COCAP BIWEEKLY: INCIDENTS SURROUNDING COVID-19 MAY 16 - 31, 2020 1

INTRODUCTION

COCAP’s “COVID-19 Biweekly” covers the incidents from May 16- 31, 2020 related to gender based 183 INCIDENTS ACROSS violence (GBV) and incidents related COVID-19.

From May 16 - 31, 2020, COCAP’s Nepal Peace Monitoring Project recorded a total of 183 incidents from across Nepal of which 60 incidents were directly related to COVID-19. Majority of incidents were protests related to lack of relief to those in need, substandard quality of quarantine centers, fine against business for black marketing of essential goods at the time of panic and assaults by the police on civilians. Of the 60 total incidents 23 were violent and 37 were latent incidents. ( See Fig 1 and Fig 2 ).

In the past 15 days, 39 incidents of gender based violence(GBV) were recorded in which 19 victims were below the age of 26. The nation wide lockdown has forced many women and girls to live with their abuser with limited support to reach out. It is important to note that with or without the lockdown, violence 183 against women and girls continues to remain an important crisis in our communities. Both males and INCIDENTS females face GBV but as per our data the majority of victims are women and girls.

This bi-weekly report is aimed to inform our reader regarding the added crisis brought about by the COVID-19 pandemic which has affected everyone’s livelihood and made some groups of people even 60 more vulnerable than before. INCIDENTS Until May 30, a total of 1401 people have been tested RELATED TO positive for COVID-19 with 7 deaths . COVID-19

COVID 19 RELATED DEATHS

On May 16, a woman from Sinchupalchowk died at Dhulikhel Hospital as a result of COVID-19. She was gasping for breath and later died while undergoing treatment. This was the first COVID-19 death in Nepal.1 Similarly, the next day there was another death related to COVID-19 of a man from Banke.2 Third COVID-19 related death of a man was recorded on May 21 in Rupandehi district.3 On May 25 the fourth case of coronavirus was confirmed in a 70 year old man in Birgunj who suffered from pneumonia.4 The man had passed away on May 17 and his swab sample which was taken after his death tested positive for COVID-19.5 On May 28, fifth death related to COVID-19 was confirmed. Similarly, on May 29. sixth COVID-19 related death was confirmed.6 5

PROTESTS RELATED TO THE RELIEF DISTRIBUTION

The nation wide lockdown has affected the livelihood of people across Nepal, making daily wage earners, labourers and others in need dependent on relief provided by individuals or the government. Seven incidents related to relief were recorded where locals mainly protested against the lack of efficient distribution of relief to those in need.

The locals padlocked the ward office in Salyan accusing the lack of transparency MAY in the distribution of relief.7 The local authorities demanded that during relief 22 distribution poor families, single women and people in need.

In a clash between Nepal Comunist Party and Nepali Congress party about 19 MAY people were injured in Naraha Municipality 1, Siraha after they protested in the 22 ward office demanding relief for seven hundred residents of the ward.8

Locals of Kapilbastu municipality 11, padlocked Jahadi Health Post which was MAY going to set up isolation wards for patients of COVID-19 as they believe it is too 24 close to the residential area.9

Labourers and squatters of Barbardiya Municipality Padlocked the ward office MAY stating that they were not provided with relief by the ward office but according 26 to the chairperson the relief was not provided due to problems in distribution.10

A clash broke out between two groups at Boudha, Kathmandu after there was a MAY shortage of testing kits for COVID-19.11 There were about 1500 people but the 29 health workers only had 500 kits.

Hundreds of residents of Bhangaha, Mahottari protested outside the municipality MAY demanding a relief package and against the arbitrary distribution of relief by the 30 mayor.12 The protesters also demanded resignation of the mayor.

The locals in Dhading protested against the sale of rice to traders which was MAY meant for relief distribution by the Benighat Rorang Rural Municipality especially 30 for those affected by the lockdown.13 6

INDIAN NATIONALS PROTEST DEMANDING THEIR RIGHT TO GO BACK HOME

The Armed Police Force (APF) opened fire in Kanchanakawal Rural Municipality 1, MAY Jhapa to disperse about 150 Indians who tried to enter Nepal forcefully violating 16 the lockdown.14

Indian labourers working for brick factories staged a protest in Ghorahi, Dang MAY demanding the authorities to let them return to their country during the lockdown.15 19

About 880 Indian citizens working in nine different brick kilns in Nawalparasi district MAY protested demanding that the authorities should make arrangements for their 21 return back home as they are out of jobs due to the nation wide lockdown in Nepal.16

A team of Armed Police Force (APF) deployed at the Nepal-India border in Sarlahi MAY opened blank fire after a group of 40 Indian nationals tried to enter Nepal during the 30 lockdown.17

PROTESTS AGAINST THE LOCATION OF QUARANTINE

The residents of Kohalpur staged a demonstration against the decision of the local administration to transfer COVID-19 patients from Narainpur MAY quarantine to Agricultural Development Banks training center in Kohalpur.18 19 Already 25 returnees from India have been quarantined there.

Locals protested against Ananda Pashupati building being set up as a quarantine for health workers from Tilganga hospital who work in the front line MAY of Coronavirus infection.19 They protested mainly after Indian nationals who will 19 be sent back to India resided in the building.

The locals padlocked the ward office in Ajaymeru Rural Municipality at night MAY accusing of discrimination as poor people from outside the district need to be 19 in quarantine centers whereas people with influence can go home.20

Locals of Nagawa, Birgunj protested against setting up isolation wards for MAY people who tested positive for COVID-19 in a hotel at a residential area with a 20 dense population.21 7

Locals of Ghorahi Sub-metropolitan City 14 protested against the plan of the MAY local authorities to set up quarantine in different localities in Dang which have 22 a high population and are a market area.22

The Banke District Security Committee issued a prohibitory order in Narainapur MAY of Banke district after the patients of Coronavirus started fleeing from the 24 area.23

Locals of Kapilbastu Municipality 11, obstructed a construction of an isolation MAY ward in the building of Jahadi Health Post and padlocked it due to the fear of 24 the spread of COVID-19.24

Locals protested against the placement of nine health workers under quarantine at a hotel in Gaushala, Kathmandu after a woman receiving at Manmohan MAY Cardio Thoracic Vascular and Transplant Center tested positive.25 About 45 25 health workers were kept under quarantine and among them nine were kept at the hotel.

Residents protested against the decision of the local administration to MAY construct a hospital for the patients of COVID-19 in Bhadrapur municipality, 25 Jhapa fearing the risk of it spreading in the community.26

The locals of Kamala Municipality 9 of Dhanusha district organized a violent protest carrying sticks and pelting stones at the quarantine in the ward. They MAY demanded that the people who had returned from India should not be kept 27 under quarantine in their ward.27

The police fired blank fire to take control of the protester in Municipality of who protested against the set up of a MAY quarantine in the area.28 In the clash six security personnel were injured. The 21 locals pelted stones at the police and did not stop even after the arrival of extra police force.

Teachers and locals of Jajarkot destroyed the building of Shree Krishna Primary MAY School at Bheri Municipality 6, after a nearby school was designated as a 29 quarantine center for those returning from India.29

The locals against the set up of quarantine at the Dharmashala of Kali Temple MAY protested against it in Biratnagar as they did not want the returnees from India 30 to stay there.30 8

PROTESTS DURING THE LOCKDOWN

The ward representatives along with the locals protested demanding the closure MAY of the Nepal Oil Corporation’s office at Amlekhgunj, Bara as the number of cases of 18 COVID-19 increased in the district.31

Dozens of trucks carrying construction materials for the expansion of Tribhuvan MAY International Airport were vandalized in Bungamati by the locals.32 The locals 18 obstructed the trucks in various places as the fear of coronavirus among the public grew.

The locals in Dang protested against a cement industry in Lamahi -7 for operating MAY during the lockdown without taking any precautions against COVID-19 as the company has more than 300 employees.33 In protest the locals blocked the road to 19 the industry.

About 15 people were arrested for protesting against the police in Janakpur.34 The MAY protest was against the arrest of the elected representative from Sarlahi who was 21 wandering around during the time of lockdown.

Nepali migrant workers who were stranded at the Nepal-India border in Belahiya, MAY 35 21 Rupandehi protested against the Nepali government demanding to be let back.

Nepalese staged a protest at the Jatahi border in Dhanusha after a youth returning MAY from India died on the border due to starvation while waiting for the permission by 26 the government to let Nepalese at the border enter the country.36

Police charged baton during a protest organized by Tarun Dal in Dhanusha against MAY the lack of efficient management for controlling the spread of COVID-19.37 According the party, the quarantine centers are not well maintained and people are dying in 31 the border areas. 9

PROTESTS RELATED TO THE LOW STANDARD OF QUARANTINE CENTERS

While the number of positive cases of COVID-19 has been growing everyday the government is still unable to explain the importance of self isolation, social distancing and quarantine properly to the citizens across the country. The negligence at such a crucial time can jeopardise the lives of many. In the monitoring report of the National Human Rights Commission (NHRC), it stated that persons in quarantine did not have access to nutritious food, drinking water, toilets, proper shelter and health care facilities which has been set by the World Health Organization (WHO). The Commission also warned the authorities against depriving citizens their fundamental rights while in quarantine centers.38

As per the standard required by the World Health Organization (WHO), the concerned authorities should ensure that the health and safety equipment are available in the center and maintain good hygiene. The centers should be well equipped with clean and gender friendly toilets, nutritious food,clean dining area, visitors entry and exit doors and a waiting room.39

The issues related to the low standard of quarantine centers came in light after the death of a youth in Banke living in a neglected facility on May 17. The man had complained about not feeling well while in quarantine. Districts based COVID-19 Crisis Management Centers had decided to have ambulances and drivers ready at every local level for quick response.40Nonetheless, the locals were outraged as the man died without receiving treatment inside the quarantine center as the ambulance did not arrive due to lack of personal protective equipment (PPE).

Locals staged a protest against the quality of quarantine set up at Bogadi Secondary School in Kotahimai Rural Municipality - 6 in Rupandehi as it does meet the standards.41 According MAY to the protesting locals, the kitchen staff commute from home to the quarantine whereas 23 the people kept in quarantine stroll around in the area in the evenings increasing the risk of spreading COVID-19.

Students from various political parties staged a protest in Kapilbastu demanding better MAY planning to contain the spread of COVID-19 along with quarantines meeting the standards 23 and increased capacity for swab testing.42

The youths kept in a quarantine center at Samauji Primary School in Ganyapdhura Rural MAY Municipality 3 of Dadeldhura district burned the effigy of the chairperson accusing the local government of lack of management of basic needs in the quarantine centers as they had to 29 order food from home since it was not arranged in the center.43

The people in quarantine set up by Bhairav Rural Municipality complained that they were not MAY 44 30 provided basic needs such as food in the center. 10

BLACK MARKETING OF ESSENTIAL GOODS AT THE TIME OF CRISIS

A businessman was arrested from Chautara Sangachowkgadhi Municipality 7, in MAY Sindhupalchowk for black marketing of petrol. His fuel center charged Rs. 110 for a 20 liter of petrol and didn’t issue a bill.45

The District Administration Office (DAO) in Bhojpur sealed a grocery store located in MAY Arun Rural Municipality- 6 for charging double than the market price on fertilizers to 20 the farmers.46

kalu meat center, Kathmandu was fined Rs. 200,000 as the business was charging more MAY than Rs. 500 per kg of meat.47 The fine was imposed by the Department of Commerce, 21 Supplies and Consumer Protection after a consumer filed a complaint against the business for charging more.

A raid was conducted by a team of Department of Commerce Supplies and Consumers MAY right protection in pharmacies located in front of Bir Hospital after receiving a 24 complaint against black marketing.48 Three pharmacies were fined with Rs. 200,000 for overcharging on M-95 masks. 11

CLASH OF ASSAULT AND CLASH WITH THE POLICE

Villagers and ward members were injured after the Armed Police Force (APF) suddenly attacked MAY them in Balan Bihul Rural Municipality 4, Saptari.49 At the time of the attack, they were holding a 16 meeting to protest against the decision to turn a school in the village into a quarantine center.

A 67 year old man who was out to buy groceries was stopped by the police and interrogated. As MAY he turned around to go back home, one of the police personnel hit him on the right leg with a 18 baton which caused a crack on his knee.50 The man had to get plaster and rest for three months.

A man from Dhunibesi Municipality 9, Dhading broke his hand after the police charged baton on MAY locals who protested to close the United Cement Factory as the vehicles came and went from 21 various districts increasing the risk of COVID-19.51

People placed under quarantine in a higher secondary school in Tilathi Koiladi rural municipality-7 MAY in Saptari started a hunger strike and chanted slogans against police brutality after a police team entered the area at midnight and beat them for no apparent reason under the influence 26 of alcohol.52

About nine labourers were assaulted by the police in civil outfit while they were caught gathering in a group to have lunch in Chandrapur 3, Rautahat.53 Two people were injured and had blue MAY marks on their body from the beating. The labourers acknowledged that it was wrong to sit in 27 large groups during the time of lockdown but it is also wrong to attack and injure them.

MAY Locals accused the police of severely beating two youths after a minor dispute over feeding the 27 people in the quarantine center in Pyuthan.54

The police and locals had a serious clash in Ishnath Municipality 7, Rautahat after the police MAY along with health workers tried to take two patients of COVID-19 residing in Anwarul Islamic Madrasa into an isolation facility in a hospital for treatment.55 To take the situation under 29 control, the police opened 12 rounds of blank fire.

People in the quarantine center at Kanchanrup Municipality 1, Saptari assaulted a policeman MAY who was on duty in the center.56 The policeman had asked the visitors to maintain social distance 30 and that’s when he was attacked due to which his knee got dislocated and face was swollen. 12

CLASH INSIDE QUARANTINE

A person was assaulted in quarantine by four of his roommates over a family dispute at MAY Majhangawa Secondary School at Kotahimai 4, Rupandehi.57 The victims were injured 23 and later shifted to another quarantine area after treatment.

ARRESTS DURING THE LOCKDOWN

A person was arrested on the charge of misbehaving with Dr. Narayan Karki, director of Bagmati provincial public health laboratory.58 In a video which went viral in social MAY media the doctor was being interrogated while entering the valley asking if he had 17 taken precautionary measures during his journey and also searched his belongings.

The police arrested two men from Panchpokhari Rural Municipality on charge of MAY pelting stones at the police and injuring them when they stopped them from riding 19 their motorcycle during the lockdown.59

Police arrested the ward chairperson of Gujara Municipality 4 on the charge of attacking a team of police after a dispute with the deputy mayor who wanted to MAY send 78 returnees from India to quarantine in Simara Bhawanipur.60 The chairperson 29 along with his team attacked the police. 13

ASSAULT ON LOCAL REPRESENTATIVE DURING THE LOCKDOWN

The chairperson Athbiskot municipality of west Rukum was beaten by the locals for using a MAY government motorbike without any purpose during the lockdown.61 17

The ward chairperson of Dogadakedar Rural Municipality 7 of Baitadi district was assaulted MAY by a group of youth when they were interrogated by him for riding their bikes during the lockdown.62 Four people were arrested whereas the chairperson sustained injuries on his 18 head and stomach.

Ward chairperson of Khaptad Chhanna Rural Municipality 6 in Bajhang was attacked when he decided to keep the returnees from Kathmandu in quarantine at Pataldewal Secondary MAY School.63 The chairperson filed a complaint against the perpetrators as they threw stones 23 at him due to which he sustained injuries.

Locals accused the police of severely beating two youths after a minor dispute over MAY 64 27 feeding the people in the quarantine center in Pyuthan.

Police arrested the ward chairperson of Gujara Municipality 4 on the charge of attacking MAY a team of police after a dispute with the deputy mayor who wanted to send 78 returnees 29 from India to quarantine in Simara Bhawanipur.65 The chairperson along with his team attacked the police. 14

DISCRIMINATION OR THREAT AT THE TIME OF COVID-19

A media person associated with an FM in Kalaiya, Bara district received threats after one MAY 66 19 of his coworkers tested positive for COVID-19.

MAY A patient who had been discharged after three months from the hospital was denied to 23 rent an apartment in Kathmandu by the landlord fearing the contraction of COVID-19.67

People living in ward no 3, 2 and 16 in Parsa district were being discriminated against as MAY 68 24 the positive cases of Covid 19 was the highest in those wards.

A man who suffered from asthma for the past five years died from respiratory problems MAY as the patients waited to take corona RDT tests referred by the doctors but was rejected 25 to be admitted at the Birgunj health care.69

A patient referred to Buddha International Hospital in Ghorahi of Dang was declined a MAY checkup when he mentioned that he had fever instead he was sent to Rapti Health and 29 Science Institute for Polymerase Chain Reaction (PCR) test.70

About 27 people who tested positive for COVID-19 were referred to Dharan from MAY Kanchankawall Rural Municipality spent a whole night outside the BP Koirala Institute of 30 Health Sciences after they refused to admit them.71

EFFECTS OF COVID-19 ON THE PRIVATE SECTORS

The past two months of lockdown which was implemented from March 24?? To prevent the spread of COVID-19 has severely impacted Nepal’s economy and tested the fragile political system of the country.72 The financial pressure under private sectors and industries forced them to warn the government to address the growing difficulty of businesses throughout the budget for the next fiscal year. If the government fails to do so, the private sectors will take on the streets to protest. Furthermore, the representatives of the private sector blamed the government for not coming up with an effective plan to support businesses which have been hit the hardest by the crisis.

The Government of Nepal announced its federal budget for the fiscal year 2020/21 on May 28, 2020. The government has set aside Rs. 6 billion for control and management of COVID-19 and another Rs.12 billion to upgrade healthcare capacity insuring all health workers and increasing the overall budget of the Ministry of Health to Rs 90 billion to address pre-existing disease burden73. 15

GENDER BASED VIOLENCE (GBV) CONTINUES TO INCREASE

The social and economic stress due to COVID-19 and the pre-existing harmful social norms along with the nationwide lockdown has led to an increase in gender based violence (GBV). Many women and girls during the lockdown and social isolation are living with their abuser at home being disconnected from the support services. Since the beginning of the lock down, the Nepal Women’s Commission’s office received about 735 calls of which 248 were related to domestic violence against women.74

From May 16 - May 31, the PMP recorded 39 incidents of GBV. Rape was the most common form of violence with 22 cases followed by domestic violence with 11 cases. Of the 22 cases of rape, 19 victims were below the age of 26. (See Fig- 3).
