Res. 20- I j A HOUSE RESOLUTION Congratulating Ms. Antenille Mendiola Santos on being selected as the 2018 CNMI Teacher of the Year and commending her for dedication and devotion to providing her students with a quality education. 1 1 WHEREAS, the 20 h Northern Marianas Commonwealth House of 2 Representatives is deeply honored to recognize Ms. Antenille Mendiola Santos for 3 dedicating a significant amount of her time and devotion to give students in the 4 Commonwealth a quality education; and 5 WHEREAS, Ms. Antenille Mendiola Santos was born on June 16, 1982 6 on the beautiful island of Rota and raised by proud parents Antonio Lizama 7 Mendiola and Fidelia Maratita Mendiola; and 8 WHEREAS, Ms. Antenille Mendiola Santos has been married to her 9 loving and supportive husband, Mr. Jaime A. Santos and is blessed with a 10 wonderful daughter Aliah Roma M. Santos; and 11 WHEREAS, Ms. Antinelle Mendiola Santos attained her Bachelor's 12 degree from the University of Hawaii at Manoa; and 13 WHEREAS, after obtaining her Bachelor's degree, Ms. Antinelle 14 Mendiola Santos returned to Rota in 2009 and has been teaching at Rota High HOUSE RESOLUTION20- 'g 1 School (now Dr. Rita Inos Hocog Jr. Sr. High School); and 2 WHEREAS, Ms. Antenille Mendiola Santos found her calling as a 3 teacher upon her return to Rota and has been teaching for the past eight years; and 4 WHEREAS, Ms. Antenille Mendiola Santos teaches both within the 5 classroom and online for all CNMI students in which she has been an online 6 technology instructor for Saipan, Rota and Tinian for the past three years; and 7 WHEREAS, Ms. Antenille Mendiola Santos was previously selected as 8 the Dr. Rita Hocog Inos Jr. Sr. High School and through her continued hard work 9 and dedication in providing quality education to her students earned her the title of 10 2018 CNMI Teacher of the Year; and 11 WHEREAS, aside from being an accomplished and effective teacher, Ms. 12 Antenille Mendiola Santos is also known to students, parents, staff and the 13 community as an individual who cares deeply for her community and the well 14 being of others; 15 NOW THEREFORE, BE IT FURTHER RESOLVED, that the Speaker 16 of the House of Respresentative shall certify and the House Clerk shall attest to 17 the adoption of this resolution and thereafter transmit certified copies to Ms. 18 Antinelle Mendiola Santos; Glenn Mufia, Acting Commissioner, CNMI Public 19 School System; the Honorable Ralph DLG. He also recognized the presence of the newly appointed and confirmed Regent Agnes McPhetres. At this time, Regent Agnes McPhetres gave her brief remarks and was thankful for the opportunity to serve the college in this capacity. She is looking forward to working with Dr. Fernandez, NMC President, faculty and staff in the coming months. B. Roll Call: Acting Chairman Joey P. San Nicolas called roll call. Four members of the Board of Regents were present; a quorum was established. Chair Dr. Rita Inos and Regent Malua Peter are excused absent. C. Public Comments/Miscellaneous 1. Sander is currently with the Interior’s Office of Insular Affairs and has an extended background in matters affecting Micronesia going back several decades. Steve, thank you very much for agreeing to participate in this project. As we’ve discussed off the record, I understand that many of these events I’m interested in took place a long time ago and you may not have had any personal involvement in them. Feel free, of course, to tell me exactly what you don’t know as we reach the subjects, as well as what you do know. Could you begin by giving me a little personal and educational background. Sander: I grew up in Bellingham, Washington, attended the University of Washington, and Hastings College of Law. I then went into the Peace Corps. I was stationed on the island of Rota. Willens: When did you graduate from law school? Sander: In 1967. Willens: Did you go immediately then into the Peace Corps? Sander: Into the Peace Corps. Willens: What prompted you to do that? Sander: Well, the Peace Corps was new while I was in college, and I had some friends that had gone into it, and I thought that it would be a very good experience. Willens: As I recall, the Peace Corps actually instituted its first program in Micronesia in 1966, so you must have been one of the very early classes. Sander: Yes, I think we were number six, but they were in rapid succession in Micronesia.

Demapan Speaker, House of Representatives Nineteenth Northern Marianas Commonwealth Legislature Saipan, MP 96950 Dear Mr. Chairman and Mr. Speaker: This is to inform you that I have signed into law, with the exceptions of several disapproved parts, House Local Bill 19-70, RLD S2 as passed by the Rota Legislative Delegation of the Nineteenth Northern Marianas Commonwealth Legislature. H.L.B. 19-70, RLD S2 appropriates $2 million allotted to the First Senatorial District under Public Law 18-56. However, I have serious concerns with some of the appropriations, and based on the reasons set forth below, I disapprove ofthe following parts of the enactment: VETOED PARTS OF THE ENACTMENT Section 2(b) This provision appropriates $250,000 to the Rota Municipal Government employees, but does not specify the use of those funds. Without those details, the appropriation violates the Public Purpose statute. Section 2( d) This provision appropriates $7,000 each to Dr. Rita Inos lr./Sr. High School and Sinapalo Elementary School for textbooks, sports equipment, and minor facility repairs, under the expenditure authority of the Secretary of Finance. This is unconstitutional. The Commissioner of Education should have been designated as the expenditure authority pursuant to Article XV, §l(b) of the Constitution. While the department cannot offer cash stipends·or salaries; other forms of support including on-island transportation, office facilities and secretarial services could be made available to persons working on projects deemed of significant value to the district. Although some of these seeds are being sold at Taro Sue Store in Garapan and Ace Hardware at several locations on Saipan, the seeds are limited in numbers and varieties. Thus, varieties of SC seeds were imported from the University of Hawaii's Agricultural Experiment Station to be planted and tested for yield, plant health and vigor, product quality, as well as resistance to plant pests and diseases. Most of the seeds were distributed to farmers utilizing government owned commercial farm plots in Kagman. Soil samples from various farm sites were sent to the University of Hawaii for a battery of tests, including pH, nutrient content or quality, presence of toxic chemicals or residues, physical properties, etc. Test results were to be made available to participating farmers with proper recommendations on how to improve their particular soils for the type of SC to be grown. Soil testing for the presence of nematodes and the identification of the type of species present was also to be undertaken.
