Sissejuhatus Euroopa ja laiemalt maailma paljudes linnades on olemas suured universaalhallid, mida on võimalik kasutada erinevate spordivõistluste, kultuurisündmuste, messide ja muude suurte ürituste tarbeks. Eestis on selline suurhall olemas üksnes Tallinnas. Eesti suuruselt teises linnas Tartus sellist halli seni veel ei ole. Suure universaalhalli rajamine on väga kulukas, makstes palju miljoneid eurosid. Ka sellise halli ülalpidamine toob kaasa suured kulud. Seetõttu ei tohi suurt universaalhalli rajada ilma eelneva tasuvusanalüüsita. Tartu Linnavalitsuse linnavarade osakonna tellimusel koostas Majanduskonsultatsioonide OÜ 2003. aastal Tartu võimaliku suure universaalhalli tasuvus- analüüsi. Käesolev tasuvusanalüüs on sama tellija poolt samalt täitjalt tellitud uus majandusanalüüs, mis arvestab vahepealsete aastate jooksul muutunud olusid. Nimetatud muutused tähendavad muuhulgas seda, et vahepealsete aastate jooksul on Tartusse rajatud või rekonstrueeritud mitmeid suuremaid spordisaale ja avardunud on ka sisetingimustes kultuuriürituste toimumise võimalused. Eesti naaberriikidesse on samal ajal kerkinud mitmeid suuri universaalhalle, mistõttu rahvusvaheliste ürituste korraldamise osas on konkurents oluliselt tugevamaks muutunud. Teisalt on muutunud Tartu linna ja laiemalt Tartu regiooni elanikkonna rahvastiku iibega seotud protsessid. Tartu maakonnas on suhteliselt kiire elanikkonna vähenemine asendunud mõõduka vähenemisega. Lõuna-Eesti regioonis tervikuna on kiire elanikkonna kahanemine asendunud keskmises tempos rahvastiku vähenemisega. Kõiki nimetatud muutusi püüab käesolev tasuvusanalüüs arvesse võtta. Käesolevas tasuvusanalüüsis püütakse muuhulgas vastata järgmistele küsimustele: kas universaalhalli rajamine on otstarbekas? kui suur võiks uus universaalhall olla? millised üritused võiksid universaalhallis toimuda? ligikaudu kui kulukas on universaalhalli rajamine? kui suured võiksid ligikaudselt olla universaalhalli tulud? millised ja ligikaudu kui suured kulud toob kaasa universaalhalli ülalpidamine? kui suurt Tartu Linnavalitsuse rahalist panust universaalhall vajab? Tartu tulevasele suurele universaalhallile ei ole veel olemas ühte ja kindlat nime. Erinevad huvigrupid on seda nimetanud erinevalt. Nii näiteks on kasutusel terminid Tartu Linnahall, Tartu multifunktsionaalne hall, Tartu Arena jms. Selleks, et käesolev analüüs ei eelistaks juba nime kasutades ühtegi välja pakutud kontseptsiooni, on käesolevas töös nimetatud võimalikku suurehitist Tartu (suureks) universalhalliks. 5 2. Tartu kaasav eelarve Tartu paljud elanikud soovivad, et Tartu oleks linn, kus inimesed tahavad elada. Paljud soovivad, et Tartu elanikkonna vähenemine peatuks ning asenduks mõõduka rahvastiku juurdekasvuga. Selleks, et Tartus oleks hea elada ja selle elanikkond kasvaks, peab Tartu pidevalt arenema. Arengu kindlustamiseks vajab linn erinevaid objekte, struktuure ja tegevusi, mis loovad linnale väärtust. Üheks selliseks väärtust loovaks objektiks, millega omakorda on seotud struktuurid ja tegevused, võiks olla kaasaegne universaalhall, kus on võimalik korraldada väga erinevaid üritusi alates rahvakultuuriüritustest kuni tipptasemel spordi- võistlusteni välja. SA Tartu Korvpallikool on Tartu vajadusi arvestades ja Tartu arengule võimalikku mootorit otsides välja pakkunud idee rajada Tartusse kahetasandiline nn Mechanical Arena. Ideed soovitakse ellu viia koostöös Tartu linna, Eesti riigi, Tartu kõrgkoolide ja erasektoriga. Mechanical Arena on Soome arhitektuuribüroo L Arkkitehdit Oy poolt väljatöötatud kahetasandiline, liigutatava vahelae/põrandaga universaalhall, kus on põhimõtteliselt võimalik erinevatel tasanditel üheaegselt läbi viia erinevaid tegevusi või korraldada erinevaid üritusi. Mechanical Arena on mõeldud väga erinevate spordi- ja kultuuriürituste, konverentside ja messide korraldamisteks ning rahvusvaheliste koostööprojektide elluviimiseks. Selline hall võiks olla Tartu sümboliks. Arvestades, et käesoleval ajal ei ole kogu maailmas ühtegi Mechanical Arena kontseptsioonile vastavat universaalhalli veel loodud, oleks Tartusse sellise halli loomine originaalne ja innovaatiline ning võimaldaks Tartut maailmas mitte ainult paremini tutvustada, vaid ka Tartu tähtsust tõsta. Nimetatud Mechanical Arena idee esitati SA Tartu Korvpallikool poolt muuhulgas Tartu 2016. aasta kaasava eelarve raames ja see idee võitis Tartu elanike interneti teel toimunud rahvahääletuse. Ka käesolev tasuvusanalüüs koostatakse nimetatud kaasava eelarve osana Tartu Linnavalitsuse tellimusel. Mechanical Arena kontseptsiooni uudsusest tulenevalt liigitub selle idee realiseerimine esialgu veel unistamiseks ja n.ö. suurelt mõtlemiseks. Unistamine ja suurelt mõtlemine on inimkonda läbi ajaloo palju aidanud. Oluline osa inimkonna arengust on saanud tõuke sellest, et kusagil on keegi üksikisik või mingi grupp inimesi julgenud unistada ja suurelt mõelda. Teisalt on unistuste elluviimisel enamasti hind. Tartu suurhalli rajamisel ja opereerimisel jääb see hind suures osas Tartu linnaelanike kanda. Seetõttu on äärmiselt oluline analüüsida, kas unistuse elluviimine võib osutuda reaalseks ja kas unistuse elluviimise hind on Tartu linnale ja selle elanikele rahaliselt vastuvõetav. 6 3. Euroopa riikide kogemusi suurte kultuuri- ja spordihallide rajamisel ja kasutamisel Tartu Universaalhalli tasuvusanalüüsi läbiviimise juures kasutati abiinfona Euroopa mõnede riikide kogemusi suurhallide olemasolu ja kasutuse osas. Riikide järgi langes valik Soome, Läti, Leedu, Sloveenia ja Horvaatia kasuks alljärgnevatel põhjustel. Soome valiti näidete hulka, sest 1) Soome rahvaarv (5,490 miljonit) on Euroopa väiksemate seas; 2) Soome keskmine asustustihedus on ainult ca 1,55 korda väiksem kui Eestis; 3) Soome on Eesti naaber, mõjutades rahvusvaheliste ürituste osas ka Eestis toimuvate ürituste hulka ja struktuuri. Soome suurimateks üldisteks erinevusteks Eestist võib pidada ühest küljest suhteliselt suurt pindala, teisest küljest aga väga kõrget majanduslikku arengutaset. Läti valiti näidete hulka, sest 1) Läti rahvaarv (1,970 miljonit) on Euroopa väiksemate seas, olles ca 1,50 korda nii suur kui Eestis; 2) Läti keskmine asustustihedus on ainult ca 1,22 korda suurem kui Eestis; 3) Läti pealinna rahvaarvu osatähtsus kogu riigi rahvastikust (35,5%) on suhteliselt sarnane Eesti pealinna rahvaarvu osatähtsusele Eesti rahvastikust (31,6%); 4) Läti on Eesti naaber, mõjutades rahvusvaheliste ürituste

Together with its development and spreading its importance grows as well. However previously conducted research on floorball from its managerial point of view is rare, especially on an international scale. The present investigation makes an attempt to fill this gap in a holistic manner. It explores the research problem of finding the potentials of floorball as a sustainably successful sport – worldwide and in the case country, Bulgaria. For this purpose the study utilizes the tasks of collecting and systematizing existing relevant data, binding floorball to theoretical frameworks of contemporary science and observing its development level and current issues globally and locally. The research uses a qualitative, ethnographic approach to obtain its goals, and includes participant observation, unstructured and semi-structured interviews. Data is analysed through a combination of qualitative analysis tools – thematic analysis, discourse analysis, content analysis, visual data analysis, etc. The primary data has been gathered in Finland, as well as in Bulgaria and consists of observation of key events and interaction with key informants.

Nevertheless, as a nation, we have existed for many thousands of years, being dominated by Denmark, Germany, Sweden and Russia at different times. We have managed to preserve our language, culture and our distinctive national identity throughout all these eras. When it comes to Estonian food culture, we can’t say that Estonian cuisine is something extraordinary.

The interactive fan experience pays tribute to extraordinary players, championship teams and the Stanley Cup® with an innovative museum that includes original video content as well as interactive content.     This book provides a unique and intriguing insight into current debates concerning the relationship between nation and state Jordan Paul as well as the political management of international image in today’s Europe through an examination of debates on nation branding and the Eurovision Song Contest. Europe is a con- tested construct and its boundaries are subject to redefinition. This work aims to advance critical thinking about contempo- rary nation branding and its relationship to, and influence on, Paul Jordan nation building. SUMMARY OF THE ISSUE The Abbotsford Centre 2017 Annual Report provides Council with an overview of the success of the operation including a highlight of the activities, trends and financial performance of the facility. BACKGROUND Spectra Venue Management (Spectra) has operated the Abbotsford Centre - a multi-use community, entertainment, cultural and sports facility on behalf of the City of Abbotsford since 2008. In 2014, the City of Abbotsford and Spectra Venue Management agreed to a new five year management and operating agreement, which included the “New Game Vision” (New Game), with enhanced community access; streamlined operating agreements; and revenue positive special events and anchor tenants. DISCUSSION In the past four years since the New Game was launched, the venue has increased community access, and generated a significant economic vibrancy for the businesses and residents of Abbotsford and surrounding area through successful event and community bookings. It was clearly another good year for the venue with 52 concerts and special events and hosting over 175,000 guests last year.
