Designation of Surplus Property SOUTHAMPTON COUNTY BOARD OF SUPERVISORS Regular Session i December 21, 2015 13. DESIGNATION OF SURPLUS PROPERTY Attached herewith please find a resolution for your consideration authorizing Sheriff Stutts to trade-in certain firearms presently owned by Southampton County with all associated credits to be applied against the purchase price of new service weapons for his staff. MOTION REQUIRED: If the Board is so inclined, a motion is required to adopt the attached resolution. SOUTHAMPTON COUNTY BOARD OF SUPERVISORS Regular Session ★ December 21, 2015 Whereas, § 15.2-951, Code of Virginia, provides broad authority for counties, cities and towns to sell and otherwise dispose of personal property for the purpose of exercising their powers and duties; and Whereas, the attached listings of firearms have either been issued as service weapons to the Sheriff’s jail staff or otherwise seized or confiscated by the Southampton County Sheriff’s Office in performance of their law enforcement duties; and Whereas, all of the firearms are now lawful property of Southampton County; and Whereas, the Southampton County Sheriff is in the process of procuring new service weapons for his staff and desires to trade-in all firearms on the attached listings to minimize the purchase price for the new firearms. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Southampton County that the Sheriff is hereby authorized to proceed with the trade-in of all firearms on the attached listings to reduce the purchase price of new service weapons for his staff. Jones, Chairman Southampton County Board of Supervisors Dear Mr. Jones, I am requesting that the Southampton County Board of Supervisors allow the trade-in of the below listed seized/confiscated firearms which would go toward the purchase price of new duty service pistols for the Sheriffs Office. Additionally, I request that the Smith and Wesson model 65 revolvers, current issue for the Jail staff, be traded in for the same reason. All weapons are the property of Southampton County. All weapons would be purchased by the dealership where the new duty weapons would be purchased from. The trade-in of the firearms would allow for significant savings toward the acquisition of new iss ue pistols. I thank you for your consideration of this matter. His entire life he has had a great interest in guns, however, it was not until 2007 when he began his immense collection. Starting out, Stark held a keen interest in seeking out European military rifles from the late 19th to mid- 20th century. He says that his inspiration for this came primarily from the Mauser line of rifles, due to its wide array of models & designs. Over the past decade, Stark says his collection began to transform as his focus shifted to categories such as guns of World War 1, United States military guns, and then to .22 Slide-Action rifles. Furthermore, Stark says he then began to collect Lugers, American Eagles, and other handguns of the 1900’s. To Stark, both design and era are two leading factors he considers when seeking out a new addition to his collection. He has no interest in plastics, as only the original steel and wood-work that made these guns so famous are what draws him in. Stark’s main interest in collecting firearms stems from his interest in the intricate mechanisms within the guns casing. Stark is a Mechanical Engineer by trade, attributing much of his enjoyment when dissembling, cleaning, and restoring guns - to study the guns functionality, as well as to maintain and preserve its original condition.

    Notes From the Lab: .38 S&W Special The .38 Smith & Wesson Special was introduced around 1902 and was intended to replace the military adopted .38 Long Colt cartridge. The new cartridge was originally loaded with black powder, however, it was soon upgraded with smokeless propellants. It quickly gained widespread acceptance among civilians and has become the most popular and successful revolver cartridge in history. Sales for target, field, home-defense and concealed carry revolvers remains remarkably strong. Over the past 110 years ammunition companies have loaded the .38 Special to many different pressure levels, however, today the industry (Small Arms Ammunition Manufacturers Institute, or SAAMI) has settled on 17,000 psi for “standard pressure” loads, while “+P” designated loads have a maximum working pressure of 20,000 psi. Before assembling +P loads, which are noted in remarks in the accompanying handload data, be certain that your gun is rated for the higher-pressure. There is always a concern that using 140 and 158-grain jacketed bullets in the .38 Special will result in a stuck bullet in the bore. This is not only annoying, but if undetected before the next shot, will ruin the barrel or worse. The reason for this is a combination of several factors and includes the bullets long bearing surface combined with the fact that jacketed bullets offer considerable resistance when being pushed down a bore. Combined with the cartridges’ rather low velocities and pressures, it is actually a common occurrence. Guns with large throats, a wide barrel/cylinder gap, and deep cut rifling are most prone to sticking bullets.
