This is to announce to the field that the CY 2019 Quick Response Fund Repair of School Building and Construction of Retaining Wall Projects Batch 1 have already been procured by the Bids and Awards Committee ofthe Division and are now ready for implementation. 2. Anent this, the Schools Governance and Operations Division (SGOD) through the Educational Facilities Unit (EFU) will conduct a staggered On-Site Pre-Construction Meeting with School Heads of Recipients Schools, Education Facilities Coordinators of same schools and Winning Contractors for Lots 1-4 from November28-29, 2019 and December 2,6, 9-12, 2019 to discuss matters and thresh out issues and concerns relative to the implementation of said projects. 3. Plans, Programs of Works and Implementation Templates will be issued to the School Heads during the said meeting. 4. Attached is the List of Recipient Schools with corresponding schedule of meeting for reference. 5. Meals and snacks, travelling expenses of the Division Education Facilities personnel and other incidental expenses relative to the activity will be charged against Division MOOE/Iocal funds subject to usual accounting and auditing rules and regulations. 6. Nine (9) passengers survived while three (3) are still missing identified as Carmen Acasio Anguluan (48 yrs /old), Vladimir Acasio Anguluan (7 yrs /old) and Mac Dave Talay Calibuso (5 yrs/old), all from Gagabutan East Rizal, Cagayan. The 501st Infantry Division (ID) headed by Col. Remegio de Vera, PNP personnel and some volunteers from Rizal, Cagayan conducted search and rescue operations. b) In Nueva Vizcaya, 31 barangays were flooded: Solano (16), Bagabag (5), Bayombong (4), Bambang (4), in Dupax del Norte (1) and in Dupax del Sur (1). c) Barangays San Pedro and Manglad in Maddela, Quirino were isolated due to flooding. e) The low-lying areas of Brgys Mabini and Batal in Santiago City, 2 barangays in Dupax del Norte and 4 barangays in Bambang were rendered underwater with 20 families evacuated at Bgy Mabasa Elementary School.

Magat watershed was declared as a forest-reservation area through Proclamation No. 573 on June 26, 1969 because of its great importance to human survival and environmental balance in the region. The Magat case demonstrates the important role that ‘champions’ like the local government unit (LGU) could play in managing the country’s watersheds. With the Nueva Viscaya province constituting 97% of the Magat watershed, the provincial government was committed to provide a strong management support system to the watershed.

So goes the Cree Indian saying. Conservation of the earth's biological diversity is steadily being recognized as the most fundamental of all environmental issues, and its preservation as the most important challenge of the 21" century. Our own Philippine ecosystem is the "hottest" among the bio-diversity "hotspots" because it has the most number of species per square kilometer of territory, but unfortunately, the rate of habitat destruction in our country is also one of the highest in the world. In 1996, the National Biodiversity Strategy and Action Plan (NBSAP) was formulated to address biodiversity protection. One of the strategies is the establishment of Protected Areas (PA), globally considered as one of the most effective strategy for preserving and conserving biological diversity. As a strategic preventive and conservation measure, this bill seeks to provide for the establishment of the Casecnan Protected Landscape (CPL) as a protected area, which is part of the Sierra Madre Mountain Range, the Caraballo Mountain and Mamparang Mountains. The CPL is home to various wildlife resources, some of which are unique and endangered species like the Philippine Eagle, Hornbill, Kingfisher, Philippine deer, cloud rat and wild pig. Pablo began his career as an industrial supervisor at a mining firm in Muscat, Sultanate of Oman in 1982. He was offered a job to teach in one of Oman‟s premiere technical training centers in 1994 where he indulged himself in a work-and-study program earning qualifications from National Vocational Qualifications (NVQ) as NVQ Assessor and Internal Verifier from the Engineering and Marine Training Authority (EMTA), United Kingdom in 1997. These qualifications spurred his desire to further his studies and decided to enroll in a graduate program offered by Central Luzon State University. At present, Pablo resides with his family in Dupax del Sur, Nueva Vizcaya and still continues to teach at the College of Micronesia-FSM, Pohnpei Campus.
