Editorial. Just when you thought there was light at the end of the tunnel we are struck by a second/third wave of virus which seems to coincide with more visitors coming down, 2 to 3 weeks previously. Strange or not?? So as we prepare for another lock down of sorts Tier 2 or 3, who can keep up? We will continue as we have done since March. Avoid everyone, stay safe, wear a mask and wash our hands. Although perhaps all of that indoors is going a bit far! Lynette has posted her Parish Council report on page 4 and the Parish Council minutes are on page 10. Marian Haynes’s How to Get Help If You Can’t Go Out is on page 17. Thelma Balsdon, Audrey Jones and Martin Hurndell have been moved to write about the floods and other wet times in “Bygone Days” starts on page 30. Audre Akins has written a “Thank you” on behalf of Church. Details are on page 19. The Eco tips information are on page 25. Thanks to incredibly generous donations and support from the people such as yourself, we are currently preparing to open two new properties for client accommodation in . We currently have 123 bed spaces throughout Cornwall and with the opening of these properties, it will provide 18 more.

HAPPY NEW YEAR TO EVERYONE, THE PARISH COUNCIL ARE LOOKING FORWARD TO WORKING FOR YOU ONCE AGAIN THIS YEAR.

Thank You - I wish to start by thanking everyone in the Community who reached out to help someone last year. It was, to say the least a very unusual time for everyone. Thank you to everyone who did their bit to make someone’s life a little easier. We all had new rules and regulations to follow, sometimes really tough I know, hopefully early in 2021 all our familiar activities will be up and running once again.

My Personal Thanks – Thank you to all the Councillors and Lesley, the Parish Clerk. Even though the Councillors are volunteers, they are continually working behind the scenes such as listening to the residents worries or concerns. Not all enquiries/problems can be resolved on the spot some have to be taken to a Parish meeting. This is where all the official business takes place. The Parish meetings this year have been exceedingly difficult for everyone. I am incredibly pleased to say they have taken place and all within government guidelines. I cannot thank the Councillors enough for going this extra mile under the stress of Covid-19.

David Uglow – The Parish Council wish to thank David for all his work over the years. Again as a consequence of Covid-19 has stepped down.

Andy Ireland – We would like to welcome Andy who was Co-Opted on to the Parish Council in December. We are all looking forward to working with him, Andy will be a great asset to the Parish Council. He is in contact with many people across the Parish which will help him have a good overall picture. Andy has two young children at Warbstow school which is another good link for the Parish Council. In Andy’s words `I would like to give something back to the Parish`

…defibrillator, the battery was not staying a full strength. A replacement one was sent while it was being checked, so we always had one available for use. Ours has since been returned after a full service and the battery indicator is now functioning correctly. All three Parish defibrillators are checked weekly by Jan Carter () Terry Luckwell (Canworthy Water) and Myself (Warbstow) and monthly reports sent to the South West Ambulance Trust to ensure that they are always ready, should they be needed.

The extra Car Parking Spaces have now been completed outside the Community Hall. New fencing and gates are now in place at the front and the top field of the school. The Parish Council submitted a request for yellow lines to be placed at the front of the school, this will ensure better safety for the children, parents and residents during school hours.

New road signs etc. have been installed, placed around the Parish and with road mark- ings renewed, hopefully this will help to make it safer for residents and road users. This work is ongoing throughout the Parish and we welcome any suggestions you may have. The Salt bins in Warbstow have now been refilled.

New Notice boards have been placed in Warbstow and Trelash you are welcome to post up to date information in these. Please remove items after the event or timeframe to which they relate.

The Parish website and Facebook – Lesley and the Councillors are working hard to get as much information to you as possible. There has been a great deal of this from including the current situation, local develop- ment and how this may affect you. 2. Risk Assessment - Cllr Hutchinson thanked everyone for their attendance. Cllr Shute and Cllr Hutchinson have both produced risk assessments for the hall and for the meeting.

3. Co-Opt - Andy Ireland had formally applied to be co-opted onto Warbstow Parish Council. He was accepted as a member of the Parish Council, proposed by Cllr Hutchinson and seconded by Cllr Shute. The Declaration of Acceptance of Office of Councillor was completed, together with the Register of Interests which will be sent to Cornwall Council. Cllr Hutchinson reported that David Uglow had chosen not to stand for co-option as he is unable to attend meetings at the moment, due to the present situation. Cllr Hutchinson thanked David for all his work over the years and he will be missed on the Parish Council.

Bank Signatories – Cllr Hutchinson reported that David Uglow will be removed and Andy Ireland added.

Community Infrastructure Levy (CIL) – Cllr Hutchinson explained that this is the Planning charge from Cornwall Council. Warbstow are in zone 5 and are therefore not charged but we do receive a payment, £2,315.25 received in November. Payment is made twice a year, if it is due and will not be the same amount every year. We however, have restricted spending requirements on this funding, as detailed in the CIL. Councillors discussed these at the meeting. We have 5 years to spend this money. If it is not spent or spent incorrectly it will need to be paid back to Cornwall Council. Agreed by all The Parish Clerk, Cllr Hutchinson and Cllr Shute all signed the funding agreement.

Cllr Hutchinson welcomed Sharon Hawken to the meeting.

9. School – Expression of Interest Councillor Hutchinson reported that we had been asked to consider completing an `Expression of Interest` for the yellow lines outside the school. This is for the safety of the children/staff/parents and others, as it will stop people parking there. Currently the school are putting cones out during the week and this has enabled the children/staff and parents to safely walk along the road to the school entrance. Cllr Hutchinson has spoken with the immediate residents and they agree that due to the safety and congestion that this would be a good idea. All in agreement Cllr Hutchinson to sign and forward to Tina McGrath. Stuart Ellis has reported that they have not had any Covid 19 cases in pupils or staff this term.

10. Mission - Peter Jeffs has been in contact, he is hopeful that everything will be finalised by the end of April. All documents are currently with his solicitors. Cornwall Council have confirmed that all invoices are not payable by Warbstow Parish Council.

11. Planning - Cllr Bolt left the meeting at 19:52 a. PA20/06493 Land South East of Mill - Sharon Hawken reported that the caravan is 36 metres from the river, no visibility from the road and it won’t be seen from properties either. Cont….

PA20/09578 Land East of Trewena, Warbstow - The Parish Council discussed this at length however we still feel that the existing entrance to the field could be widened if necessary, rather than putting in a new entrance. Cllr Bolt was asked to re-join the meeting

13. Follow Up Items a. Defibrillators - The Warbstow Defibrillator has now been reset as there was a problem with the battery draining too quickly. It has been returned and is now fully functioning. Canworthy Water phone box will have a visible backup earthing rod installed as soon as possible.

b. Notice Board - The Parish Clerk reported that insuring both notice boards would increase the policy by approximately £5. However, Zurich have added the notice boards and waivered the fee for this year. Cllr Hutchinson thanked Tim and Jan Carter for putting up the Trelash notice board. c. Road Surface - Cllr Luckwell reported that Cornwall Council have confirmed they will be carrying out remedial work before Christmas on the road surface between Canworthy Water and Warbstow. More permanent work will be carried out in the New Year. Cllr Hutchinson thanked Cllr Luckwell for all his work on this. d. Website Accessibility Statement - Cllr Hutchinson thanked Cllr Carter for producing this statement which is now on our website. e. - Cllr Hutchinson stated that this should be confirmed in January/ February and there are no changes to Warbstow Parish at present. f. War Memorial - Cllr Hutchinson thanked Cllr Bolt for cleaning of the war memorial and bus stop. She also thanked David Uglow and Winston Grigg for cutting the hedges. Also, she wished to thank Cllr Shute for organising the Wreath. g. Dog Fouling signs - The signs have now been purchased and have been put up in Trelash. Cllr Carter would like to thank Elizabeth Molyneux-Dickinson, Neighbourhood watch for her help on this.

.. A resident has commented about the brambles on part of the Parish Green. All in agreement Cllr Hutchinson to ask Matt Uglow if he could cut this.

Salt Bins -The Clerk reported that Highways had apologised as they had omitted Warbstow grit bins from their schedule. They reported that the bins have now been checked and have a volume of salt in them. They have confirmed that the bins will be refilled at the next opportunity. However, it was reported at the meeting that the bins are nearly empty. The Clerk will report this back to Highways and ask them to be refilled as soon as possible.

WARBSTOW CHURCH SERVICES Warbstow Church contributed to collecting food for a Christmas meal for those unfortunate to have lost their jobs & unable to feed their families. We collected enough for 3 boxes with surplus Christmas puddings and jars of cranberry sauce to add to other boxes. These will be delivered all over Cornwall by various groups, social services, food banks, churches etc in time for Christmas. A big THANK YOU to all who gave so generously. Audre.

CCOMMUNITYOMMUNITY CCENTREENTRE DDEFIBEFIB It is with regret that due to the ongoing Covid19 restrictions Mr Ellis has felt it necessary to lock the gates from the Community field to the front of the Community Centre. The result being that there is now no direct access from Bury Close across the field to the Defibrillator. The nearest Defibrillator, should you need access to one, is in the telephone box by the bus stop. I asked whether the gates could be left unlocked out of hours but I was advised that this may be reviewed after Covid restrictions are lifted but it is not a public right of way. I pointed out that the gates will need to be unlocked when we resume functions at the hall to facilitate access to the fire assembly point at the front of the Community Centre car park. Mr Ellis advises that this will be addressed when the functions resume. GJB

MODERN TECHNOLOGY USED WELL IN LOCKDOWN HAS BEEN REALLY HELPFUL TO OUR RESIDENTS

Cornwall Council is following the many Facebook pages that have been used around the county to such advantage in lockdown, sending out community supporting information to all its local residents in these difficult times. Our own WACH Facebook page has developed in this way too and has served as a valuable access point to provide information on local kind residents contact details who are able to collect shopping and run errands for those who can’t. We have posted information on local business opening hours, Covid 19 security procedures and home delivery food supplies services, posted the link to the June Warbstow District News magazine when a print run for door to door circulation was not possible for normal distribution and connected residents generally looking for help.

This Facebook page IS NOT a social media chat site but has proved to be a valuable community tool at a time of difficulty, which was demonstrated again very recently when we were informed of local opportunist thefts in our area, by posting an immediate alert on the Facebook page that was viewed by 129 in the first hour and over the next few days by well over 700, perhaps not all local we know but helping many to be watchful.

CANWORTHY WATER FLOOD - AUDREY JONES

June 1993 was the first flood I remember; I think it was the third day of the Royal Cornwall Show. The Filling Station at Bridge Park was flooded to about 2ft (it didn’t get into the petrol pumps). The water stopped short of the shop steps. A daring young man enjoyed driving his tractor at speed through the water outside Deer Park which caused the water to splash all up the windows!

The second major flood was on August 16th 2004 at about 4pm. I had been down at Crackington having a swim but a heavy shower sent me home. By the time I got home the road was wet but not running water at the sides of the road. As I went into my house the telephone rang – it was my daughter to say what a dreadful shower they had had at Tresparrett. I looked out of the window and said, “my goodness there is water coming along the road”. The next minute it had entered the house. The water reached a level up to my knees. In my dining room the window faced the force of the water coming from behind the house and was shoulder high outside. It was a very strange feeling as though I was under the water level.

Struggling to get to my wellingtons, I climbed up the stairs together with my corgi dog (short legs). Looking out of the window I saw gas bottles, bags of coal, logs and dustbin all floating about. Cont….

….On the forecourt a new tractor was half buried and a car and van. A helicopter hovered overhead but I was rescued by two 6ft firemen. Unlike Noah I hadn’t a dove to send out to bring back an olive branch but I watched a little plant which was drowned slowly come into view.

I thought thank God it is going down.

The next day Rosemary Wheadon and I took a stroll over the road towards the ‘Iron Bridge’, debris everywhere including a little pink welly boot and a tin with a key in, which I knew was Dulcie Bright’s.

There was a great sense of all in the boat together (pardon the pun). Peter Strickland’s donkey and goat were huddled together in the corner of their house, his two dogs he said were in his house swimming and his two hens had made it safely to the roof of their house. Sadly, the cockerel, Oscar, didn’t make it. A farmer, swept away by the force of the water, caught his foot on a tree branch. This undoubtedly saved his life. Audrey Jones also remembered Further back in time, Canworthy Water had floods. The roads would not be passable. People would gather by the Sunday School to see how far the water would reach. I remember this around the 1950-60's time. Word would get around that the floods were out, and off we would go down from Warbstow.

There would be a massive cleaning up operation when the situation improved. Cont….

…...Canworthy Water bridge was always a popular meeting place for the local young people, especially after Chapel on a Sunday night, after the service had finished. There would be great disappointment when some were marooned on the opposite side from their date!

Twelve months after Rev. Danny Wheadon held a barbecue in the paddock for all the village. Memories were shared and slowly repairs and renewals were put into place.

Work was done by The River Authority, and alterations were made to the bridge, The but the times and dates of these are unclear.

Thelma Balsdon writes; Everyone is aware of the 2004 floods affecting Boscastle. It is well explained in the book, “Boscastle 16th August, 2004, the day of the flood”. Boscastle made World headlines. This book also details the dramatic rescues in Canworthy Water. A local family, dad, mum and baby were winched to safety by helicopter, after being stranded on top of a 4 x 4. At one point, the helicopter trying to locate them, appeared to be heading away. A tyre was set alight to attract the crew's attention.

MORE BYGONE DAYS REMEMBERED

Martin Hurndell was moved by Thelma’s Bygone Days piece to write again.

Friday night in our flat when I was a kid was bath night.

My dad would go downstairs and into the back yard, take the bath off the wall and bring it upstairs to the scullery where he would fill it with hot water with a hose from our ancient Ascot.

My mum would be the first in followed by my dad, then my sister and lastly me. We all used the same water which was only luke warm by the time it was my turn and also bit 'scummy' however a bucket of hot water and a stir livened it up. When we were all done my dad would empty the bath down the sink with a bucket and return it downstairs to the yard and hang back on the wall.

As we got older my sister went dancing on a Friday night and my mum and dad went to the pictures (cinema). I had bath night all to myself. Like my Dad I brought the bath up from the back yard but put in the parlor in front of a blazing fire. I pinched a bit of my dads whisky which although he did not drink he always received a bottle from the gaffer of the navvy gang of contractors used in his job. I also pinched a couple of his cigarettes. He gave me half a crown (12 1/2p) one day and told me to buy my own cigarettes and to stop pinching his! Also he must have realized I was drinking his whisky as I been topping the bottle up with water although he never said anything. Cont….

…..It was absolute and complete luxury, there is something about bathing in front of blazing open fire with a glass of whisky having a smoke with even a bar of chocolate whilst watching some rubbish on television (that's not really changed a lot), it was my favourite night of the week, I looked forward to it. Happy BYGONE days.
