Candidate Paşa Mustafa Özyurt (Akdeniz University, Turkey) Abstract Central Asia (CA) region consist of five countries, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, which is the core of Asian continent. Ancient Silk Road has played the critical role of connecting the East and West through the history and today. CA has a rich history, culture and nature conditions as pull factors for world tourism market. This region as a new destination is becoming more important in the international travel and tourism market. All five countries have been experiencing transition period and have been facing some domestic and international issues with respect to tourism perspective. In this study, Turkish travelers for different motivations ranging from business to vacation visiting Central Asia are asked to evaluate the region based on some personal and expectation attributes. The investigation includes some fundamental factors such as key desires to travel to Central Asia or some mind-set not visiting there. For this purpose, approximately 200 responses are gathered from persons traveling there for different motivations including business, travel and so on. Multi Dimensional Scaling is run in order to display graphically the attributes on two dimensional graphs. This research is a pioneer work that sheds light on the future studies that will be conducted by both academicians and practitioners.

Intriguingly, some of these ethno-regions have been more capable of actually exercising the formally promulgated autonomy than others. What can explain the variations across different ethno-regions in terms of implemented autonomy outcome? This dissertation develops an analytical framework that consists of a response variable, an ethno-region’s implemented autonomy outcome, an explanatory variable, an ethno- region’s inter-ethnic boundary-makings, an intervening variable, titular elites’ bargaining capacity, and two condition variables, formal arrangements of center-periphery relations and party-state relations. Prof. Dr. Mehmet YEŞILTAŞ Gazi University, Commerce and Tourism Education Faculty, Department of Tourism Management Education, Ankara/Turkey Email: [email protected] Abstract This study aims to discuss main obstacles to the tourism development in Kyrgyzstan. In this study the Kyrgyz tourism industry has been examined. It is found that Kyrgyzstan has a great tourism potential especially for winter and adventure tourism. Moreover, the country has also potential for resort tourism with its beautiful Issık Kul Lake in the middle of Central Asia. Analysis of tourism development shows that although the country has potential for tourism development, there are obstacles for this development. These are seasonality of tourism, limited market, shortages of qualified human resources, lack of sufficient number of modern accommodation establishments and political unrest. The study concludes with a number of recommendations to overcome these barriers. Key Words: Kyrgyzstan, tourism development, obstacle. Bu engelleri ortaya koyabilmek için Kırgız turizm endüstrisi incelenmiştir. Bu inceleme sonucunda ortaya çıkan bulgulara göre Kırgızistan’ın özellikle kış ve macera turizmi olmak üzere büyük bir turizm potansiyeline sahip olduğu anlaşılmaktadır. Bir başka bulgu ise Issık Göl Orta Asya’nın merkezinde Kırgızistan için resort turizm potansiyeli sunmaktadır. Kırgızistan turizm potansiyeline sahip olmakla beraber bu potansiyelin değerlendirilmesine etki eden birtakım engeller mevcuttur. Bu engeller şunlardır; turizmin mevsimsellik özelliği göstermesi, kısıtlı pazar, nitelikli personel eksikliği, yeterli sayıda modern konaklama işletmelerinin olmaması. While tourism in general, can be a business incubator and economic catalysator as well, CBT and ecotourism expand on these impacts and specifically focus on participatory aspects and empowerment of the community in their development scope. Furthermore, ecotourism utilises the touristic potential of natural resources to contribute to its conservation, while CBT also strives to preserve intact landscapes in accordance with the sustainable tourism principles. Understanding the impacts of these tourism forms on the community and the environment, is essential to identify enabling and hampering factors for a further improvement of the concepts’ contributions to conservation and development. Following up on this, the present thesis puts its focal point on the impacts and the potentials of CBT and ecotourism for nature conservation and community development in Kyrgyzstan. Therefore, the tourism development during the Soviet Era and after gaining independence has to be understood respectively in order to grasp current tourism development trends and to understand the power structures and relationships between the government, the private sector and external assistance organisations as these may indicate possible future perspectives and major obstacles for further development. Semi-structured expert interviews have been conducted to obtain necessary data about these aspects in the field.

These individuals – the guides, the porters, the guesthouse operators, and the spirited owners of local tourism firms were more than generous with their time and information. From them I learned of their deep respec t and love for the places they call home. From them I gained a greater understanding of my own community, high in the mountains of Wyoming. Although we live several thousand miles from each other, we are in many ways experiencing the same problems that come from living in mountain settings.
