BLACKSTOCK RHONDA MCALLISTER Abstract Although the First Nations Elders from the interior of southern British Columbia, Canada, recall times when grass was “belly-high to a horse,” today they worry about the deteriorated state of the grasslands. Using ethnographic and historical research methods, this paper documents recognized First Nations experts’ historical memory of the grasslands. Based on the ethnographic accounts, this paper also attempts to reconstruct the effects of colonization on the grassland ecology and First Nations culture. Secondary sources such as early settlers’ accounts and current grassland ecology research are used to augment the testimony of the experts. Two eras are described: 1) Pre-contact era (the three hundred years prior to contact); and 2) Post-contact era (1846-present). -

4 - PA - PFN - PARTNERING WITH FIRST NATIONS PFN - Background The City of Williams Lake boundary lies within the Secwepemc1 [pronounced suh-wep-muh] traditional territory and neighbours both the T'exelcemc First Nations (Williams Lake Indian Band) and the Xat'súll First Nation (Soda Creek Indian Band). In addition to the City boundary lying within traditional territory, the City of Williams Lake is home to many Tsilhqot’in (also called the Chilcotin) people. Besides being neighbouring communities, many First Nations from throughout the region choose to live off-reserve and call the city home, making significant contributions to the Williams Lake community. In addition, the city is the commercial, education and service center for on-reserve and off-reserve aboriginals throughout the Chilcotin and Cariboo region. Williams Lake is also the home to First Nation Tribal Council Offices (Carrier Chilcotin, Northern Shuswap, Tsilhqot’in) and a number of First Nations organizations including: Three Corners Health Society, Cariboo Friendship Society, Knucwentwecw Family Services, Cariboo Chilcotin Métis Association, Denisiq’I and Nenqayni Wellness Centre. These organizations provide a variety of services to First Nations communities and individuals and are involved in many of the social planning activities in Williams Lake including Communities That Care, the Social Planning Council of Williams Lake and Area and with School District No. 27 programs. The Secwepemc Traditional Territory The Secwepemc territory covers a vast area; approximately 180,000 square kilometres. The territory, traditionally, was an extensive and varied environment, although much of the territory today has been impacted by forestry, mining, mass scale tourism, and other commercial development. -

Lexey’em means “to tell a story” in Shuswap. The Lexey’em 15 magazine is the community news source of the Northern Secwepemc te Qelmucw (NStQ). The Lexey’em is a quarterly publication and is available The Road to Here: NStQ on the ‘Northern Shuswap Tribal Council’ website. Child and Family It is distributed to the NStQ communities, T’exelc (Williams Lake Band), Tsq’escen’ (Canim Lake Band), Xat’sull (Soda Creek Band) and the Stswecem’c - Xgat’tem First Nation (Canoe / Dog Creek Band) and it is 17 delivered to First Nation organizations across the province of BC. Using X-Ray Fluorescence analysis, an elemental signature for this source was generated, against which lithic artifacts from archaeological sites located across the Plateau were compared. The Arrowstone Hills source was also compared to five other lithic sources on the Plateau and Northwest Coast. It was determined that the Arrowstone Hills source is part of a geological complex that includes at least three other nearby lithic sources possessing a similar elemental signature, named here the Kamloops Fine-Grained Volcanic complex. -

The Esketemc community is opposed to the development of the Prosperity gold and copper mine. Based on past experience, after seeing the impacts of other developments within the Esketemc traditional territory, the Esketemc know that the Prosperity Mine and transmission line will have serious negative impacts on Esketemc Rights and Title. It will affect the Esketemc community, customs and sacred areas, it will affect the water, the land, the plants and the animals. Ultimately it will affect the survival of the Esketemc. Our families, our people and our communities are grieving and Tk'emlúps te Secwépemc is at the center of this pain. We know our response is to go and be present to hold healing gathering, but at this time we must be thoughtful. For the safety of Tk'emlúps and those who are gathering we must remember that we are still in the midst of a pandemic and ensure when we meet we adhere to appropriate protocols. Ceremonies, protocols, and justice are top of mind for all. This is only the beginning, Tkemlúps̓ te Secwépemc is working with their community members regarding their role as caretaker for these children. Kinship Ties and On the Land Teachings Central to 2018 Secwepemc Summer Gathering August 28, 2018 (Esketemc) – Elders, Chiefs and Secwepemc from across Secwepemcúlecw met at the Esketemc (Alkali Lake) Pow Wow grounds from August 24- 27, 2018, for the Secwepemc Summer Gathering. The goal of the event was come together to celebrate Secwepemc language, tradition and culture while visiting with relatives and meeting newly discovered relations. “We asked that our relatives park their politics for this gathering- it was not a time to discuss pipelines, treaty or non- treaty. It was a time to solidify our kinship ties and enjoy being out on the land, away from technology. From our youth to our Elders, everyone actively participated in activities such as processing salmon, traditional medicines and storytelling. There were also plenty of hands on learning- how to make an arrow head, a ribbon skirt, birch bark baskets and bull rush mats. Our people pulled together -those moments of sharing and helping one another are essential for unifying our nation. The people from Esketemc stepped up and were good hosts to our relatives from near and far.” Esketemc Kukpi Fred Robbins. On day two of the gathering, the Secwepemc Nation hosted the Gitxsan and Wet’suwet’en Matriarchs, Hereditary House Chiefs and citizens to participate in a ceremony to honour the “Jurisdiction of our Children Peace and Cooperation Treaty.” The ceremony held was to reaffirm the solid Nation to Nation relationship that is shared between the Secwépemc, Wet’suwet’en and Gitxsan regarding the 1997 Delgamuukw v. British Columbia Supreme Court of Canada decision (see attached background for further detail). -

Ignace Skeetchestn Indian Band / Simon Fraser University 1 Introduction Secwépemc oral narratives consist of two genres: First, slexéyem' are tellings of events personally remembered by the storyteller, or in some cases handed down from a member of a known previous generation who experienced the event. By contrast, stsptekwll are stories set in the ancient times of transformers. The essen- tial transformers are Coyote, Tlli7sa and his brothers, and Qweqwile' see Ignace and Ignace (2017). In addition, stsptekwll include many narratives about other animals with supernatural powers and shape-shifting abilities, and many of these stsptekwll include contests between such protagonists. An essential feature of these stsptekwll is that characters shape-shift between animal and human shape and in the course of the events of the story create the status quo of the physical, ecological, astronomical, and geological characteristics of the beings described as sentient in the story. Of course, they also entail moral-educational messages of the consequences of human action, and in that sense they are parables that serve to point out issues of present relevance. R. Ignace (2008) and M. and R. Ignace (2017) have pointed out how stsptek- wll embody Secwépemc Indigenous law by providing a moral-educational code of conduct and speaking to an environmental ethic (Armstrong, 2009), but also expressing the deeds of ancestors by commemorating ancient ancestors’ experi- ences and actions, which are in turn marked on the land and thus express the legitimate ownership of Secwépemc people of the Secwépemc homeland.
