    Brussels, Wednesday 26th of May To: Mr Virginijus Sinkevičius, European Commissioner for Environment, Oceans and Fisheries Mr Thierry Breton, European Commissioner for the Internal Market Mr Frans Timmermans, European Commission Executive Vice-President for the European Green Deal We urge the European Commission to keep its promises and propose a regulatory measure addressing the durability and repairability of printers as well as the reusability of cartridges as part of the forthcoming Circular Electronics Initiative. And we ask that the Commission rejects the proposed voluntary agreement drafted by manufacturers. The Commission's flagship Circular Economy Action Plan, adopted in March 2020, has set out to address the entire life cycle of products and tackle their premature obsolescence notably by promoting the right to repair for ICT products. In addition to mobile phones, laptops and tablets, the Plan has rightfully identified printers as a particularly wasteful product category, and has included a commitment to tackle them by means of a dedicated regulatory instrument “unless the sector reaches an ambitious voluntary agreement” by September 2020. Nearly one year later, the discussions on the voluntary agreement have not yielded any tangible results. Voluntary approaches clearly do not work. We need strong regulatory action now. We are extremely concerned by this situation. Not only because of the negative impacts of short-lived printers on the environment and on consumers but also because we are witnessing promises made being walked back on. Printers are one of the most iconic examples of premature obsolescence. Our analysis of printers in use today suggests that over 80% of them have been in use for less than 3 years, and only about 4% have been in use for 5 years or longer.

We are aware that, with the support of the European Commission, the government of Kosovo has been working and developing its first ever Civil Code. This presents a golden opportunity for affording legal protection to LGBTI persons, namely in the context of the regulation of their relationships. In its official position on Kosovo, adopted 25 March 2021 by a majority, the European Parliament referred specifically to LGBTI rights and to same-sex partnerships, welcoming the government’s work on the matter and calling for specific measures: 54.     Brussels, 24 February 2021 Declaration from Members of the European Parliament to urge the Commission and Member States not to block the TRIPS waiver at the WTO and to support global access to COVID-19 vaccines We, Members of the European Parliament, urge the European Commission and the European Council to review their opposition to the TRIPS waiver proposal at the World Trade Organisation (WTO), which serves to enable greater access to affordable COVID-19 health technologies, including vaccines, in particular for developing and middle income countries. This call comes in view of the European Council meeting of 25 February 2021 and the crucial decision to be made by all Member States at the WTO General Council on 1-2 March 2021. Since the beginning of the pandemic, the need to ensure global open access to COVID-19 health technologies and to rapidly scale up their manufacturing and supply has been widely acknowledged. However, despite efforts and statements made by the European Commission and several heads of state in support of treating COVID-19 medical products as global public goods, this has not yet translated into actionable realities. In this context, the EU’s open opposition to the TRIPS waiver risks exacerbating a dangerous North-South divide when it comes to affordable access to COVID-19 diagnostics, personal protective equipment, treatments and vaccines. The WTO decision on a potential waiver offers a crucial and much-needed act of effective solidarity, as it is an important step towards increasing local production in partner countries and, ultimately, suppressing this pandemic on a global scale.

Many of these deltas are extremely vulnerable to flooding, especially due to the effects of climate change and poor river basin management. Deltas are coastal systems formed by the contribution of water and sediments from rivers, which makes them vulnerable in double measure to climate change and other factors of global change in the territory. Its physical, ecological and socioeconomic integrity is threatened both by changes in the marine system (rise in sea level, increase in the frequency and intensity of sea storms, etc.) and by land uses and the management of their hydrographic basins (such as decrease in the river flows, reservoir sediments trapping, etc.). In Europe there are deltas of high socio-economic and ecological relevance, such as those of the Danube, the Vistula, the Rhine, the Po, the Rhone or the Ebro, many of which are suffering increasing risks of erosion, subsidence, flooding and salinization. We urge for ambition in this exercise: this is a unique opportunity to fundamentally rethink and reshape our rules to ensure fairer, greener and more sustainable trade. In this context, we fully take note of Commissioner Dombrovskis’ commitments during the hearing in early October 2020 regarding his willingness to accelerate the mainstreaming of the Green Deal across EU trade policy. Throughout this document, we make several proposals in this direction. Many of them are based on our Green Trade for All position paper from 2018, which we warmly encourage you to read. Building more resilience – internal and external dimensions Question 1: How can trade policy help to improve the EU’s resilience and build a model of open strategic autonomy? Question 2: What initiatives should the EU take – alone or with other trading partners - to support businesses, including SMEs, to assess risks as well as solidifying and diversifying supply chains? During her speech at the European Parliament Plenary debate on 16 April 2020 on the EU coordinated action to combat the coronavirus pandemic and its consequences, European Commission President von der Leyen made it clear that a “more modern and circular economy will make us less dependent and boost our resilience”. She outlined that a variety of measures, such as investing in renewables, clean transport, sustainable food and nature restoration, will be important as we recover from the Covid crisis as they will not only help the environment and the economy but will also work towards shortening and diversifying our supply chains.

The past year has been very difficult for EU citizens and businesses. The Covid-19 pandemic has upended our way of life. The transport system has been particularly hard hit, and so many transport operators in the EU have seen their passenger numbers drop precipitously. As the vaccine rollout picks up pace, we are beginning to see light at the end of the tunnel. We have a long way to go yet, but now is the time to plan for a socially, ecologically and environmentally just recovery. For such a recovery, our transport system is in need of reform. Particularly when it comes to ensuring that we meet the goals of the Paris climate agreement, we cannot return to business as usual. A crucial issue is taxation. Despite being a fundamental pillar of EU law, not all transport operators pay for the pollution they produce. Aviation produces the highest CO2 emissions per passenger km travelled, yet there is no taxation at EU level on the fuel that is responsible for these emissions. The Energy Taxation Directive, which is due to be revised this year, allows Member States to exempt airlines from tax on fuel for intra-EU flights.

The Commission also refers to the fact that Parliament and stakeholders want the EU to set an objective of ending homelessness by 2030, which Parliament most recently called for in its report on access to decent and affordable housing. 1. Why has the Commission not included a European target for reducing homelessness as a sub- target of the poverty reduction target? 2. Can the Commission explain how it will ensure that Member States will also commit to tackling homelessness under the proposed poverty target (lifting 15 million people out of poverty by 2030) – especially as the updated Social Scoreboard will not measure numbers of homeless people and therefore it will not be possible to know whether there has been a reduction in numbers to reach the 15 million target? 3. How will the Commission ensure that the proposed EU Platform on Homelessness will have a policy impact if it is not underpinned by a solid European goal to solve homelessness?     To: President Ursula von der Leyen European Commission Rue de la Loi/Wetstraat 200 1049 Bruxelles cc Executive Vice-President Frans Timmermans Commissioner Kadri Simson Commissioner Virginijus Sinkevičius Brussels, 8 February 2021 Object: revision of the Directive on safety of offshore oil and gas operations As Members of the European Parliament, we are writing to express our deepest concerns regarding the European Commission (EC) inaction on offshore drilling in EU waters. Unfortunately, despite the Paris Agreement commitments and the EU ambition to become climate neutral by 2050, and while keeping all fossils in the ground is the only way towards this neutrality, we have seen no EC proposal for phasing out fossil fuels. As Members of the European Parliament, we firmly believe that the EU and each Member State should adopt new legislation to set a path for a complete phase-out of our use of fossil energy, starting with a ban on one of the most disastrous fossil activities: offshore drilling. Offshore oil and gas exploration and exploitation are extremely expensive, but most of all, they pose a threat to both human lives and biodiversity. Beyond the obvious risk of spills, every phase of the process has dramatic environmental impacts, for instance through seismic testing, killing marine life and deafening marine animals, or almost inevitable hydrocarbon pollution during extraction and maintenance. When not properly dismantled, oil and gas platforms become marine waste, with the concrete and metal structures containing tons of contaminated water left at sea. Moreover, offshore drilling poses a real threat to the lives and livelihoods of coastal communities, disrupting their fishing and tourism activities and creating a constant danger of spills.
