January 2017 Board approved resolution recommending the formation of a community college district located in eastern Idaho, consisting of Bonneville County and known as the College of Eastern Idaho. June 2017 Board approved the trustee zones for the College of Eastern Idaho APPLICABLE STATUTE, RULE, OR POLICY Sections 33-2106, Idaho Code BACKGROUND/DISCUSSION Bonneville County Commissioners certified the May 16th election results approving the formation of the community college district in eastern Idaho on May 23rd, 2017. Pursuant to Section 33-2106, Idaho Code, immediately following the establishment of a new community college district, the State Board of Education is required to divide the district into five trustee zones and appoint one member per zone to the new board of trustees. The new members serve until the election of their successors. At the first election of trustees after the creation of a district, two serve for terms of two (2) years each, and three (3) serve for terms of four (4) year each. Thereafter the successors are elected for terms of four (4) years. Elections of trustees of community college districts are biennial in even-numbered years. On May 31, 2017, the Board issued a public call for candidates to serve on the first College of Eastern Idaho Board of Trustees. Cover letters and résumés of interested applicants were collected through June 23, 2017. Fifty-four individuals applied. The distribution of candidates by trustee zone is as follows: Trustee Zone 1 6 Trustee Zone 2 9 Trustee Zone 3 11 Trustee Zone 4 10 Trustee Zone 5 18 PPGA TAB 1 Page 1 PLANNING, POLICY AND GOVERNMENTAL AFFAIRS JULY 5, 2017 At the June 2017 Board meeting a subcommittee consisting of Board members Atchley, Hill and Westerberg was formed to review the candidates for the College of Eastern Idaho Board of Trustees and bring forward a recommendation to the full Board. The subcommittee considered candidates based on four (4) criteria: 1. Involvement in and support for the overall effort to approve the College of Eastern Idaho. 2. History of public service. 3. Ensuring that the membership of the new Board of Trustees is diverse and representative of the community. 4. Links to regional business and industry. The recommendations submitted by the Board subcommittee are contained in the following motions. IMPACT Appointment of the initial Board of Trustees will allow the College of Eastern Idaho to be established and determine initial decision points, such as, setting the tax rate, hiring a President, setting an annual budget and beginning course offerings for the Fall 2017 semester. I served as board chair during our bond elections in which four new elementary schools were built and the new successful project-based high school, Compass Academy, was envisioned and opened. As chair of the Energy Facility Contractors Group, I lead my peer nuclear facility training managers throughout the country in collaborative initiatives that drive efficiency and effectiveness in technical training programs for the Department of Energy. During my participation in the College of Eastern ldaho Study Panel, the need for a community college in Eastern ldaho was clear and even compelling. Participating as a board member would provide another opportunity to give back to this great community and provide the link between k-12 and a highly qualified workforce. As a successful non-traditionalstudent, I clearly understand the need and value of a community college in Eastern ldaho. During his time on the board, four new elementary schools were built and a successful project-based magnet high schoolwas envisioned and opened. He has education related experience at the local and state levels, having spent several years working with state legislatures on school related topics. He has served on advisory boards for programs at Eastern ldaho Technical College and ldaho State University. His professional experience includes proposal development, implementation, management, and closeout of technical projects.
