The existing ramps to Monocacy Boulevard and Reich's Ford Road are reconstructed (Phase 2D). PURPOSE & NEED SUMMARY STATEMENT: Signed as I-70, this section was constructed as US 40 Relocated and does not meet current Interstate highway standards. Existing interchanges have short acceleration and deceleration lanes, very sharp curves, short merging and weaving sections and missing movements. Improvements include widening of the four lane section and reconstruction of the interchanges. This project will enhance access to the City of Frederick and improve Interstate travel. Introduction to the Ratification of the Constitution in Maryland Founding the Proprietary Colony The founding and establishment of the propriety government of Maryland was the product of competing factors—political, commercial, social, and religious. It was intertwined with the history of one family, the Calverts, who were well established among the Yorkshire gentry and whose Catholic sympathies were widely known. George Calvert had been a favorite of the Stuart king, James I. In 1625, following a noteworthy career in politics, including periods as clerk of the Privy Council, member of Parliament, special emissary abroad of the king, and a principal secretary of state, Calvert openly declared his Catholicism. This declaration closed any future possibility of public office for him. Shortly thereafter, James elevated Calvert to the Irish peerage as the baron of Baltimore. Calvert’s absence from public office afforded him an opportunity to pursue his interests in overseas colonization. Calvert appealed to Charles I, son of James, for a land grant.1 Calvert’s appeal was honored, but he did not live to see a charter issued. In 1632, Charles granted a proprietary charter to Cecil Calvert, George’s son and the second baron of Baltimore, making him Maryland’s first proprietor. Maryland’s charter was the first long-lasting one of its kind to be issued among the thirteen mainland British American colonies. Proprietorships represented a real share in the king’s authority. They extended unusual power. Maryland’s charter, which constituted Calvert and his heirs as “the true and absolute Lords and Proprietaries of the Region,” might have been “the best example of a sweeping grant of power to a proprietor.” Proprietors could award land grants, confer titles, and establish courts, which included the prerogative of hearing appeals. -

MARCH 29 2007 Frederick County Mills ACCOMMODATION FACTORY ( ) David Foute advertised wool carding at Accommodation Factory, Dumb Quarter extended, Frederick-Town Herald, June 23, 1827. ADAMS FULLING MILL (9) Frederick Brown advertised wool carding at 6-1/4 cents per pound at the old establishment of Mr. Adams, about 2 miles south of New Market, Frederick-Town Herald, May 11, 1831, p. 4. He had offered fulling and dyeing there (Mrs. Adams’), Ibid., August 20, 1825. This was presumably the fulling mill shown on the 1808 Charles Varlé map on Bush Creek, 0.33 mile north of the present Weller Road, SE of Monrovia. The 1860 Bond map showed the Mrs. H. Norris wool factory, while the 1878 atlas showed Mrs. Norris with a grist and sawmill. ADLER ROPEWALK (F) A ropewalk operated by John Adler in 1819 was on South Market Street, Frederick. The building was occupied in 1976 by Federated Charities (See, Ralph F. Martz, “Richard Potts,” Frederick Post, May 11, 1976, p. A-7). ADELSPERGER MILL CO (5) This steam foundry and machine shop was listed in the 1860 census of manufactures with $14,000 capital investment and 25 employees; annual output was $5000 in castings and $25,000 in machinery. ADLUM STILL ( ) John Adlum advertised to sell two stills, 106-gallon and 49-gallon, Frederick-Town Herald, August 14, 1802. AETNA GLASS WORKS (7) Thomas Johnson purchased some of Amelung’s machinery and built a new Aetna Glass Works on Bush Creek, hauling sand from Ellicott City in empty wheat wagons. Also, two former B&O office buildings remain. Also, two former Pennsylvania Railroad and one Philadelphia, Baltimore and Washington Railroad (PRR subsidiary) passenger station still stand. Lastly, a Maryland & Pennsylvania Railroad freight depot remains. Aberdeen : Originally built by the B&O, to be restored (last known wooden depot standing designed by architect Frank Furness). Also, the former PRR passenger station here still stands, used as an Amtrak/MARC stop. Airey : Originally built by the Dorchester & Delaware Railroad, privately owned. Maryland Code, Public Utilities Article § 7-207 grants the Maryland Public Service Commission broad authority to determine whether and where a SEGS may be operated. EVaErn* The General Assembly of Maryland first convened in 1635, less than a year after the settlement at St. Mary's. It began then a notable record of self-government for the colony and State of Maryland, making over the succeeding centuries a solid contribution to the prestige of the legisla- tive process. There would have been no compelling reason in the early seventeenth century to suppose that the Maryland General Assembly would be a successful venture in repre- sentative government. The art of popular government had been evolving slowly for a number of centuries in England, yet by 1634 its development was only rudimentary. Legisla- tive power was still a negative force; the drive and initiative in government remained with the executive, as vested in the monarchy.
