THE

Homebridge, Inc. (formerly In-Home Supportive Services Consortium) is a San Francisco-based non-profit dedicated to delivering safe and effective home care and preparing caregivers for successful employment. Its mission is to provide high-quality care and supportive services that assist the elderly and people with disabilities to live safely and independently in their homes. Since 1994, it has provided more than tenmillion hours of home care services to approximately 13,000 people. Each year, Homebridge and its staff of 550 employees serve over 1,300 clients. Homebridge began in 1985 as a pilot project of several San Francisco non-profits that sought to enable San Franciscans with special challenges to live at home with adequate supports. Over time, Homebridge’s success in developing and perfecting this model of care resulted in its selection as the only provider of “contract mode” in-home supportive services for the City of San Francisco, providing critical support to those unable to hire and manage their own care providers. Today, fueled by the demand for its services, Homebridge has grown to become a $28M non-profit, providing services and support to clients in both San Francisco and San Mateo Counties. Its plans include expanding its service model to other regions within the State of California.

Homebridge’s growth and success over time have resulted from a series of inter-related strategies seeking to achieve its mission and pursue its vision:

● Development of a highly supportive model of care that pairs strong home care provider supervision and support with case and care coordination (often in collaboration with other health and human service providers) ● Development of a robust care provider training program now embodied by our Homebridge Training division , using national models and evolving best practices in its multilingual program ● Regional and state leadership in long-term care policy development and strategic planning ● Advocacy to generate needed levels of public support for contract mode services and other services necessary to help Homebridge’s target service population remain independent

THE POSITION

The Chief Operating Officer will be responsible for providing strategic leadership and direction for the organization’s Human Resource, Information Technology and Facility operations. The COO will lead the human capital strategy for the organization, including but not limited to leading initiatives to improve recruitment and retention, human resource planning and management, employee relations, and in accordance with the policies and practices of the agency, governmental and other regulatory and advisory authorities.

The COO is also responsible for assessing, transforming, and building Homebridge’s technology systems to ensure an appropriate level of sophistication and effectiveness. S/he will foster projects and future technology ideas that will lead to innovations and efficiencies, broker and drive to resolution key architectural and technology implementation decisions, and develop and advance the organization’s IT architectural roadmap. The COO will continuously define the vision and strategy for the use of technology within the organization and how those technologies will enable and improve operations.

The COO will direct the management of ongoing Facility operations for the organization. S/he will be responsible for long-term facilities planning based on the organization’s strategic plan, including office utilization, meeting room accessibility, building renovations, etc. In the future, the COO will direct facilities-related personnel to monitor environmental impact and take steps to reduce these impacts. In consultation with the and CFO, the COO manages the budget and purchasing for technology (hardware, software and support) and office supplies/equipment.

The COO will oversee a current staff of 11 and directly supervise the Directors of Information Technology and as well as the Office Manager and Data Manager.

RESPONSIBILITIES:

General

● Analyze Homebridge’s current technology, facilities and HR related assets, aligning them with the strategic goals of the organization ● Work collaboratively with other members of the Homebridge leadership team to create and implement strategies for future growth and direction ● Foster a culture of trust, ownership and commitment to shared success ● Recruit, develop, inspire and coach the HR, IT and Facilities staffs ● Work closely with direct reports to transform priorities into strategic action plans that optimize resources and set appropriate expectations ● Ensure that the company’s IT, HR and Facility operations adhere to applicable laws and regulations, as well as to the values and mission of the organization ● Create close with key vendors and manage those relationships in support of Homebridge ● Negotiate contractual agreements on behalf of Homebridge relating to HR, IT and Facility operations, including labor relations

Information Technology

● Grow and build Homebridge’s technology infrastructure. Anticipate technology scale and capability challenges and needs. Communicate cogent plans to address these challenges ● Develop and enable communication systems for the agency, including network/cloud infrastructure, end user devices (whether owned by the company or not), and selecting the right applications for communication purposes ● Work closely with Homebridge leadership to ensure optimum allocation and utilization of technology resources ● Ensure the security of the agency’s IT assets and take appropriate steps to reduce the possibility of a data breach ● Establish the goals, practices and tools to support strategic planning and day- to-day operations ● Establish the IT department’s operative goals and objectives

● Work with IT personnel and Homebridge leadership to develop and implement new technologies that best meet the needs of the organization ● Oversee the business data and analytics function, including developing and maintaining a robust set of metrics and reporting tools to help managers regularly assess performance across all aspects of the business

Human Resources

● Serve as strategic advisor and functional expert to the Homebridge leadership team regarding talent management strategies, initiatives and issues ● Build and lead the vision for talent management. Develop and execute comprehensive HR, employee relations, and talent management strategies in alignment with the organization’s strategic plan ● Lead our relationship with our union partners, including regular business updates and CBA negotiations ● Ensure that all HR and talent management policies, procedures, and processes are aligned with the organization’s culture and values ● Oversee regular assessment and reporting on employee training and morale with a focus on continuous improvement and development of positive employer/employee relationships to promote staff motivation and retention ● Work with the leadership team to develop a continuum of professional growth opportunities and training for staff to support cultivation of talent

Facility Operations

● Serve as a strategic advisor and functional expert to the Executive Director and team regarding facilities utilization, maintenance and long-term planning ● Direct the management of daily operations, including ensuring environmental comfort and health, sufficient supplies, functioning equipment, etc. ● Direct the planning of space utilization and occupancy and assessment of needs

CANDIDATE QUALIFICATIONS/EXPERIENCE

Experience:

● A minimum of 15 years of work experience required, ideally in management consulting, nonprofit administration or similar field. Familiarity with human services and nonprofit management preferred ● Experience stepping into established organizations, establishing credibility and methodically implementing robust, effective practices ● Experience modernizing core IT systems and infrastructure and anticipating and adapting to IT transformations to increase business outcomes, fortify security and manage increasing amounts of data ● Proven ability to set the vision and strategy for HR, technology, and facility operations and to produce effective organizational changes ● Familiarity with a broad range of technologies, their functions and interrelatedness ● Familiarity with a broad range of HR policies, functions, and leading practices ● Ability to broker relationships across teams and to promote a culture of self-start and accountability ● Proven strategic planning and skills and the ability to translate strategies from plans to action ● Experience building and maintaining relationships with a wide array of people, including managing

and strengthening partnerships and coalitions ● Experience hiring, training, mentoring, and developing staff

Education:

Bachelor’s degree required.
