1. SITUATION OVERVIEW

A new potential cyclone has entered the Philippine Area of Responsibility (PAR) yesterday, December 16. Tropical Depression (TD) with local codename “Onyok” is reported to be still too weak and far to directly affect the country.1

At 2:00 pm today, the center of Tropical Depression “ONYOK” was located based on all available data at 535 km East of Hinatuan Surigao Del Sur.2

“NONA” hasnow weakened into a Low Pressure Area (LPA). All Public Storm Warning Signals (PSWS) have been lifted. However, the LPA is expected to bring light to moderate rains and isolated thunderstorms over Metro and the rest of Luzon.3

According to the final bulletin form PAGASA issued at 11:00 am, 17December 2015the centre of the LPA (formerly Nona) was based on all available data at 75 km West of SMBA, Olongapo City, Zambales. It is expected to leave the Philippine Area of Responsibility tomorrow Friday, 18 December.

 Key data on affected populations Based on National Disaster Risk Reduction and Coordinating Council (NDRRMC) data4: - A total of 165,554 families were pre-emptively evacuated in five regions (Regions IV-A, IV-B, V, VII and VIII). - About 15,336 families in 6 cities, 137 municipalities in 17 provinces are still being served (inside 248 ECs: 12,229 families, outside ECs: 3,107 families). - There are 8 fatalities and 12 injured. - As of 16 December, a total of 2 cities and 62 municipalities are still experiencing power interruptions. - Communication lines in Northern Samar are out since 8:00 PM 14 December. There is intermittent cellular signal interruption in the regions affected. - 8 domestics flight were cancelled on December 16, 2015. - A total of 109,065 houses were damaged in Regions IV-A & B, V and VIII (totally - 13,330/ partially - 95,735). - Estimated cost of damage in infrastructure and agriculture is PhP 320,025,710.96 in the same regions affected. - The National DSWD distributed various food and non-food items in Albay, Sorsogon, Camarines Sur, Eastern Samar, Biliran and Catarman (10,700 bags of rice, 200 boxes of cereals, 9,000 family food packs, 140 rolls of tarpaulin). - DSWD Field Office distributed 2,400 rice sacks to 5 provinces (Camsur, Camnorth, Catanduanes, Masbate and Sorsogon). - A State of Calamity has been declared in Albay and Sorsogon.

- News reports as of this morning (December 17) states Bulusan and Irosin (Sorsogon), and Pinamalayan (), Corcuera (), and Cabanatuan are in a State of Calamity.

Updates from several dioceses are as follows:

Diocese of Catarman: - 493,028 individuals from a total population of 589,013 are affected. - 24 municipalities are affected, the hardest hit being the 20 coastal areas - In all 24 municipalities in the province affected and now under a State of Calamity, 141,234 individuals were displaced to evacuation centers, although many are now returning home. Further, the Provincial Disaster Risk Reduction and Management Office (PDRRMO) hasreported 79,768 partially damaged houses and 20,153 fully damaged, although this number has yet to be validated.5 - Immediate needs are food and shelter. Water and medicine also reported needs. - Flights have resumed in the Tacloban, Leyte airport and Catarman, Northern Samar airport.All major roads from Tacloban to Catarman are clear and opened.6 - There is no electric power but the DSAC has a generating unit. - There are no signals from mobile networks - The regional DSWD has distributed food packs Diocese of Sorsogon - There are 593 totally damaged houses and 1,309 partially damaged - 6 municipalities along the coastal areas are badly hit - Bulusan and Irosin are under State of Calamity - There is no electricity - The diocese has started distributing food packs for 300 households.

- NASSA/Caritas Philippines RAT is currently enroute to Sorsogon Apostolic Vicariate of Calapan - There are 32,535 households or 140,084 individuals affected - There are 87 Evacuation Centers - There are 12,130 totally damaged houses, and 8,423 partially damaged houses - Damages to crops is as follows: rice PhP 16.244 million, banana PhP 176.356 million, HVC – 9,641,450 million - There is flooding and overflow of two rivers in Calapan City and Baco - Parishes are being mobilized for relief operation - Calapan and Pinamalayan are under State of Calamity Diocese of Romblon - The Municipality of Corcuera is under State of Calamity - In the parish of Our Lady of Mt. Carmel, San Agustin, Romblon - 176 partially damaged houses, and 27 totally damaged - 63 damaged motorboats - 274 families in evacuation centers - In the parish of Our Lady of Immaculate Concepcion in Sibale, Romblon: - 2,290 partially and totally damaged housessuch as in Barangays Bgy. Poblacion (232), - Dalajican (108), Masadya (70), and Sampong (109). 8 chapels were also totally damaged - 11 persons injured - Agricultural crops are damaged - There is intermittent telecommunication lines in Concepcion - In St. Joseph the Worker Parish, in Corcuera, Romblon: - 841 partially damaged houses - 280 totally damaged houses - Agricultural crops are damaged - 156 families in the evacuation centers - In St. Jude Thaddeus Parish in Alegria, Corcuera, Romblon: - 46 damaged houses, 132 families in evacuation centers - 8 partially damaged chapels - 1 totally damaged chapel - In St. Gabriel the Archangel Parish, Calatrava, Romblon: - 270 partially damaged houses - 16 totally damaged houses - 37 families or 193 individuals in evacuation centers - Damages to fisheries is estimated to be PhP 100,000, to crops is PhP 150,000. - In St. Andrew Parish, San Andres, Romblon: - 18 partially damaged houses - 11 totally damaged houses - Expressed needs are food and shelter Diocese of Masbate - Ticao Island, in Monreal: - 1,252 partially damaged houses - 1,039 totally damaged houses - In San Jacinto – 161 totally damaged, 730 partially damaged houses - In San Fernando – 91 totally damaged, 287 partially damaged houses - The diocese has requested for assistance from NASSA/Caritas Philippines

The security and political situations in the affected areas are generally normal.

2. CARITAS RESPONSE

NASSA/Caritas Philippines is closely coordinating with the dioceses along the Typhoon Melor (Nona) track for updates on current situation and needs. As previous responses initiated by the national Caritas, minimum standards for humanitarian response are being maintained.

A Rapid Assessment Team (RAT) is enroute to Sorsogontoday. Other teams are also for deployment to Oriental Mindoro and Catarmanwhile there is another on standby for possible assessment in other areas.

SitRep #1 (16December) of CRS reports the deployment of assessment teams and response to Northern Samar with 3000 shelter tarps, 2500 shelter kits and 500 shared toolkits from prepositioned stocks; 40 staff are being mobilized for deployment to Northern Samar.

Caritas Manila is also sending through NASSA /Caritas Philippines 500 food packs to Calapan while Haiyan (Yolanda) dioceses from Palo, Calabayog, and Borongan are also extending assistance to Catarman.

3. COORDINATION

NASSA/Caritas Philippines is coordinating with UN OCHA, CI MOs, Office of Presidential Communications Group, Philippine Information Agency (PIA), and START NETWORK by providing information.

As with previous emergencies, the national Caritas has been in close coordination with church-run Radio Veritasas well as with Caritas Manila and SimbahangLingkodng Bayan (SLB) for updates and information-sharing.

4. MEDIA AND COMMUNICATIONS

Regular updates about the typhoon are being provided through SMS, electronic mails and the social media sites of NASSA/Caritas Philippines. A Press Release has also been disseminated to the media this afternoon.

5. PLEDGES AND CONTRIBUTIONS

As of the moment, all dioceses are accessing funds through their local Alay Kapwa funds. Meantime, a total of PhP 1.5 Million had been disbursed by NASSA/Caritas Philippines to augment the relief operation of the Dioceses of Sorsogon andCatarman, and the Apostolic Vicariate of Calapan. The local fund is being mobilized to support the emergency responses in the affected priority dioceses.
