REQUEST FOR INFORMATION TITLE: Operation and Management of a Downtown Parking Program, Including Event Parking Management Fayetteville, North Carolina Responses will be received until: 5:00 p.m., Friday, March 15, 2019 Contact: Kimberly Toon, Purchasing Manager City of Fayetteville Finance Department - Purchasing Office 433 Hay Street Fayetteville, NC 28301 [email protected] 910-433-1942 INTRODUCTION The City of Fayetteville Public Services Department is issuing this Request for Information (RFI) to allow qualified firms an opportunity to provide input on the future parking operations, to include event parking, in the City’s downtown area. Walker Consultants recently completed draft recommendations for revisions to downtown parking that include a transition to paid on-street parking and paid event parking (attached). The City is soliciting statements of interest and qualifications from consultant firms interested and able to assist the City in this transition of its downtown parking program and in the subsequent operation thereof. The City is considering contracting with a qualified firm to manage all elements of its downtown parking program, but is seeking information to determine if there is sufficient interest from firms with the capacity and knowledge necessary to successfully take on this scope of work. The main objective of this RFI is to consider the ideas and recommendations provided to frame the desired approach for an anticipated RFP to follow. This Request for Information does not constitute a Request for Proposals (RFP) or Request for Qualifications (RFQ) as no selection will be made based upon responses. Furthermore, responding to this RFI is not a requirement of, nor does it preclude firms from later submitting on a RFP that may arise. RESPONSE TO RFI GUIDANCE It is requested that the responses be submitted in the format indicated below and should not exceed 10 pages or 5 pages double-sided: Section 1 – Cover Letter (1 page) 1. Firm name, year established, address, telephone number, email address of contact person, type of ownership, and size of company. 2. Summary of firm’s qualifications. Section 2 – Approach and Understanding (maximum 3 pages) 1. Include a narrative discussion of your approach to operation and management of parking services, including event parking. Describe how your approach could best manage the downtown parking program as it transitions to paid on-street parking and paid event parking. 2. Include your experience with operation of programs and implementation of strategies, including hardware and technology improvements, to maximize use of the City’s parking assets. Provide information on methods to incorporate parking RFI – OPERATION AND MANAGEMENT OF A Page 3 of 6 DOWNTOWN PARKING PROGRAM, INCLUDING EVENT PARKING MANAGEMENT assets owned by other entities (private/state/county owned) into the City’s parking program. State whether you would anticipate completing all implementation and operational services in-house or if you would intend to use sub-consultants. Identification of specific sub-consultants is not required. 3. State any assumptions you made regarding parking program management and strategies that are included in this submittal. Section 3 – Personnel (maximum 3 pages) 1. Specify professional qualifications of key management and staff personnel with experience and responsibilities outlined in your Approach and Understanding concentrating preferably on area of expertise instead of names of individuals. Identify specialty, level of expertise, education and any direct work experience on projects similar in scope. Section 4 – Past Experience (maximum 3 pages) 1. Summary of up to five (5) similar jurisdictions or programs for which your firm was responsible for the operation and management of parking services, including event parking. At least one shall reflect the approach presented in Section 2. Each of the project summaries should include the following: a. Description of the project, including: name of client, dates work started and completed, original fee, list of any change orders, final fee b. List of personnel and their role on the project. c. Any sub-consultants used and their assigned responsibilities with percentages of work they completed. d. Approach that was used with pros/cons analysis. e. Any special considerations or lessons learned from the program. Response Format: A written response should be submitted in the format outlined herein. Each response will be helpful in determining the next steps the City may undertake in the operation of the downtown parking program. A total of (5) hard copies of the response shall be submitted and a digital (pdf) copy emailed to [email protected]. Proposal Submission: Responses to this RFI shall be submitted no later than 5:00 p.m., March 15, 2019. NOTE: The response to the RFI should be limited to a maximum of 10 pages or 5 pages double-sided (8 ½” X 11, font size 10 or larger). All questions regarding this RFI shall be submitted in writing to the attention of Kimberly Toon, Purchasing Manager by e-mail at: [email protected] by 5:00 p.m., March 7, 2019. Firms are expressly prohibited from contacting any City of Fayetteville officials, employees, or any other party associated with this Request for Qualifications except as noted above. Communication regarding this Request for Qualifications via any medium other than the designated e-mail address above, including phone, personal visits, etc., is prohibited. Violation of these provisions may result in immediate disqualification of the submittal. General Comments: 1. Any cost incurred by respondents in preparing or submitting a response to this RFI shall be the respondent’s sole responsibility. 2. All questions properly submitted will be compiled and responses posted in a timely manner through the following website: http://fayettevillenc.gov/government/city- departments/finance/purchasing/bid-opportunities. 3. The City of Fayetteville reserves the right to reject any or all packages received or to request additional information as may be needed.
