Department of European Studies Supervisor: Prof. Dr. Hüseyin Bağcı July 2019, 126 pages One of the most important of debates over the role of the EU in post-Cold War period has been the Normative Power Europe which is built on the idea that the EU does not act as traditional actors in terms of foreign policy and has a norm-setter and promoter role in post-Cold War period. The Normative Power Europe concept has been highly embraced by the EU Representatives, as well. However, the anarchic structure of the system can limit the actions of actors and acts as an important determinant in decision-making. This thesis aims to analyze to what extent the EU acts a normative power and where the restrains of the structure of the international system begins in EU foreign policy through Syria crisis. Therefore, firstly a theoretical framework will be laid out in light of Normative Power Europe and Realist Power Europe. In the next chapter, EU foreign policy towards the Middle East, the EU-Syria relations prior to the crisis and EU reactions to the key development of the Syrian crisis in its chronological order will be covered. This will be followed by the analysis of the EU reactions to the key developments of the iv crisis through the lenses of Normative Power Europe and the Realist Power Europe. Finally, the findings will be use to make a deduction for the question of "what kind of identity does the EU have as an international actor in the world politics?". Bu minvalde, ilk olarak Normatif Güç Avrupa ve Realist Güç Avrupa kavramları ışığında teorik bir çerçeve çizilecektir. Daha sonra, Avrupa Birliği'nin Orta vi Doğu'ya yönelik dış politikası, Suriye ile kriz öncesi ilişkileri ve Suriye krizinin kronolojik sıraya göre önemli gelişmelerine yönelik vermiş oduğu yanıtlar ele alınacaktır. Ardından, Avrupa Birliği'nin krizin önemli gelişmelerine vermiş olduğu söz konusu yanıtlar, Normatif Güç Avrupa ve Realist Güç Avrupa yaklaşımlarının bakış açılarından değerlendirilecektir.     The Syrian Civil War: Analysis of Recent Developments By Dr. Sohail Mahmood On April 7, 2018 an alleged chemical weapons attack took place in Douma, Syria in which 70 people were killed.1 Russia and the Syrian government denied using chemical weapons fight against rebels in Eastern Ghouta, Syria and its ally Russia deny any chemical attack took place - with Russia calling it a "staged thing”. The rebel Syria Civil Defense Force says more than 40 people were killed and entire families were gassed to death in the attack, which drew global outrage. President Trump blasted "that animal" Syrian President Bashar Assad and said blame also fell on Russia and Iran for supporting his regime. Prime Minister Theresa said there was "unmistakable evidence" Syria was behind the attack. “No other group could have carried this out," May said. A year ago, Syria was accused of using sarin gas in an attack in the town of Khan Shaykhun. An investigation by the U.N. and OPCW concluded the Syrian air force had used the gas in its attack, which killed almost 100.2 Assad’s position in the Syrian civil war is unassailable. He is supported by Iranian-back fighters as well as the Russian air force, has cemented his control over most of the western, more heavily populated, part of the country. Rebels and jihadist insurgents are largely contained to two areas along Syria’s northern and southern borders.3 Syria's war, now in its eighth year, has seen the opposition make gains up until Russia entered the war in support of Assad in 2015.

Greengarden* INTRODUCTION On the evening of April 7, 2018, Syrian government helicopters circled above Douma, one of the last remaining rebel-held territories in Syria. 1 One of the heli- copters dropped a gas-cylinder bomb atop the balcony of a residential building,2 killing approximately 43 people and leaving more than 500 injured. 3 Upon impact, the bomb unleashed a haze of chlorine gas, permeating the entire building with the pungent smell of bleach, killing entire families in a matter of minutes, some of whom were only infants. 4 Once inhaled, chlorine mainly affects the re- spiratory tracts, causing air sacs in the lungs to secrete ¯uids, and ultimately causes the victim to drown in the resulting ¯uids, 5 leaving them foaming at the mouth and gasping for air.6 Due to the rampant bombing campaigns by the Assad regime, many of the remaining civilians in Syria have dug shelters beneath their homes for protection. Since chlorine turns into a gas once it is released, it becomes heavier than air and sinks to low-levels, 7 essentially turning these under- ground bunkers into death traps. Unfortunately, the chemical attack on April 7 was just one of the many devastating chemical attacks that have been ordered by 8 the Syrian government under the order of President Bashar al-Assad. * Jonathan E. Dr. Dany Shoham BESA Center Perspectives Paper No. 879, July 1, 2018 EXECUTIVE SUMMARY: In an unprecedented television interview on May 30, Syrian President Bashar Assad made detailed comments about his army’s alleged non-use of chemical weapons (CW). Referring to the (confirmed) employment of chemical weapons in Douma on April 7 and the subsequent US-British-French retaliatory raid, Assad claimed that CW had not been used by anyone (rather than by the rebels, as is usually contended). On May 30, 2018, Syrian President Bashar Assad participated in a televised interview on Russia Today in which he was asked about the regime’s use of chemical weapons (CW). In keeping with a lasting tradition whereby Assad laconically addresses the question of his army’s employment of such weapons, he tried to detail why such employment is implausible and to deny that his army is in fact in possession of CW. Given the regional and global significance of the lingering issue of CW use by his regime, it is worthwhile to take a close look at his words. Assad was asked in whose interest it was to gas opposition to the Syrian regime. He replied: “Is it in our interest? Why, and why now? Let alone that we don't have CW anyway, and we are not going to use it against our people. Our main battle was about winning the heart of civilians, and we won it. Specifically, it investigated if the non-prioritization of regime change by the Trump administration, and the consequent emphasis on US war against IS accounted for the fall of the terrorist group in Syria. Our findings revealed that the US interest in Syria under President Trump has been narrowed down to the war against terror, particularly the IS terrorist group. The US government under President Trump has shown little or no political will to commit US resources to ending. With President Trump administration’s refusal to fund anti-Assad rebel groups fighting the government, it severely weakened such groups and provided the Syrian government a huge opportunity to concentrate in battling IS to reclaim its territories. The paper relied on documentary data. It recommends the need to find a political solution to the crisis in Syria since it was what provided the avenue for IS to thrive in the first instance. As long as the civil war in Syria persists, the country will remain vulnerable to the possibility of terrorist groups operating from its territory.     Evidentiary Thresholds for Unilateral Aggression Douma, Skripal and Media Analysis of Chemical Weapon Attacks as a Casus Belli Gavan Patrick Gray The initiation of military or economic punishment generally on states requires significant justification, lest it be judged an act of aggression. In 2018 two separate incidents invoked similar rationales for such acts of reprisal, specifically that they were responding to attacks using chemical weapons. The incidents were an alleged sarin gas attack by the Syrian government on political opponents, which led to military strikes from the United States, and an alleged poisoning via novichok nerve agents by the Russian government on a Russian ex-spy and his daughter, which led to economic sanctions from the United Kingdom. In both cases, however, evidence of culpability fell short of what legal standards typically require. Despite this, media coverage has failed to examine alternative scenarios or to offer effective critical assessment of the weak rationalizations offered by US and UK governments. The result, precipitate and incautious policy, driven by hasty conclusions rather than careful analysis, represents a failure on the part of both media and government institutions to present the public with an even-handed and neutral assessment of matters vital to their national interest.
