The country’s Annual population growth rate, 2006: 2.7% per annum Human Development Index (HDI), 2010: 0.431 population is geographically and culturally diverse with (Rank: 137th of 169 countries)d over 700 cultural groups, many in remote rural areas. How the Resource Curse Affects Urban Development in East Timor
The Sustainable City V 495 How the resource curse affects urban development in East Timor I. M. Madaleno Portuguese Tropical Research Institute, Lisbon Abstract East Timor is heavily reliant upon royalty and taxation revenues from petroleum and natural gas resources. Poor management of natural resources revenue has given ground for the nation to fall victim to the ‘resource curse’. This paper provides an overview of the country’s recent history whilst characterising its energy resources availability and case-studying a stressing and omnipresent urban problem: the persistence of internal displaced people (idps) living in refugee camps within Dili district. The objective of this contribution is to describe sample research conducted in the capital city of the first 21st century nation on Earth, so as to evaluate with empirical data how the wealth of natural resources is being used both to improve East Timorese daily lives and to regenerate the urban tissue. Keywords: resource curse, refugee camps, urban regeneration, Dili, East Timor. 1 Introduction Asian tigers – South Korea, Taiwan, Hong-Kong and Singapore – are resource- poor countries. East Timor as well as Angola, both former Portuguese colonies, are resource-rich, exhibiting poor economic growth performances and displaying high levels of poverty (see table 1). The quality of local institutions is decisive, though, for there is no curse that cannot be lifted [1, 2]. It is widely accepted that good governance and a strong juridical and institutional framework tend to minimise the ill consequences of the mineral and energy resources privilege both on common people and on political leaders. Weak administration of revenues by contrast can lead to financial resources waste and environmental constrains on grounds of political mismanagement and corruption as on easy money availability excesses. -

Email: [email protected] ABSTRACT Trading, agriculture, transportation and communication as well as services sectors are the prime contributors of the regional gross of domestic product in the island of Timor. However, the increasing of such priority sectors was relatively constant which might be occurred due to inappropriate efforts in integrating the transportation infrastructure and potential social-economic activities intra and/or inner districts. This paper focusing on how to increase such regional social-economic structure by developing better transportation services system which is assumed could attract tourism traveling number, i.e. based on integration between railways transportation system and local natural resources and/or social-economic activities. The indication of technical, economic, social and environmental as well as institutional arrangement feasibility then was analyzed using SWOT model. Ports of Oecusse, Dili and Atauro are operated and managed by the Port Authority of East Timor (APORTIL), based on the law established in March 2003. Figure 1-1-1 Location Map of Ports in East Timor Main features of each of the eleven (11) ports in East Timor are presented below. ・ Dili Port is the only one commercial port to receive general cargo ships in East Timor. Ports of Oecusse and Atauro accommodate ferryboat, but no general cargo ship calls at these ports. ・ Ports of Tibar, Dili Pertamina and Carabella are exclusively used by private companies. ・ Ports of Betano, Beaco and Suai having landing space on sand beach are planned to be improved as base port for oil resources development in future. ・ Hera Port used as a fishing port until 2006 is currently serving as a naval port. ・ Com Port used as a naval port when East Timor was a part of Indonesian territory is not in use at present. -
Fijian Colonial Experience: a Study of the Neotraditional Order Under British Colonial Rule Prior to World War II, by Timothy J
Chapter 4 The new of The more able Fij ian chiefs did not need to fetch up the glory of their ancestors to maintain leadership of their people: they exploited a variety of opportunities open to them within the Fij ian Administration. Ultimately colonial rule itself rested on the loyalty chosen chiefs could still command from their people, and day-to-day village governance, it has been seen, totally depended on them. Far from degenerating into a decadent elite, these chiefs devised a mode of leadership that was neither traditional, for it needed appointment from the Crown, nor purely administrative. Its material rewards came from salary and fringe benefits; its larger satisfactions from the extent to which the peopl e rallied to their leadership and voluntarily participated in the great celebrations of Fijian life , the traditional-type festivals of dance, food and ceremony that proclaimed to all: the people and the chief and the land are one . 'Government-work' had its place, but for chiefs and people there were always 'higher' preoccupations growing out of the refined cultural legacy of the past (albeit the attenuated past) which gave them all that was still distinctively Fij ian in their threatened way of life. This chapter will illuminate the ambiguous mix of constraint and opportunity for chiefly leadership in the colonial context as exercised prior to World War II by some powerful personalities from different status levels in the neotraditional order. Thurston's enthusiastic tax gatherer, Ratu Joni Madraiwiwi , was perhaps the most able of them , and in his happier days was generally esteemed as one of the finest of 'the old school' of chiefs .
