Office of the Executive Engineer , Construction Division, Uttarakhand Peyjal Nigam, Didihat OFFICE OF THE EXECUTIVE ENGINEER , CONSTRUCTION DIVISION, UTTARAKHAND PEYJAL NIGAM, DIDIHAT Letter No. 515 / Nivida / 27 Dated 21 /03/2020 NATIONAL COMPETITIVE BIDDING E - Tender Notice On behalf of Chairman, Uttarakhand Peyjal Nigam (Uttarakhand Peyjal Sansadhan Vikas Evam Nirman Nigam), Dehradun sealed tenders in Two bid system, on item rate contract basis (inclusive of all material), are invited for the construction of following works in District Pithoragarh (Uttarakhand) from technically and financially capable bidders, registered with Central / any State Government / Central or any State Government Undertaking Deptt./ Government Institution up to prescribed time & date and on the portal as mentioned in terms and conditions given below- Name of Work Amount of Cost of Completion Earnest e- tender document period Money (in month) (Rs. Terms and Conditions:- 1-Bidders are required to make an offline payment for the cost of bidding document. The requisite fee shall paid by demand draft in favour of the Executive Engineer, Construction Division, Uttarakhand Peyjal Nigam, Didihat (Pithoragarh) payable at Didihat (Distt.-Pithoragarh). Online Bids must be accompanied by the electronic scanned copy of the demand draft for the amount as the mentioned in the table above. This demand draft in original shall be submitted either by registered post or by hand in the ofiice of Executive Engineer, Construction Division, UttarakhandPeyjal Nigam, Didihat (Pithoragarh) on or before the date mentioned in the tender time schedule (key dates). Failing to do so, the bids will be declared non-resonsive. 2- Bid security (Earnest Money) shall be in the form of F.D.R/C.D.R or NSC issued by any public sector (SBI &nationalized)/ scheduled banks or India post offices respectively, with maturity date at least up to 45 days beyond 4 (four) months validity period of the Bid, pledged in favor of “Executive Engineer Construction Division,Uttarakhand Peyjal Nigam Didihat (Pithoragarh).” Online Bid to be conforming, must be accompanied by the electronic scanned copy of Bid security for the amount as mentioned in the table above.The original copy of Bid security shall be submitted either by registered post or by hand in the ofiice of Executive Engineer, Construction Division, Uttarakhand Peyjal Nigam, Didihat (Pithoragarh) on or before the date mentioned in the tender time 6 schedule (key dates). Failing to do so, the bids will be declared non- resonsive. 3-Bid submission Procedures:- a) The bid documents shall be published online on the e- Government Procurement System (e-GPS) portal i.e. http:// www.uktenders.gov.in.on the date & timeas mentioned in the tender time schedule (key dates). b) All interested bidders are required to register on e-GPS portal i.e. http:// www.uktenders.gov.inwhich is free of cost. c) The bidder is also required to obtain Digital Signature Certificate (DSC) from one of the authorized Certifying Authorities (CA). Digital Signature is mandatory to participate in the e-tendaring. More information on how to obtain a DSC and also its use is available under the link “ Information about DSC” on the e-GPS portal i.e. http:// www.uktenders.gov.in.Bidders already possessing the digital signature issued from authorized CAs can use the same in these tenders, d) Bids shall be submitted online on the same e-GPS portel i.e. www.uktenders.gov.inafter signing them electronically using a Digital Signature Certificate (DSC)within the Stipulated time as mentioned in tender time schedule (key dates).online bids, ready for submission/upload, shall include bidding documents, scanned copy of cost of bidding document, bidsecurity, Affidavits & all the supporting documents in support of qualification other then rates filled by the bidder in BOQ. 4-Offline submission of Original Documents :- In addition to the cost of bidding document and bid security as prescribed in Sl No. 1& 2 above, the bidders are also required to submit in original all the documents listed in Sub Clause 4.2 of Section-III I.T.B, either by registered post or by hand, in the office of Executive Engineer, Construction Division, UttarakhandPeyjal Nigam, Didihat (Pithoragarh) up to the date & time as mentioned in tender time schedule ( Key Dates). 5-Bids will be opened in the office of the Superintending Engineer, Construction Circle, Uttarakhand Peyjal Nigam, Pithoragarh by the designated Tender Opening Committee in the presence of intending bidders or their authorized representatives on the date & time as mentioned in tender time schedule ( Key Dates). 6-The bids shall remain valid for a period not less than 120 days from the date of bid opening. 7-Bidders are advised to visit the respective sites before quoting their rates.     District Profile Pithoragarh, Uttarakhand The district of Pithoragarh lies in the north-eastern boundary of the newly created state Uttarakhand. The district has been divided into six tehsils namely Munsari, Dharchula, Didihat, Gangolihat, Berinag and Pithoragarh as per Census 2011. This has been further divided into eight community development blocks. There are 1572 inhabited and 103 un-inhabited villages and 669 Gram Panchayat in the district. The towns are Dharchula NP, Didihat NP, and Pithoragarh NPP. DEMOGRAPHY As per Census 2011, the total population of Pithoragarh is 483,439. Out of which 239,306 were males and 244,133 were females. This gives a sex ratio of 1020 females per 1000 males. The percentage of urban population in the district is 14.40 percent, which is almost half the state average of 30.23 percent. The deca- dal growth rate of population in Uttarakhand is 18.81 percent, while Pithoragarh reports a 4.58 percent decadal increase in the population. The decadal growth rate of urban population in Uttarakhand is 39.93 percent, while Pithoragarh reports a 16.33 percent. The district population density is 68 in 2011. The Sched- uled Caste population in the district is 24.90 percent while Scheduled Tribe comprises 4.04 percent of the population. LITERACY The overall literacy rate of Pithoragarh district is 82.25 percent while the male & female literacy rates are 92.75 percent and 72.29 percent respectively. At the block level, a considerable variation is noticeable in male-female literacy rate. Munsiari block has the lowest literacy male and female rates at 88.55 percent and 62.66 percent respectively.
