repaid upon receipt of the contributions from CR/714/06 Hazelwick School.

It is recommended in Table 2 that the CLC support the reallocation of contributions marked + from this scheme towards traffic calming on Somerville Road.

It is recommended in Tables 2 and 5 that the CLC support the reallocation of contributions marked * from the cycle route at Milton Mount School towards this scheme.

1.5 Traffic Calming on Somerville Drive and St Catherines Road.

The CLC has identified this scheme as their second local priority. £7k was allocated in previous report from St Catherines and St Annes developments, but it is now thought that scheme may cost approximately £25k to deliver. Also, the estimated cost of Grattons Drive Safety Zone has increased by approximately £25,000. Work has started on the design which means that construction should be underway in spring 2009.

It is recommended in Table 2 that the CLC support the reallocation of contributions marked + from Grattons Drive Safety Zone to this scheme.

It is recommended in Table 2 that the CLC support the reallocation of contributions marked * from the cycle route at Milton Mount School towards this scheme.

2.1 Scheme to be put on hold: Cycle Link between Milton Mount School and Hazelwick School.

It is therefore recommended that this scheme is put on hold until further funding becomes available to enable higher priority schemes to progress Scheme to be temporarily removed from Works Programme 09/10.

2.2 Maidenbower. Reallocation of funding previously allocated towards Oriel School Cycle Parking Facilities towards pedestrian safety improvements at Oriel School Access

Funding was allocated from the following source: Ref Development Amount CR/433/04 Land at the junction of, Lucerne £11,000 Drive/Balcombe Road, Crawley The school is no longer keen to install the cycle parking facilities. It is recommended that the CLC support the reallocation of these funds towards provision of pedestrian guard-railing outside the school to encourage children to cross the road in a safer position.

The side pedestrian school entrance is directly opposite Atkinson Rd. At the end of the school day, children stream across Matthews Drive into the junction of Atkinson Road and this has been identified as a safety issue. The railings would guide children to a safer crossing point.

3.1 Note on Strategic versus Local Schemes

Crawley Borough Council’s SPG suggests that they would like a split of around 80/20 between local schemes and town-wide strategic schemes, with the larger share going to town-wide schemes, although there is some room for flexibility in this approach. The would have to be a demonstrable link between any funding development and the improvement that it funds, such as proximity to the development

3.1.1 Town-wide Strategic Schemes could include:

3.1.2 Local schemes or services should be local to the contributing development, and also be an improvement that would benefit sustainable modes of transport including walking, cycling or public transport.

3.2 Maidenbower:

The CLC asked that a pedestrian Crossing on Turners Hill road be considered. – It is felt that the crossing is too remote from the above developments and therefore it is not possible to programme the crossing at this time.

3.2.1 It is recommended that the CLC support the allocation of £158k from the Lucerne Drive Development and £22k from Stone Court Development towards improvements to Bus Route 100 consisting of Realtime information, shelters and hardstandings at 11 locations on the following roads: Station Hill, Billington Drive, Matthews Drive, Chapman Road, Harper Drive, Pallingham Drive, Lucerne Drive, Balcombe Road and Maidenbower Drive

3.2.2 It is recommended that the CLC support the allocation of £5000 from the Stone Court Development towards a feasibility study and costing exercise for Traffic calming in Church Road.

3.2.3 It is recommended that the remaining £98k from the Stone Court Development remain unallocated for the time being. Support for allocation of contributions to be sought at a later date after further consultation with Local Member and CLC Chairman.

3.3 : Funding to be allocated from the following sources: Ref Development Amount CR/288/03 Hurstings And Oakhilll House Balcombe £19,000 Road

The schemes in Pound Hill identified above are too remote from the site, and therefore it will be necessary to identify a suitable scheme nearer the development.

3.3.1 It is recommended that the CLC supports the allocation of the contribution from Hurstings and Oakhill House Development towards a bus shelter with real-time information in the vicinity of the site on Worth Park Avenue at Ridleys Corner.

In addition to the amounts listed above it should also be noted that it is likely that the contributions from the Thales Development will be received within the next year, of which £372,400 is included in Table 5, and £242k would make up the remaining Fastway sum agreed with Crawley BC.

3.4.1 It is recommended that the CLC support the allocation of £20k from CR/449/05 Woodfield Road towards a project to improve and provide lighting on a cycle path at Northgate Avenue (CBC project).

3.4.2 It is recommended that the CLC support the allocation of £44.2k from CR/449/05 Woodfield Road and £25.8k from CR/158/07 Woodfield Road towards Bus Real-time Information and stop improvements on Woodside Road and Woodfield Drive, for construction in 2009/10.

3.4.3 It is recommended that the remaining contributions (£42.75k) be held for possible allocation towards the following schemes: Park and Ride, Bus Stops and Realtime information Manor Royal EASIT Improvement scheme (circa £30k) see table 5 for details. Improvements at Northgate Parade including Crossing facilities.

Support for allocation of the remaining contributions will be sought at a later date after further consultation with Local Member and CLC Chairman.

3.5 Three Bridges: Funding to be allocated from the following sources: Ref Development Amount CR/298/06 158-162 Three Bridges Road £13,000 It is recommended that the CLC supports the allocation of this contribution towards new cycle parking facilities and access enhancements at Three Bridges railway station. – This scheme will be match funded by Southern Railways.

4.1 Maidenbower: Funding likely to be available from the following sources: Ref Development CR/322/04 Stone Court, Balcombe Road, Crawley CR/801/04 Matthews Drive It is likely that the schemes identified above for Maidenbower will not use up all the available funds and therefore additional scheme suggestions are sought in the vicinity of the sites. – It is thought that there may be something like £40,000 left to be allocated.

5.1 Northgate: Thales Site Ref Address Amount CR/639/05 Thales Site, Manor Royal £614,400

The legal agreement allows the cost of the following works to be offset against the Transport Infrastructure and Sustainable access contribution above: 1) Real-time information in the relocated eastbound bus stop in Manor Royal. (Works to be carried out by the developer) 2) A new footway/cycleway from Manor Royal to County Oak (Works to be carried out by the developer) 3) Works to A2011 Crawley Avenue consisting of widening works to introduce a flare at the roundabout.

It may be necessary for Crawley Borough Council to seek a variation to the agreement to allow the remaining monies to be allocated to other schemes such as those referred to below.

5.1.1 It is recommended that the CLC support the allocation of funds towards the works specified in the agreement (numbered 1 to 3 above) These works are yet to be costed, however, the funding will be more than sufficient to cover the works.

5.1.2 The CLC is informed that £242,000 will be paid to the County Council to cover previously agreed expenditure on Fastway.

5.1.3 The following schemes have been identified through liaison with Crawley Borough Council. It is recommended that the CLC support the allocation of contributions as follows:

1) £20,000 towards Bus Real-time Information at the bus stop on Betts Way serving bus route 100 running towards the town. This scheme would be added to the Works Programme for delivery in 2009/10 subject to receipt of contributions.

2) £30,000 towards the set up of the EASIT scheme. EASIT was set up earlier this year and is essentially a business forum which has been set up to address congestion issues on Manor Royal. It involves a number of the businesses on Manor Royal as well as the Borough and County Council, economic development organisations and Metrobus. So far EASIT has carried out travel surveys, travel clinics and investigated initiatives to address congestion on Manor Royal. Contributions to date have been made from SEEDA and the Economic Partnership. It is eventually hoped that the set up will be sustained by contributions from the organisations themselves.

5.1.4 Any contributions that are not required to deliver the above schemes will be made available for re-allocation.

5.2 Northgate: Fairview Homes (second payment) Ref Address Amount CR/714/05 Fairview Homes (Leisure Centre Site) £342,000

5.2.1 It is recommended that the CLC support the allocation of £30,000 to the Manor Royal Signage Improvement Scheme.

5.2.2 It is recommended that the CLC support holding the remaining £312,000 for possible future allocation towards strategic schemes such as those identified in section 3.

5.3 Three Bridges: Ref Address Amount CR/714/06 Development at Hazelwick School £35,000

It is recommended that, subject to their receipt the CLC support the allocation of the above contribution towards a Safety Zone on Grattons Drive (as shown in Table 1), which the CLC has identified as the top priority scheme. This will allow £10k from the developments that were going to fund the Grattons Drive scheme to be reallocated to fund the Somerville Drive Traffic Calming.

The CLC is invited to suggest suitable schemes or services upon which the contributions could be spent. Any scheme or service should be local to the contributing development, or be of strategic importance and also be an improvement that would benefit sustainable modes of transport including walking, cycling or public transport.
