Contractor, Universal Access Programme (ICT for education component) Country : Vanuatu Client : Vanuatu Telecommunications Regulator (TRR) Date: Contract signed March 2015, final report Sept 2015 Value of contract : USD 45,000 Website: http://community.nuzusys.com Vanuatu’s Universal Access Policy (UAP) policy aims to provide telecommunications internet services into rural and un -served areas that are not commercially viable. The concept of schools as hubs for community ac cess is central to the UAP’s strategy, together with the provision of computer labs, class sets of tablets, solar power, broadband , and gateway servers with digital education al resources to 21 schools nationwide. Integral to the success of these programmes is training for teachers and other key stakeholders. I was lead expert in a team of three associates that won two of the 12 tenders under TRR’s open tendering procedure, scoring their highest ever technical score of 96%. We have successfully delivered the following two components: (1) Gateway Server Configuration ( Tender 6) Using open source software and based on my experience with school server technologies an d open educational resources, we designed a unique product that works as “local cloud” providing digital library and application services for the school and t he community. These include applications for local content creation, file storage and sharing, collaboration, mapping, school administration and user access management. (2) Training Workshop (Tender 12) for 63 teachers and educational officials, delivered 24 th – 28 th August in Port Vila. With my leadership we developed a training package comprising a week long workshop in Port Vila with the training modules delivered as a distance learning course. The challenge was to design a package that ensured the sup ervisors of the facilities came away with the full set of essential operating, administration and maintenance skills, but also to explore the significant collections of educational resources provided on the servers, and the local content tools. The teacher s and ZCAs should be inspired and challenged to make connections with their teaching and the curriculum, socialised into the world of “creative collaboration” and empowered with new digital literacies and local content capacities in line with the prioritie s of Vanuatu’s National ICT Policy. In the design of this training, I drew on my many years experience of ICT in education development and educator training in the region. Contractor, Schools Solar Power Project for Improving Educational Outcomes Country : Solomon Islands Client : UNICEF Pacific Dates : May 2013 – March 2015 Contract value : USD 600K Contractor’s website : http://solar4schools.org.sb Supply, installation and training services in partnership with a local solar firm. The contracting and overall programme was implemented by UNICEF Pacific through their Solomon Islands Country Office in collaboration with MEHRD and is funded by the New Zealand Aid Programme. We contractors developed innovations appropriate for community-based technology such as the “school solar team” concept to strengthen the schools and communities’ sustainable management of the facilities, and designed and delivered several centralised and site-based training workshops. Rural ICT Advisor, Rural Development Programme (RDP) Country: Solomon Islands Client : World Bank Dates : June 2014 – June 2015 (part time) re-engaged Nov 2015 ongoing Website: www.sirdp.org.sb The RDP is a multiple donor-funded long running programme of the Solomon Islands government with the objective of improve access to basic services in rural areas and the production and productivity of farmers. It does so through two main components: improving access to basic services in rural areas by providing grants to communities, and assisting farming households to engage in productive partnerships with commercial enterprises and building sector capacities. The RDP uses the Community-Driven-Development (CDD) approach, whereby communities identify priority needs, design, construct and operate their own projects and services. In 2014 I was hired to assist RDP in developing a cloud-based information management system with mobile device-based tools for project monitoring, reporting and feedback. My duties included evaluating the RDP’s work process, and coordinating with the software developer, using open source and Android technologies. I designed and facilitated training for RDP’s provincial and rural officers in operation and administration of the new system and the Android data tools, and provided and advised RDP on rural ICT matters.
