There are approximately 1,800 houses and the population is just over 4,400. In 1811 there were just 1,680 in habitants living in 366 houses. Early records of the area are available in the libraries at Haxey, Epworth and Scunthorpe for those interested in the rich history of the Parish. The Parish Church of St. Nicholas stands at the bottom of the hill between Westwoodside and Haxey and celebrated its 900 years anniversary in 1991. The top of the hill is dominated by the Water Tower which can be seen for miles around. Whilst many rural areas have lost their local facilities, the Parish has two schools, two post offices, 4 public house and various shops and services which can only survive through local support. Haxey Memorial Hall and Westwoodside Village Hall provide venues for many local activities. Mother and toddler groups, Women’s Institutes, Social Sixties, Dance Clubs, Amateur Dramatics and the Heritage Society are amongst the popular activities taking place in the Parish, whilst many other clubs and societies exist in nearby Epworth. There are also playing fields in both villages. Football, cricket, bowls and tennis are played competitively with playground facilities for the young. The Parish has a large footpaths network with approximately forty five miles of paths, enjoyed by locals and visitors alike. The Parish is also home to many small businesses providing jobs for local people. 4 HAXEY PARISH COUNCIL The Parish Council makes decisions on local issues and passes comments to North Lincolnshire Council on other matters, such as planning applications. If residents are concerned about a local problem, they should contact one of the Council members or the Clerk. Meetings are held on the last Tuesday of the month in the Pavilion at Westwoodside Playing Field. The annual report to the Parish takes place in May when all residents are encouraged to attend. Meetings are reported in the local press and the minutes are posted on notice boards at Haxey Library and Newbigg, Westwoodside and also the Parish Council’s website. • Annual Report 2016
Chairman’s Message The times, they are a-changing, as a certain Mr Dylan said many years ago. The voluntary sector is being asked, if not driven, to be more commercial as there are fewer and fewer grants available, and those that are still around are being targeted at more and more specific areas of work. I would ask the funders, government and others: Is commercial really better in the sphere that the voluntary sector occupies? That is the delivery of support and services to people and communities where there is no profit and much disadvantage! Does this philosophy run the risk of eroding the difference factor the sector brings? Such as its closeness to the service user, its focus on meeting the needs as defined by that person, the filling of gaps and making of links? VANL’s core activity, which is advice, support and liaison and representation for the voluntary sector (which has always been the core work of councils for voluntary service), is now no longer considered a priority for funding locally, which means with sadness we have to announce that VANL’s service to its members and clients is changing. Thanks to the withdrawal of our core funding, we now have to charge for most of our services. This has happened since the end of the financial year in question here, but we need all our customers to be aware that if you need our services, you may be charged for the work. We are of course keeping charges as low as we possibly can, and seeking to reduce the cost burden on our already-overstretched sector by finding new ways to earn income to subsidise our support.

The charity has enabled work across each of these components and has published several reports which have provided the basis of new legislation, government policy or practice. For the last decade, the charity has focused on developing the Safe Systems approach, and in particular leading the establishment of the European Road Assessment Programme (EuroRAP) in the UK and, through EuroRAP, the global UK-based charity International Road Assessment Programme (iRAP). Since the inception of EuroRAP in 1999, the Foundation has been the UK member responsible for managing the programme in the UK (and, more recently, Ireland), ensuring that these countries provide a global model of what can be achieved.
